Reprieve For A Commander

Here we go.  So updates over the weekend concerning Captain Deshawn Beaufort, whom allegedly made inappropriate remarks resulting in an upcoming 30 day suspension.

The promotion for Beaufort is allegedly back on again.  However; the skipping of civil servants to the next rank in the Police Department is reportedly fourteen (14).  And the amazing part is that some police supervisors (Deputy Commissioner Dennis Wilson) seem to be irate about promotional candidates because it is very personal.  (This does not involve Beaufort)

Lieutenant Nashid Akil, hold onto your hat.  Wilson is a guy who has never had a hard day in his career.  Captain Greg Riley, for sure, should be forever grateful for going back to Internal Affairs (Impact) after getting demoted for malfeasance.

Resident racist Bob Pawlowski has to be hot under the collar about this reversal if Beaufort did make offensive remarks.  The irony cannot be lost on Pawlowski that the very people, whom he openly acknowledged his disdain and contempt, not only has his destiny in their hands, but gives a reprieve for a Commander, who happens to be black, who reportedly also made ignorant racist remarks.

Pawlowski must be infuriated that he had to cower in front of the very people, whom he openly spit racist comments about while giving it his best shot to recruit young officers into his world of ignorance and hatred.  The promotional interview for Pawlowski, “didn’t go very well”, according to sources from the racist himself.

Commissioner Richard Ross commented at the time, regarding the highly inflammatory remarks, which included use of the N-word, ““The alleged comments were extremely offensive, and not in any way reflective of how a police officer should conduct himself, on duty or off.”

His arrogance in attempting to side step his contemptuous and bigoted remarks at the FOP to other cops, was not lost on his diverse promotional board.  Imagine his horror, when he discovered on his board was “one of them” (really more than that).  Imagine his anger, if he believed a black officer received training “because he is a nigger”, if he believes Beaufort will be promoted because of the color of his skin and not the content of his character.

If it is true, as reported earlier, that Beaufort made racist remarks culminating with the recommendation of a 30 day suspension, Pawlowski should be outraged, and so should every other hard-working cop out there who knows that racist, misogynistic or homophobic comments are just wrong.  Inappropriate is too soft of a word, these comments are ignorant and plain wrong.

Yes, we must accept that there are some racist police officers. We must also acknowledge that the majority of cops are not racist.  The overwhelming majority honor the law enforcement profession.  However; when they do not, regardless of the color of their skin, they must be held accountable.

It is acknowledged that many of the problems of racism in policing continues because of the use of draconian operational systems and practices that allow structural racism to remain and spread.  This practice allows racists to operate with impunity.  It takes guts, like the hero cops at the FOP who reported the reprehensible remarks of Pawlowski.

But it has to be evenly distributed no matter who tries to inject racial vitriol in the culture of the Police Department.  There are many who believes that Beaufort, as a black cop, is getting preferential treatment because he is being viewed through the perspective of other black Commanders.

This is the same argument that many have about white cops, whom they believe enjoy “white privilege” both outside the department and within because of the long history of policing in America and the role police have played in embracing a culture of racial bias.  Too often the Police Department tries to either change, ignore or deny the truth.

However; enough is enough.   If Deshawn Beaufort made racial remarks that will result in him actually being suspended for 30 days, he should suffer the same consequence as Pawlowski.  They both should be treated equally.

Therefore; if there is a promotional ceremony celebrating Beaufort, if guilty of the same offense, Pawlowski should be standing on the same stage, hood and all.

Double Standards: Promotions

There are many whispers in the Department about who’s getting promoted and who will be disappointed.

Double Standards never exist, but especially when it comes to promotions.  If you make vile, racist comments, you should not be promoted, period.

There was a recent study conducted by Stanford University that asserts that uncomfortable dialogue is a way to start to combat racism.  The researchers concluded that “you need to stop yelling ‘Racist!’ at anyone who doesn’t see the world exactly as you do. Somehow you need to find enough common ground for a real conversation about race. Very few people are stupid or irredeemably mean.”  We hope this last part is true.

However; rumor has it that Captain Deshawn Beaufort is expected to get 30 days allegedly, for racist remarks.  If true, he needs to join the ranks of Corporal Robert Pawlowski, who rumor has it, will not be promoted.

The Police Department is checking the list, and checking twice, they’re gonna find out who’s been naughty or nice.  There will be a lot of coal given out this season.

Lieutenant Daniel Ginion reportedly, who was fast and reckless with the rules, using the City vehicle to get his work-out on, and took said vehicle, out of the City.  The nemesis of Ginion, Lieutenant Marc Hayes may be added to the naughty list.

Lieutenant Marc Hayes, who reportedly used his cell phone to send inappropriate images to other cops.  Those images were seen by almost anyone who works in East Division.  Therefore, Hayes should be careful before lying to IAB investigators.

