Admitted Liar Christopher Hulmes Gets A Deal

Admitted perjurer former Officer Christopher Hulmes has been the sweetheart deal of the century.  Since when does the District Attorney’s Officer offer the first time offender program to people charged with felonies?  And when is a first time offender still a first time offender, even though Hulmes was arrested for DUI earlier in the year.  This is outrageous.

As a result of his arrest, hundreds of cases are in jeopardy of being tossed.  Lying Cop Could Void Arrests  This guy denied being a liar to the end.  Hulmes Insists he was truthfulHulmes, who admitted in open court to a sitting judge, that he falsified paperwork, continued working on the street for many months after the transgression.  This case, which resulted in another black eye for the Philadelphia District Attorney’s Office after Philadelphia City Paper did a series that exposed the facts the DA’s office continually called the cop to testify, after knowing he was a liar.  Furthermore, the Police Department failed to remove him from the street.  Cop admitted to Lying in Open Court

Even after this Officer embarrassed the District Attorney’s Office DA’s Black Eye over One Lying Cop and the Police Department, the DA’s office took the “unusual” step of giving this liar a sweetheart deal.

This officer was only arrested after the expose’ of the City Paper.  Officer Arrested After City Paper Investigation  It was rumored that many other officers reported this cop to other law enforcement agencies for years, regarding this matter, to no avail.  It was finally taken to the media.

An honest former ADA, AJ Thomson, was terminated because he was suddenly producing substandard work after refusing to put this lying cop on the stand and questioning the reasoning behind the DA’s office continuing to call him to testify.  DA vs Lying Cop  Thomson really did battle with his then supervisor, ADA Jackie McCauley, who also happened to be married to a Narcotics Officer, Joseph McCauley,  who was friends with Hulmes.  Many have asserted that Hulmes was very confident, almost cocky about the outcome of this criminal case.

The problem is this officer, like many others who have been similarly situated, allegedly has had multiple affairs with various ADA’s.  One has to wonder if this is why this guy gets the break of the century.  Especially considering he has been arrested multiple times in the last year.  Isn’t it the “first time” offenders program?  Unless DUI’s don’t count.

This is the same ADA, Terri Domsky, who has prosecuted many other white cops, including former Officer Doug DiEmedio, among other, who all got sweetheart deals.  One has to wonder why?  What is the commonality?  Prosecutors protect corrupt cops  Once again, it comes back to double standards.  This entire situation should be investigated.

This goes back to the theft by Lieutenant Raymond Murphy, from PECO who continues to work and have not been charged.   Double Standards.  In the Murphy case, there is compelling and overwhelming evidence that Murphy committed a crime.  Everyone else involved in the scheme, has been arrested in the suburbs.Philadelphia Man Arrested In Bucks County For Stealing Electricity in 5 Counties  The same with theft of LIHEAP funds by Lieutenant Harold K. Double Standards: Lt. Harold Lloyd LIHEAP Thief

In our segment called Double Standards, we’d like to bring attention Lieutenant Harold Lloyd and his band of merry thieves, stole from the most vulnerable Philadelphians.  Those who are eligible for the Low Income Home Energy Assistance Program or as it is called, the LIHEAP program.

The Low-Income Home Energy Assistance Program, also known as LIHEAP, is a federally funded program that helps low-income families pay their heating bills. LIHEAP is a grant that offers assistance in the form of a cash grant, sent directly to the utility company, or a crisis grant for households in immediate danger of being without heat.LIHEAPdownload (3)

How can police organizations, as in Philadelphia, in conjunction with the Philadelphia District Attorney’s office, decide that it is acceptable to arrest a large group city and state employees for theft of federal funds.  18 City & State Workers Charged With Theft of LIHEAP Funds   While the large number of Philadelphia Police officers and  and Philadelphia Police supervisors, are conveniently not prosecuted?  This allegedly happened in the Philadelphia Police Department.  Some says because many of the alleged involved officers and civilians work in the Philadelphia Police Commissioner’s circle on the 3rd Floor of Police Headquarters.  One of the officers, Tonetta Dawson works for then Captain Daniel McDonald, now Chief Inspector, and the other worked for ex-Deputy Commissioner Kevin Bethel, Nadine Ector.  Corporal Angie Brookins retired shortly afterwards.

Could this be why they were only departmentally disciplined.  Why were everyone else criminally charged and arrested. They also attend Commissioner Richard Ross’ church.   These were federal funds they stole.

Read the grand jury presentment against these individuals.  LiHeap Indictment Conveniently left out are all the Philadelphia Police officers and Philadelphia Police supervisors who benefited from the theft of federal funds.  One of the leaders,Philadelphia Police Lieutenant Harold Lloyd, or “Butchie” as he is known, received a $5,000.00 benefit, even though is made over $90,000.00 that year.  One of his relatives, “Precious Lloyd” is mentioned in the presentment.  Along with Lieutenant Lloyd, who was a liaison for other officers who stole these federal funds.  There should be federal charges for all these individuals, including the police officers.

The District Attorney’s Office meticulously removed all the Police Department employees from the indictment.  This is why the State Attorney General’s Office must prosecute this case.

According to the city records, none of these individuals meet this criteria.  And they each paid Lt. Lloyd a “kick-back” for the hook-up.

 

Lieutenant Harold Lloyd received a 20 day suspension for the theft.  Twenty days, yet not charged with a crime for the theft of federal funds. All the others in the indictment were criminally charged with the exception of the several police officers.   I bet the others in the indictment wish they were so lucky.

Lloyd, who is an aspiring novelist, named his book “Crooked Timber”, maybe it should be “Crooked Cops”.

Lieutenant Raymond Murphy, the electric thief, also still enjoys employment after stealing electricity in part of a grand scheme in which everyone else in Bucks County, including the ring leader were arrested.  I bet Aisha Perry wishes she were so lucky. And Aisha Perry denied stealing anything, Lloyd plead guilty to his departmental charges and Murphy is paying back PECO.  The others in his scheme received criminal records.  Raymond Murphy Co-Conspirator Arrested

Marcelino Cuadra Jr., 46, of Aramingo Avenue, pleaded guilty in Montgomery County Court on Monday to charges of corrupt organizations, theft of services and conspiracy to commit theft of services in connection with the meter tampering incidents that occurred in Montgomery, Chester, Bucks, Delaware and Philadelphia counties between December 2009 and October 2012.  Cuadra and every customer in Montgomery and Bucks County were charged.

You decide.  How could the Police investigate and refer for prosecution, this case, while selectively leaving out their own?  This is why an outside agency should have handled this matter.
