Murphy’s Law – Lt. Raymond Murphy

Murphy’s Law is the old adage that “Anything that can go wrong will go wrong.”.

Well in the case of Lieutenant Raymond Murphy, laws do not apply to him.  Murphy is the Philadelphia Police Lieutenant who was stealing electricity.

Lieutenant Raymond Murphy is an electric thief.  So was Police Officer Douglas DiEmdieo.  Eventually DiEmdieo was arrested, but only because he was under investigation by the FBI for a larger crime. Lieutenant Raymond Murphy continues to work, while he paying back PECO for the theft. His co-horts were arrested.

Marcelino Cuadra Jr., 46 of Aramingo Avenue, pled guilty in Montgomery County Court to charges of corrupt organizations, theft of services and conspiracy to commit theft of services in connection with the meter tampering incidents.  The theft occured in Montgomery, Chester, Bucks, Delaware and Philadelphia counties.  They occurred between December 2009 and October 2012. Electric Thefts  Lt. Raymond Murphy was one of his clients.

But now, sources say Raymond Murphy is a  short-timer.  He will be allowed to retire with just about 20 years on the job.  So Murphy was given a solid.  Murphy hasn’t been charged with his alleged crimes, like his co-horts.  And he will be allowed to retire.  It was mighty nice of the PPD to allow Murphy to make his twenty.

When Murphy was taken off the streets, he was placed in Homeland Security, while under investigation.  You can’t make this stuff up.

Rumor has it that the new Sheriff in town, interim DA Kelley Hodge, may be trying to put an end to double standards, under her watch.

Stay tuned.

DA hooking up his Dead-beat Friends

Philadelphia District Attorney Seth Williams is hooking up his deadbeat friends.  Press Release DA Hires Tariq El-Shabazz.

Tariq El-Shabazz, who had been served eviction notices for his law offices.  El-Shabazz also has a federal tax liens.

The top law enforcement official in the City of Philadelphia is also known for not paying his bills.  In April 2012, a lien was placed on his residence for not paying his PGW bill.

Williams was being investigated by the Feds for a sweetheart deal for his ex-wife, Sonita Williams as reported by the Philadelphia Daily News in June of this year.  The Daily News reported the following:

A real estate investor and campaign contributor to District Attorney Seth Williams’ past political campaigns says Williams asked him, “as a favor,” to rent his ex-wife a house at a below-market rate three year ago.

Robert Herdelin, who owns property in the city, in the suburbs, and at the Jersey Shore, said in an interview that he agreed to rent a 3,056-square-foot, four-bedroom house in Drexel Hill to Sonita Williams for $1,000 per month. Herdelin said he believed the house could have brought in $2,500 a month.

“She didn’t have much money, and Seth asked me as a favor to try to give her a break for $1,000 per month,” Herdelin said.

The rental arrangement has drawn the attention of the FBI, Herdelin said, with agents visiting him in October and again this year.

Two FBI agents wanted to know if Sonita Williams was paying rent. Herdelin said he told them she dropped off a check on the first day of each month.

“All I know is the check was coming from Sonita Williams,” he said. “For all I know, she got it from the lottery.”

Which is probably better odds than getting it from her Williams.

One has to conclude that El-Shabazz was unable to continue his law business so he abandoned ship.  A failing business usually encourages the failing business owner to get a “day job”.

Broke birds of a feather, flock (or don’t pay their bills) together.  What a helluva example we have going on here in Philadelphia.

Is there no vetting in the District Attorney’s Office.  There is supposed to be a vetting process for all city employees.  There is a caveat that states all potential city employees cannot be delinquent in city taxes or PGW.  It states:

As a condition of employment with the City, any person offered employment shall be required to certify that such person either is fully current on any and all debts, taxes, fees, judgments, claims, and other accounts and obligations due and owing to the City; or has voluntarily entered into a payment agreement with the City. For so long as the person is employed by the City, the amount of the payment as set forth in the payment agreement (not to exceed, for any pay period, twenty percent (20%) of the person’s gross pay for such period, without the person’s consent) shall be withheld from each paycheck until such payment agreement is fully satisfied. Such person shall also be required to certify as a condition of employment that he or she is fully current on any and all debts, taxes, fees, judgments, claims, and other accounts and obligations due and owing to the Philadelphia Gas Works (PGW) or has voluntarily entered into a payment agreement with PGW. Failure to enter into a payment agreement shall result in the cancellation of the appointment and removal from the certification.