Lieutenant Marques Newsome, who reportedly was added to the list, for a litany of offenses, including one, which arguably, he was already punished by getting arrested and fired.   #MeToo is probably being applied because it was applied to Lieutenant Steve O’Brien.

O’Brien was fired for failing a drug test involving illegal steroid use, as O’Brien was involved in a federal investigation that nabbed other cops.  While O’Brien lost the unemployment case, he won his job back.  However; O’Brien was accused of domestic assault by an ex partner.  Either of these would be compelling reasons for O’Brien to be passed over for promotion.

In the charges of domestic assault against Newsome, it was reported that “Newsome allegedly pummeled the woman badly enough that she suffered a broken nose, orbital bone and jaw. She was left with black eyes and gashes that required stitches, and had to be taken to an area hospital by police for treatment”.    However; it has been reported, Newsome has some other issues that must be addressed.

There are allegedly a Sergeant and another Lieutenant who will probably be joining the naughty list.

It is a certainty that folks will bring up Michael Spicer, who was still promoted to the rank of Sergeant, and has still be able to further embarrass the department, even after being acquitted of a myriad of federal crimes.

It’s a head scratcher how Captain Anthony Ginaldi was promoted to Captain after his shenanigans at the Aviation Unit.  Oh yeah, he sued, and lost.  But Ginaldi considered himself a whistleblower, even though he got disciplined by then Captain Kenneth O’Brien, way before he ever hit the 35th.  Captain Mark Fisher was pissed off that Ginaldi, who was married and then 45 years old, was allegedly having an affair with his 23 year old daughter.

Lieutenant Jonathan Josey has alot of company.  Commissioner Richard Ross is not simply rubber stamping a promotion because of a civil service exam.  Ross demands better of his supervisory staff.

It’s a relief to many who have been singled out and retaliated against, and who do not have these kinds of accusations hanging over their head, that sometimes, the system tries to hold everyone to the same high standard.  And not the Double Standard that has been the norm.

Now, watch how these potential promotees become victims.  They’ll cry “wee wee wee” all the way to the FOP.

Bigots with Badges: Officer Hung Nguyen

Philadelphia Police Officer Hung Nguyen is now under investigation for his racist blackface photos.  The officer who allegedly took the photo of himself in blackface and posted it on social media has been put in restrictive duty status.  Internal Affairs is investigating.  Officer Nguyen has on a Philadelphia Police Airport tee-shirt in the photo.

There have been Philly cops who tried converting good cops into racist ones (Corporal Robert Pawlowski), cops dressing in Nazi regalia (Philadelphia police Officer Ian Hans Lichterman), who also had Nazi tattoos who the FOP President thought wasn’t a big deal.  Detective Jimmy Crone who decided it was okay to write a racist note filled with racist connotations, who stated in his letter “you can’t blame a filthy savage for being a filthy savage.”  Kristine Gillespie Amato, with her racist tirade.  And Officer Michael Smerker who knows that all black teenagers automatically get an access card when they turn 18.  (Access card is a state issued card for people receiving public assistance benefits) . And Officer William Thrasher who said the citizens in the 22nd and 23rd are “fucking disgusting” to a student reporter.  Thrasher was fired and won his job back.  Officer Nguyen has to be added to the Philly Police Racist Hall of Fame.

Officer Nguyen was assigned to the Philadelphia Airport.  The Captain of the Airport, James Kimrey, has other problems.  Another Police Officer assigned to the Airport allegedly has been feeling up on female travelers.  That matter is under investigation.

#MeToo Lt. Richard Frank: Demoted

Lieutenant Richard Frank of the 14th District was demoted to the rank of Sergeant after a PBI (Police Board of Inquiry) hearing.  Lt. Frank was supposed to report to the Delaware Valley Intelligence Center (DVIC) after his misdeed, but was quickly re-assigned after the relative of one of his victims happened to be already detailed there.

Sergeant Frank (formerly Lt. Frank) wasn’t able to concentrate on a conversation that a police officer was having with him.  The Sergeant (former Lieutenant) allegedly told the female police officer that he was unable to concentrate because he couldn’t “stop staring” at her “tits”.

Apparently, Frank believes it is still alright to engage in this type of behavior despite the #MeToo movement.  Despite the litany of lawsuits the Philadelphia Police Department has paid in the last couple of years because of the bad behavior of Chief Inspector Carl Holmes.  Despite the fact that there has bee a reckoning in America that has sprung up overnight.  #MeToo movement.

Time honored the “Silence Breakers” which consists of a group of women who bought down Hollywood mogul Harvey Weinstein.  The Philadelphia Police Department had their “Silence Breakers” in Officer Christa Hayburn and Detective Michele Vandegrift.

The sitting Judge in Vandegrift’s lawsuit concluded that there is “a well-settled custom of sexual harassment” pervades the police force.   The City paid out millions because of the misconduct of Holmes.

Chief Inspector Carl Holmes was accused of “digitally penetrating” one officer and assaulting an officer in his police car.  Yet Internal Affairs did not sustain the job even after finding semen in his police car.  Holmes claimed the semen was the result of consensual sex with a civilian police employee in the police car.  Even Holmes back-up story is terrible.  When your back-up story is just as vile as the allegation, that’s a HUGE problem.  Yet IAD failed to sustain the allegation against Holmes.  Then-Commissioner Charles Ramsey wasn’t buying it.  While Ramsey did demote Holmes also, he was re-promoted and is currently a Chief Inspector.

NEWSFLASH:  Cops have had it with the embarrassment of bosses behaving badly.  Women have had it with bosses and co-workers who behave badly, who are habitual line crossers and would don’t know, that they don’t know.  People are fed up with the fear of retaliation, of being harassed, blackballed and fired from a job they love.  Enough of this “blue code of silence” and going along to get along.  It’s not okay to stick your finger into holes where they don’t belong.

Sergeant Richard Frank allegedly has new disciplinary action pending.  The new disciplinary action should result in his termination.  When folks start getting fired for their boundary pushing, lusty conversations and lewd and lascivious behavior, along with the loss of their pension (which is what happens when the misconduct happens in the course of employment),  folks will begin to be act in a professional manner and live up to the standards that are expected when one is a member of law enforcement.

Double Standards: Stealing is Stealing

Young Officer Bryan Turner was given 30 days with intent to dismiss today.  He was also arrested and charged with theft by deception, official oppression, unsworn falsification to authorities and official oppression.  It is alleged he fudged arrest paperwork to “hook-up” another officer who did not do anything in the arrest in an effort to get a court notice to generate overtime.   BryanTurner

Officer Bryan Turner was able to rid the department of Lieutenant Steve Arch, who for years, allegedly, spewed racial slurs, engaged in “creating a hostile work environment” and was bounced from district to district in spite of the compelling evidence that he was a liability.  Officer Turner successfully sued the Police Department for retaliation.  Lt. Arch resigned/retired shortly thereafter.

Lieutenant Dave Bonk, attended pilot school while “working”.  An extensive Internal Affairs investigation revealed he racked up hundred of dollars through “theft by deception” in which he was supposed to be working, while attending many other activities as opposed to working in the Aviation Unit.  This landed Bonk on the infamous “do not testify” list.  Bonk wasn’t charged with falsifying the Daily Attendance Records or theft by deception.  Bonk hasn’t been charged with a crime.

The entire Vice squad unit, the leadership of Charlie Green, then a Lieutenant, was stealing overtime and not working when they were supposed to be working.  Their punishment, they were each “billed” by the City for amounts ranging from $1800 to $2700 which is to be deducted from their pensions when they retire.  Charlie Green goes on to get promoted to Captain, but after the investigation, he was transferred to Internal Affairs.  No one was charged with crime.  Their bill will become due upon their retirement.

Lieutenant Demetrios Pittaoulis, of Internal Affairs, sent phony court notices to a Police Officer from the 24th District (yes, that same 24th District where Lt. Pittaoulis has a wife who works there, Sgt. Lisa Pittaoulis as well as resident racist, Cpl. Bob Pawlowski), so that he could assist him with studying for the Sergeants exam.  Pittaoulis allegedly sent the phony court notices daily.

Even though the job was sustained by Internal Affairs, neither the Lieutenant, nor the officer were charged with a crime for falsifying official police records.  Pittaoulis was detailed out of IAB and is detailed to Audits and Inspection.  As of this writing, neither has been charged with a crime.

Assistant District Attorney Noel DeSantis sent phony court notices to Sergeant James Green, who worked in 17th District.  DeSantis would falsify court records so Sgt. Green could get overtime.  Sgt. Green would do favors for DeSantisSgt. Green was demoted and DeSantis was never disciplined.  Internal Affairs concluded they committed 38 counts of fraud, or stealing.  However; neither were arrested fired.  Neither were charged with a crime.

Sgt. Green left the Police Department after he was demoted and now works at LaSalle University security.

ADA DeSantis left the DA’s office prior to the new District Attorney, Larry Krasners arrival, and recently returned.  DeSantis or Sgt. Green were charged with a crime, in spite of the 38 counts of fraud listed in the Internal Affairs investigation.

Assistant Chief Lynn Nicols, who worked in the Philadelphia District Attorney’s Office, was arrested and charged with making false reports and obstruction of justice when she filed a false report of a stolen car.  Nicols was an Assistant Chief of the Homicide Unit.  Nicols was charged with a crime.

Nicols is African-American.  DeSantis is white.