Philadelphia Police Inferno Affairs

Things are heating up in Internal Affairs.  It has been reported for years about the goings on in the unit that is supposed to oversee the Philadelphia Police Department.

It has been reported that there will be a major shake-up within “Inept Affairs”.  Inept Affairs has always had a reputation for protecting bad cops, and retaliating against whistleblowers who make their job more difficult.

Unfortunately for the good cops who work there, they have often been transferred and end up being disciplined for not going along with the official “conclusion”, or story that Internal Affairs higher-ups designate for each case.  If the officer doesn’t want to go with the “official” story, then he or she will have pay the price.

Bad cops in Philadelphia know there is little chance of being bought to justice by Internal Affairs.  They have enjoyed solitude and silence from the Bureau.  The cases of Thomas Liciardello and his crew, Jeffrey Cudjik Cujdik Fired-Not Charged and his crew, Harold Lloyd and his crew, Christopher Hulmes Hulmes Arrested Jeopardizes Numerous Narcotics Cases and Raymond Murphy is proof of this.

The cases of Liciardello, Cudjik and Lloyd, in which IA had received many complaints about their misdeeds, and basically failed to take action.  In the matter of the latter, Lloyd did receive a suspension for the LIHEAP theft.   Christopher Hulmes was only prosecuted many years after his crime of perjury, after a whistleblower bought his criminal conduct to the attention of the mainstream media.  Internal Affairs Knew About Allegations Against Narcotics Cops

Liciardello and his five co-defendant were acquitted by Federal Jury.  Cudjik was reinstated to the Police Department by an arbitrator as was Liciardello and four of his co-defendants.  Perry Betts, the sixth, was fired again because, according to sources, failed the drug test to be re-hired by the department.  Acquitted Cop To Be Fired Again

As of this writing, despite compelling evidence against Raymond Murphy, he has yet to be charged with theft of services for the money he stole from PECO.  Unlike Aisha Perry at her private residence, Murphy had a device on his meter.  Also unlike Aisha Perry, who has maintained her innocence and provided her PECO bills as evidence, Murphy had single digit bills, while Perry had higher than normal bills.

What is the difference?  This is proof Inept Affairs protect the crooked and persecute whistleblowers.  Perry had been known to report misconduct.

Hulmes walked away from felonies with an ARD.Disgrace in Philadelphia; Lying Cop Gets ARD The District Attorney’s Office continued to call an admitted liar, who lied in front of a sitting Judge in open court, even though they knew he was a liar.  One brave ADA, AJ Thomson, who stood up, was fired.  His then superior, was Jackie McCauley, who was married to a Narcotics Officer, Joseph McCauleyDA Reports Lying Cop

Murphy and Lloyd haven’t been prosecuted, despite Lloyd’s guilty plea on his disciplinary charges.  Murphy continues to work as if nothing happened.  It should be noted that the ADA in the Hulmes case and Doug DiEmido case had the same prosecutor, Terri Domsky, as Aisha Perry.  The contrasts in the outcomes of the cases are startling.  DiEmedio was subsequently charged in a multi-million dollar insurance scam.  DiEmedio was given probation in the PECO theft, in which PECO had him on film stealing electricity.  DiEmedio Arrested Again For Insurance Scam

Officer Edward Sawicki was immediately charged for having an argument off-duty that allegedly had a racial component to it.Cop Charged with Terrorist Threats  One has to wonder why?

Cops get into off-duty arguments everyday and even if he did call someone a name,  should he be arrested for it?  Adding insult to injury, it was just decided last week, he would not be retried.  Resident Racist John Pawlowski wasn’t prosecuted, and shouldn’t have been either, but he should have been fired.  But Sawicki was charged and fired.  A Common Pleas jury acquitted the officer earlier this year.  Cop Acquitted

Fredric McQuiggan, the webmaster of the racist and alleged defunct website,Injunction-Read Lawsuit Here “Domelights.com”, was never disciplined for allegedly using city computers on city time to mediate his forum of intolerance.  Racist Police Website Shut Down

Vincent Testa, who recently committed suicide one day before he was allegedly to be arrested and in which Officer Anthony Magsam was arrested, enjoyed the protection of IA.  Once again, whistleblowers, who went outside the department, bought these two alleged crimes to light.  But Leonard Logan and Andrew Little paid a steep price.  They have filed a whistleblower lawsuit.  Top Cops Punish Whistleblowers