Northwest Detectives, allegations were made that officers were only working four (4) hours and making overtime in spite of being on the Daily Attendance Sheet for a full eight (8) hours.  An extensive Internal Affairs investigation resulted in personnel being shuffled and the Warrant Unit being disbanded.  No one was charged with a crime.

Lest we forget, the East Detectives.  When allegations were made against members of East Detectives, who were accused of falsifying official police records by stealing time and overtime, and collecting monies they did not earn, they received disciplinary action and transfers.  Not one was charged with a crime.

Young Officer Turner also got into a heated argument with a Detective in East Detectives over Facebook posts.  Turner had a habit of engaging in off-duty banter about highly sensitive topics from race to the many different activist movements that are currently going on in the current political environment here in America.  Both Turner and the Detective received disciplinary action for the incident.

It is easy to see how inflammatory these images are.  Just as inflammatory as to some as Corporal Robert Pawlowski using the N-word at the FOP referring to African American cops.  Which, coincidentally, happens to work in the same 24th District to which young Officer Turner was assigned.  Just to refresh your memory, Pawlowski was trying to spread his hatred and vitriol and corrupt the minds of other officers in his attempt to divide cops on the racial lines.  Pawlowski is often called a “Bigot with a Badge”.

We also saw inflammatory images in which Officer Ian Lichterman was in full Nazi regalia.  Officer Ian Lichterman was a member of the same white supremacy group as the killer of Heather Heyer, (the young woman killed in Charlottesville)  Blood and Honour.

Lichterman’s affiliation was discovered after the database was hacked of neo-Nazi and white supremacist website users by One People’s Project in 2010.  On September 1, 2016, it was reported by a citizen by the name of Mindy Isser via twitter to the Police Commissioner, that she was offended by a visible “nazi tattoo” on his arm.

The tweet went viral, Internal Affairs completed its investigation and absolved Lichterman of any wrongdoing.  The Times of Israel reported on this despicable incident and reportedly Mayor Kenney was none too pleased.  John McNesby, President of the Fraternal Order of Police, reportedly responded the tattoos were “no big deal”.

The two narcotics officers, Officer Scott Schweitzer and Eric Dial were kicked out of Narcotics after two racist stickers were discovered after another officer noticed them plastered on their lockers.  One sticker said “White Power” and another depicted a Pawlowski looking man, half in uniform and half as a Klansman with the epitaph “Blue By Day – White By Night”.  Cops Suspended over Racist Materials at Work

All of these incidents have no place in the Police Department.  The FBI warned law enforcement ten (10) years ago about white supremacy groups and Neo-Nazis infiltrating police departments in the United States.

Regardless of Officer Turners social media postings, he should be treated in the same manner as his fellow brethren.  Stealing is stealing.  If  you simply get billed, invoice due upon retiring, or given a PBI and/or transfer, that standard should be applied across the board.  Therefore; Officer Turner should have received the same punishment as everyone else mentioned in this article.

These charges reek of retaliation.  Lieutenant Steven Arch was considered by many officers, as a source described him,  the “Grand Wizard”.  Arch had the “nigger beat” allegedly in the 35th District.  It was a beat which he specifically assigned African American cops who caught his ire.

Arch allegedly actually committed a battery on an officer according to the complaint filed by Turner.  Arch was finally bounced.  And not so coincidentally, today, Turner joined him.  Arch had over 30 EEOC complaints against him during his career.  Most of them sustained.

Unfortunately, when Internal Affairs want to set an example or retaliate, the officer is charged with a crime.   Turner was charged with a crime and put in the criminal justice system.

The Russians were smart enough to use the achilles heel of America, race, in order to try to divide us.  They used social media to inflame racial tension to divide America.  There is no room in policing for any of these incidents.

What’s the difference between Lieutenant Bonk, Lieutenant Pittoulous, Captain Charlie Green and his officers in Vice and ADA Noel DeSantis who all falsified official police reports.  Where are the charges?  These incidents seem to be more outrageous than the allegations against Turner.  In these instances, their criminal activities were ongoing.  It wasn’t a one shot deal, as is alleged against Officer Turner.

There should be fair and equal discipline and/or arrests applied across racial lines.  There should not be one standard for one, and that standard not applied to the other.

This young man did not know what he was up against.  This young man may not know of the many other cops who engaged in the same behavior that he is accused of.  In the case of ADA DeSantis and Sgt. Jimmy Green, there were 38 counts of fraud charged against Green at a PBI hearing.  He was demoted, but not fired nor charged.  DeSantis wasn’t fired or charged criminally either.

This young mans liberty was snatched, just because someone felt they could take it.

 

 

Double Standards – Captain Malachi Jones

There is an investigation going on in Northwest Detectives.  The allegations are that almost the entire unit has been stealing overtime.  What is amazing is that these people know about what happened in East Detectives with cops accused of falsifying official police records and stealing time.

When these allegations were made against members of East Detectives, who were accused of falsifying official police records by stealing time and overtime, and collecting monies they did not earn, the discipline and transfers occurred in short order.  What is ironic in this case, is that one of the people who was stealing time, didn’t take the discipline laying down, Sergeant Donna Jean Bachmayer, is in this division working in the 14th District after getting bounced from the 35th.  Odds that Donna Jean is watching to see what type of discipline is meted out against this unit and their leader, Malachi Jones.

There was an article in the mainstream media today about Sergeant Tyrone Cook, who was fired, while working in Northwest Detectives, for being late on numerous occasions.  Internal Affairs claims to have watched cops assigned to Northwest Detectives and the Sergeant was late on numerous occasions.  The problem is that he wasn’t fired until almost 10 years later for the infraction.  Cook is suing both the City and the FOP.

Rumor has it that Malachi Jones to bragging to anyone who will listen, that “this will blow over” and it will be back to business as usual.  You see, they apparently blame a whistleblower, a female Sergeant who has a pesky trait, INTEGRITY.

Malachi Jones seems to believe and purport, his “contacts” in Internal Affairs, whom he includes is Robin Wimberly, Deputy Commissioner of Internal Affairs, will never allow anything to happen to him or his “men”.  According to Jones, he and his wife’s (P/O Dawn Jones) close relationship with Wimberly, and the fact he worked in Internal Affairs after running for his life from then Inspector Sonia Velasquez, grants him full privilege to allow the theft of time, and the falsification of official police records.

Maybe Robin Wimberly will be accommodating considering she got a break when she discovered Police Officer Wanda Colon was seeing her ex-husband and allegedly kicked in the door of Officer Colon.

The problem is that newly appointed District Attorney Larry Krasner is aware of the allegations.  Tyrone Cooks’ lawyer is aware of the allegations.  Donna Jean is watching and waiting to see what the outcome is of this investigation.  The Sergeant who reported the theft and falsification of official police records has been calling out, to avoid facing the fallout of her honesty.  And rumor has it that someone also went to the Attorney General’s office because the theft is so widespread and has been going on for years.

It is well known that Malachi ( Cigarette Smoke Smelling) Jones is a betting man.  Maybe his bet will pay off.  But if his odds are like others who having a gambling addiction quickly learns, the house always win.

It is a crime to steal overtime that was not earned.  It is theft.  It is a crime to falsify police records, Tyrone Cook was terminated for it.

Alot of people will be watching.

PPD Payout $1.2M for Chief Sexpector Carl Holmes

After fighting a former Philadelphia Police Detective, Michele Vandergrift tooth and nail, the City of Philadelphia settled a Vandergrift-Settlement-Agreement case against the Police Department and Chief Inspector Carl Holmes for $1,250,000.

Holmes has been accused of being a serial sexual predator and a number of women came forward to make complaints.  Vandergrift alleged she was sexually assaulted by Chief Inspector Holmes and experienced a hostile work environment by other officers.

Vandegrift further alleged in the complaint that Holmes “wanted to know how wet she was” and that he inserted his finger into her vagina.  The complaint also alleges that he pulled his hand out, tasted his finger, and remarked “it tasted good”.  This allegedly happened in his office while they were both working.  The complaint then goes on to name 24th District officers and Southwest Detectives, both places where Vandegrift worked, who engaged in highly inappropriate, and in some cases, criminal sexual behavior.

Holmes has been accused of misconduct on numerous occasions.  Former Philadelphia Police Commissioner Charles Ramsey demoted him in 2008 after Holmes admitted he had consensual sex in a police vehicle.  The problem in that case was another officer claimed that Holmes attempted to rape her in the car. As a result of the investigation into this complaint, Holmes city car was impounded and forensic evidence found “seminal stains containing spermatozoa”.   The departments’ Internal Affairs Department made no attempt to locate or even name this “civilian” employee, to ensure her safety, or that “consensual” sex even took place.

Another Philadelphia Police Officer, Christina Hayburn, alleged that Holmes sexually assaulted her in 2006.  The suit states that in Holmes chased Hayburn as she was trying to leave a bar, pulled her into his vehicle and “began kissing her “really hard” as he touched her breasts and put his hands on the outside of her pants toward her genitals.”  It should be noted that Carl Holmes is a 6-foot-6, 280-pound former offensive tackle for Temple University.  One can easily see how this imposing figure would have no problem overpowering a woman.  Account of Officer Hayburn’s incident here.

The suit further alleges that during this encounter, Holmes “digitally penetrated her vagina, after which he pulled out his penis and placed Officer Hayburn’s hand on top of it”.  Hayburn stated she said “No”, after he attempted to have intercourse and oral sex, but that Holmes “eventually ejaculated”

Holmes was never charged with a crime, despite the allegations that he “digitally penetrated” one of his victims.  In fact, the case was allegedly never turned over to the District Attorney’s Office for charges by Internal Affairs.