The irony in the Testa case is the boldness in which he used his rank to intimidate anyone who even thought about reporting the stolen gun parts that Magsam had taken, and was later found in his home after a search warrant was issued.  Magsam was subsequently charged, despite IA’s refusal to charge him.Cop Arrested For Gun Parts Theft

It took years.  And during the investigation, even after Testa embarrassed the Police Department, he was merely kicked out of the Firearms Unit and put in  a district.  He was only put in DPR after six years, when his arrest was imminent.  Testa took the easy way out, he killed himself.  Testa Commits Suicide

One has to wonder what Sawicki did to deserve such treatment for an off-duty argument.  At least his life will not be further interrupted and he can return to his job.  Maybe Sawicki should have started a “love” affair with the amorous city prosecutors.

Under the previous administrations of John Norris, Steve Johnson and Pat Fox, it had long be rumored bad cops were taken care of.  Norris and Fox it was rumored, actually went out of their way to get cops they disliked, while Johnson was called “Nero”, because he did nothing to stop it. From most sources, Johnson was a genuine nice guy.  Maybe too nice.

Rumor has it that toward the end of Johnson’s reign at the helm of IA, the facade began to disintegrate.  Johnson began to see what was going on around him and the last days at IA was uncomfortable.  Allegedly, Fox had an all out war with Denise Turpin.  Turpin was constantly being disrespected by Mark Everitt, who, as only a Captain, allegedly decided he could disrespect Turpin because she didn’t count.  It was reported that Johnson, who told Turpin he would not remove Everitt from her command, lost the battle.  Sources in IA has reported their opinion is that Everitt is a racist and it is alleged he has a long history of being confrontational with minority officers.  Under that guise, it is apparent why he experienced difficulty working under Turpin and wanted to get away.

Shortly thereafter;  Fox moved Everitt to another squad, even after Johnson promised the move wouldn’t occur.  Johnson was reportedly furious, but failed to stop the move.  Ouch!

Therefore; Laverne Vann should understand how George Fuchs felt comfortable enough to become confrontational with her.  If a subordinate, as in the case of Everitt and Turpin, could blatantly disrespect a superior officer, understandably, peer-to-peer, all bets are off.  Professionalism is out the window.  White male ego supersede common sense and professionalism.

It was a big story when now Lieutenant Nashid Akil was promoted in the media.  Controversial Cop Gets Promotion.  Where was the media story when Charlie Green, who was disciplined after several cops in the Vice Unit stole thousands of dollars from the city and was disciplined, not charged, and ordered the repay the stolen money to the city from their pension plans.  Green was transferred to Internal Affairs after his misdeed and then promoted to Captain.  There was no mainstream media coverage.

What is amazing about Patricia Giorgio-Fox, she sat in judgment of cops and never worked the streets and knew nothing about policing, according to many sources.  Yet she was never stopped.fox

Rumor has it there will be a major shake-up in Inept Affairs.  It’s long overdue.

Admitted Liar Christopher Hulmes Gets A Deal

Admitted perjurer former Officer Christopher Hulmes has been the sweetheart deal of the century.  Since when does the District Attorney’s Officer offer the first time offender program to people charged with felonies?  And when is a first time offender still a first time offender, even though Hulmes was arrested for DUI earlier in the year.  This is outrageous.

As a result of his arrest, hundreds of cases are in jeopardy of being tossed.  Lying Cop Could Void Arrests  This guy denied being a liar to the end.  Hulmes Insists he was truthfulHulmes, who admitted in open court to a sitting judge, that he falsified paperwork, continued working on the street for many months after the transgression.  This case, which resulted in another black eye for the Philadelphia District Attorney’s Office after Philadelphia City Paper did a series that exposed the facts the DA’s office continually called the cop to testify, after knowing he was a liar.  Furthermore, the Police Department failed to remove him from the street.  Cop admitted to Lying in Open Court

Even after this Officer embarrassed the District Attorney’s Office DA’s Black Eye over One Lying Cop and the Police Department, the DA’s office took the “unusual” step of giving this liar a sweetheart deal.

This officer was only arrested after the expose’ of the City Paper.  Officer Arrested After City Paper Investigation  It was rumored that many other officers reported this cop to other law enforcement agencies for years, regarding this matter, to no avail.  It was finally taken to the media.