Vandegrift has agreed to resign from the Department as part of the settlement and will not work for other law enforcement agencies in the City.  The City will not provide any negative references for future employers about Vandegrift.

The monetary award according to the settlement will be $750,000 paid directly to Vandegrift in back pay and $500,000 will go to her attorneys.

Chief Inspector Carl Holmes is currently assigned to the Regional Operations Command-North.  A position in which he can still carry on his lecherous behavior upon other officers.  A highly visible position as opposed to a small hole in a corner office where men who behave badly, but taxpayers are stuck with, should be assigned.

This problem is systemic when there is a power structure where perverts are in charge and women are their prey.  As we have seen with the recent resignations of Al Franken (D) of Minnesota, Rep. Trent Franks(R) of Arizona and Rep. John Conyers (D) of Michigan.  Not to mention the avalanche that began with Harvey Weinstein, Head Hollywood Pervert.

Carl Holmes should be held accountable for his actions.  Sex scandals have bought down greater men than Carl Holmes.  This forum has written about many other bad actors within the department which also resulted in payouts.  Those Commanders are currently in positions where they too are allowed to interact with possible future victims.

Policy changes have allegedly occurred as a result of the large payout.

Philly DA Detective Retaliated Against for Cooperating with Feds, Lawyer Claims

In the Philadelphia Police Department, when you “snitch” on your own, you will be singled out, retaliated against and fired at the smallest infraction.  In many cases, Internal Affairs will look for infractions or baseless allegations, to rid the department of those who violate the “stop snitching” culture within the Police Department.

It seems now, in the District Attorney’s Office of Philadelphia, whistleblowers need protection from supervisors within the County Detectives Unit who were loyal to disgraced former District Attorney Rufus Seth Williams.  According to Detective Pierre Gomez, a former 12 year veteran Philly cop who is now a Prosecution Detective 1 in the DA’s office, claims he is now being retaliated against because of his cooperation with the Feds which resulted in the imprisonment of Seth Williams.

What, witness intimidation in the DA’s office?  The same office who charge people with witness intimidation.  Apparently, the supervisors over there didn’t get the memo.  They have misplaced loyalty to a convicted felon.

Whistleblowers are maligned, mistreated and misrepresented.  When a whistleblower reports misconduct they immediately subject themselves to retaliation.  This is as common in the law enforcement culture as well across the broad spectrum of business organizations.  It is a culture where “snitching” is taboo.

Pierre Gomez is learning his lesson the hard way.  Gomez was bodyguard for Seth Williams during his tenure as the Philly DA.  In this capacity, Gomez was with Seth during his infamous interactions about that red 1997 Jaguar XK8 that the owner of Woody’s bar gave Williams which was a subject of the subsequent FBI investigation.

Gomez was there during the infamous meeting at the Union League, in which then-Chief Inspector Joseph Sullivan, decided to showboat, after doing everything in his power to assist Seth in his misdeeds, to allow a Jordanian born businessman, Mohammed Ali, bypass extra screening by our diligent Homeland Security folks in Customs, BEFORE he was told that Seth’s days were numbered.

So you see, Gomez would have been the perfect guy for the Feds.  Gomez was given immunity and cooperated with the feds for two years.  You can see how misguided loyalty will motivate his supervisors to try to get intelligence from him when it was discovered he was cooperating.

Gomez alleges that his supervisor, Kenyatta Lee, who is a Lieutenant in the unit and also a from Philly cop, tried pumping Gomez for information.  Gomez claims he gave Lee minimal information.

Kenyatta Lee, who was assigned to the 24th District at the time, was disciplined for his role in the making of  t-shirts that glamorized the July 12 beating of suspect Thomas Jones.   Lee was placed on desk duty in DPR and then formally disciplined.   Both 24th District police captains were also disciplined for failing to stop the distribution of the shirts within the Philadelphia Police Department.

It was a huge black eye for the city at the time because of the RNC, which the t-shirts referenced, and the Jones beating was being compared to the Rodney King beating.

Lee was also a trustee with FOP Lodge #5 as well.  It should be noted that the time of the t-shirt caper, President of the FOP, John McNesby was a police officer with Lee in the 24th District at the time.

Lee would have reason to hate whistleblowers because it was whistleblowers who went to then-Commissioner John Timoney after none of the supervisors in the district intervened.   Internal Affairs swarmed the 24th and 25th Districts to interview cops.  Even though Internal Affairs did over 100 interviews in the districts, not one police officer claimed to know who made the tee-shirts.  And only a handful admitted to even seeing them at all, even though there were photos of cops wearing the shirts inside the district.

two-inch-high letters. A black-and-white picture shows a swarm of officers
surrounding and beating Jones. On front of the shirts is an image of a badge which refers to the
Philadelphia Police Department and the upcoming Republican National
Convention. Police said Officer Kenyatta Lee sold the shirts to other officers for $10.”

 

Gomez also stated he went up the chain and reported Lee’s conduct to his superior, who was then Claude Thomas, who was the Chief of County detectives at the time, amazingly, put in writing, that Gomez will not respond to “third party” inquires regarding Williams in an email he sent to everyone in the office.  When asked if this included subpoenas, Thomas allegedly informed Gomez that it was inclusive to his order.

This is the same Claude Thomas who sued Kathleen Kane for retaliation.   Gomez is alleging his was retaliated against and is demanding $200,000.00.  

Besides for leaving the office because of Seth Williams ultimate arrest and conviction, rumor has it Thomas resigned because he was living in Delaware while assigned to the DA’s office.

Larry Krasner will certainly be made aware of these latest developments.  Krasner has a HUGE problem with this kind of conduct.

 

 

 

 

 

 

 

 

Double Standards: Perjurer Ex-Cop Chris Hulmes Arrested While in ARD Status

In Pennsylvania, there is a program for first offenders of certain offenses called the Accelerated Rehabilitation Disposition program.  If offenders successfully complete the program, without getting arrested again during the time you are on probation or in the program, your criminal record will be expunged.

If you are arrested within this period, you will be subjected to additional probation and a permanent criminal record if you are convicted.  Ex-Cop Chris Hulmes was arrested for a DUI in Bucks County and charged on October 4, 2016.

Former police officer Christopher Hulmes, who spent a number of years assigned to the Narcotics Bureau, was charged on April 23, 2015 with perjury and related charges.

Hulmes was given a sweetheart deal by ADA Terri Domsky.  Even after this Officer embarrassed the District Attorney’s Office DA’s Black Eye over One Lying Cop and the Police Department, the DA’s office took the “unusual” step of giving this liar a sweetheart deal.

This is the same ADA, Terri Domsky, who has prosecuted many other white cops, including former Officer Doug DiEmedio, among other, who all got sweetheart deals for stealing 10K worth of electricity. Domsky gave his a sweeheart deal.  Yet, the same prosecutor insisted on jail time for former Lieutenant Aisha Perry.  No jail time for Officer George Suarez, who was also charged with the same crime.

DiEmedio was caught on film stealing electricity.  While he was under investigation for theft of electricity, he was never taken off the streets.  He was simply transferred to the 18th District.  It was only after the DA’s office was notified DiEmedio was going to be charged for an insurance scam, was he even charged.  This was not the case in Perry and Suarez. One has to wonder why?  What is the commonality?  Prosecutors protect corrupt cops  Once again, it comes back to double standards.  This entire situation should be investigated.

The ARD program is meant for first time offenders, where the crime charged is relatively minor and does not involve a serious breach of the public trust.  What could be more a breach of the public trust, than lying on the bench while on-duty?  And since Domsky tried to defend this sweetheart deal at time, by pointing out that Hulmes could never be a Philly cop again, the DA’s office conceded, this provision only applied to Philadelphia.

This means that Hulmes could apply to any of the surrounding counties.  The Philadelphia Police Department also never notified the PA State Police of the arrest and conviction of Hulmes, as is required.  According to The Declaration, “Pennsylvania’s Municipal Police Officers Education and Training Commission can revoke the certificate of any officer convicted of an offense punishable by one year or longer in prison.

Perjury convictions certainly fall into this category. But a spokesperson for the Pennsylvania State Police, of which the Commission is a part, told The Declaration that completion of the ARD program does not count as a conviction.

The State Police spokesperson also claimed that the Commission never received notice from Philadelphia Police regarding Hulmes’ dismissal and arrest, even though Commission regulations require it.”

Hulmes admitted on the stand that he lied.  But he continued to be allowed to testify by the DA’s office until the DA was forced to take action after the expose’ of the City Paper.  Officer Arrested After City Paper Investigation  It was rumored that many other officers reported this cop to other law enforcement agencies for years, regarding this matter, to no avail.  It was finally taken to the media.

“An admitted crime by Police Officer Christopher Hulmes — perjury — and the apparent preference by District Attorney Seth Williams’ office to keep it hidden in plain sight.” Annie Fisher, Eastern Division Chief at the Defender Association of Philadelphia, decried the DA’s Office for coddling someone she says it should be prosecuting.

Assistant DA, AJ Thomson, who says he lost his job in the DA’s office because of it.  But Hulmes was allowed to continue with his lies and was allowed to continue making arrests and testifying in court.

This arrest should result in Hulmes being kicked out of the ARD program and his criminal conviction becoming a permanent part of his record.  But in light of the DA’s office doing it’s best to hide his criminal conduct in plain sight for years, and their reluctance to charge him at all, it is highly unlikely.

According to court records he was admitted into the ARD program by Terri Domsky on 6/17/2016 by no other than Judge Patrick Dugan.  Judge Dugan of the Lt. Jonathan Josey fame is married to a Philadelphia Police Officer.  See how all the pieces are neatly lining up.

The proper notification to the Probation Department should have been made by Hulmes. The Bucks County ADA who processed the DUI charges against Hulmes should have also notified Philadelphia.

As of this writing, a confirmation has not been obtained if that notification was made. Once Hulmes pleaded guilty to the DUI, which he did on March 16, 2017, that arrest should have immediately impacted his ARD terms.

D/C Joseph Sullivan Testifies at DA’s Trial

See no evil, hear no evil, speak no evil.  True to our predictions, Sullivan put on a Comey-esque (Former FBI Director James Comey) show.  Deputy Commissioner Joseph Sullivan testified today in the trial of District Attorney Seth Williams who is on trial for on a litany of charges in federal court today.  He asserted “It didn’t feel right.”, however, this was a full almost two years after, it became common knowledge that Seth was going to be indicted.  This was even after the Feds at the airport, warned him about helping Ali.

Sullivan was too pre-occupied with his own aspirations so he in turn, warned Seth.  Once again, failing the law enforcement community.  Sullivan should have kept that information to himself, and put Country before Career and told Seth, he was uncomfortable with his request. But that isn’t what he did.

Sullivan, who has admitted on the stand, that he attempted to assist Mohammed Ali, the foreign born citizen who lavished Williams with many gifts and trips, by sending cops to the screening area in an effort to circumvent Ali being held up in Customs.  According to the Philadelphia Daily News, “It didn’t feel right,” Sullivan said.”  But what the DN failed to report was by the time Sullivan was meeting Ali and the DA in the Union League of Philadelphia, it was a well known fact that both Ali and Williams was under investigation.  Therefore; he could sound like he did the right thing when he tells the jury he “went straight to the FBI”.

However; he failed to go to the FBI when Williams originally asked him to intervene, in fact, he sent a Police escort.  The DN also wrote that Sullivan testified “When a request comes from the district attorney, I feel comfortable that there is validity to it,” Sullivan testified. “He is the highest law enforcement official in the city of Philadelphia. If he makes a request, it goes to the top of the list.”  Herein lies the problem.  If anyone asks someone in the position of Sullivan to assist a foreign born citizen, with help to bypass the screening process, while re-entering the US, while returning from a Middle-Eastern country, red flags, bells and whistles should have been going on in Sullivan’s head. Sullivan bragged that his job is to “think like a terrorist”, well that day, he thought like an opportunist.

Even after the United States Customs and Border Protection warned him there was “an issue” with Ali, Sullivan complained the officials did not go into detail.  So what did the then-Homeland Security trained Sullivan do, he tried to score points with Seth again, by warning him.

It was only well after a year later, when Seth invited Sullivan to the Union League of Philadelphia to meet with Mohammed Ali at a business lunch, which by then, it was well known that Seth was going to probably be indicted, did Sullivan feel “uncomfortable” and it was after this meeting that Sullivan “went directly to the FBI.”

Sullivan, still talking to potential employers, testified that ““I was a little angry at him,” referring to Seth Williams.  Sullivan then retorted “My reputation is intact. My character is intact. … It’s important that I not be in the company of people who would call my character into question.”  Too late.

You failed the ethics test when you failed to go to the FBI upon receiving the request to help bypass the screening the process, warned Seth about the warning the US CBP gave you, and when you involved innocent cops to meet Ali.  Your character is questionable and your reputation isn’t intact.

There has to be an investigation into Sullivan’s conduct.  Sullivan was spinning his opportunistic motives on that stand.  There has to be an Internal Affairs investigation and maybe even a grand jury investigation after hearing his testimony today.

The fact that a Deputy Commissioner was faced with an ethical dilemma, a few years ago, and failed to take any action, and actually assisted in the illicit request, is problematic.  Sullivan boasts that he has alot of training from the FBI Academy, to his Homeland Security post, yet he failed to immediately report Seth’s request.  In fact, he honored it.  Even when he was warned about Ali being watched, he warned Seth, but not the FBI.

Sullivan, who just can’t help himself as he’s never met a camera that he didn’t love, had to chutzpah to tell the media, as he was leaving the courtroom, “”And thanks to the relationship I have with the other federal agencies, the right information eventually came to light.”  The information only came to light because Seth was arrested.  If Seth was never arrested and the rumors hadn’t been floating around since 2012, Sullivan would have never went to “other federal agencies”.

Sullivan completely failed in his duty to report Seth when the request was initially made.

Sullivan cant be allowed to try to come away from this sh** storm smelling like roses.  He reeks of sh**.   He has the stink of it all over him.   Just like the other parties in this criminal enterprise.