An honest former ADA, AJ Thomson, was terminated because he was suddenly producing substandard work after refusing to put this lying cop on the stand and questioning the reasoning behind the DA’s office continuing to call him to testify.  DA vs Lying Cop  Thomson really did battle with his then supervisor, ADA Jackie McCauley, who also happened to be married to a Narcotics Officer, Joseph McCauley,  who was friends with Hulmes.  Many have asserted that Hulmes was very confident, almost cocky about the outcome of this criminal case.

The problem is this officer, like many others who have been similarly situated, allegedly has had multiple affairs with various ADA’s.  One has to wonder if this is why this guy gets the break of the century.  Especially considering he has been arrested multiple times in the last year.  Isn’t it the “first time” offenders program?  Unless DUI’s don’t count.

This is the same ADA, Terri Domsky, who has prosecuted many other white cops, including former Officer Doug DiEmedio, among other, who all got sweetheart deals.  One has to wonder why?  What is the commonality?  Prosecutors protect corrupt cops  Once again, it comes back to double standards.  This entire situation should be investigated.

This goes back to the theft by Lieutenant Raymond Murphy, from PECO who continues to work and have not been charged.   Double Standards.  In the Murphy case, there is compelling and overwhelming evidence that Murphy committed a crime.  Everyone else involved in the scheme, has been arrested in the suburbs.Philadelphia Man Arrested In Bucks County For Stealing Electricity in 5 Counties  The same with theft of LIHEAP funds by Lieutenant Harold K. Lloyd.  City and State Workers Arrested for LIHEAP TheftsThe DA arrests 18 public servants, but surgically removes the police who were involved.  This is outrageous.

This entire incident reeks to high heaven.  This is an outrage.  Defense attorney’s all over the city should be inquiring about first time offender programs for their clients who are facing felonies. Lying Cop Gets Sweetheart Deal

Seth Williams Probed By Feds

Philadelphia District Attorney Seth Williams is being probed by the feds.  FBI agents visited a landlord of Seth Williams ex-wife, Sonita Williams, over a sweetheart rental deal.  According to the Philadelphia Inquirer, FBI agents visited Robert Herdelin, who owns a property that he owns in Drexel Hill and is renting to Sonita Williams.  Feds Probe Seth Williams over Shady Rent for Ex

Herdelin admitted the property could easily rent for $2500.00 a month, but agreed to rent it to Sonita Williams for $1,000.00 a month.

The FBI has been sniffing around his campaign “Friends of Seth Williams” for the last year.  Rumor has it there is a grand jury working in conjunction with the FBI and the IRS.

Seth Williams has long been a target about his messiness regarding his finances.  Williams, it was reported closed down “Friends of Seth Williams”.

Shortly after the FBI visited Herdelin, he immediately raised rent to the market rate of $2500.00 and the financially challenged ex-wife of Williams, immediately moved out.

Williams apparently think that is okay not to pay your bills.PGW says Seth Doesn’t Pay  Two years ago, Philadelinquency reported that he also doesn’t pay his PGW bill on time and the utility company placed a lien on his property.  Seth Williams PGW Lien

Maybe that’s why the Philadelphia District Attorney believes it is okay to attend a party for another indicted politician.  Seth got a “shout-out” from indicted State Senator Larry Farnese after attending a fundraiser for the State Senator at the Waterworks.

This explains alot.  This is why Williams have steadfastly refused to fire his staffers whom he hired after it was revealed they were involved in Porngate.  Seth Williams moved Frank Fina, E. Marc Costanzo and Patrick Blessington to a so called “lesser” position within the DA’s office after public outcry and gave them “sensitivity” training after the racist and sexist emails were revealed.  Racist Prosecutors reassigned

LI-HEAP Thefts

The disciplinary action received by a band of police officers who stole federal funds from the Li-Heap program is heating up.  Pun intended.

As is the worst kept secret in the Philadelphia Police Department, disciplinary action was issued to police officers for the theft of federal funds that was earmarked for the neediest of citizens.

The disciplinary action for the involved officers is well documented.  There were many arrests made as a result of the theft, yet Police Officers were never charged criminally. This has been in the case in many theft cases where police officers have committed various thefts and have not been prosecuted.

Secret Society believes there should be justice evenly distributed.  If any of the officers deny their involvement, it is our duty to relay this information as well.

Policing, as in all professions, have a subculture.  That subculture often is permissive of certain cops engaging in misconduct and corruption.  In the current environment, it is foolish for cops to continue to engage in behaviors that is corrupt and/or unethical.  Part of the problem is that when certain cops engage in unethical behavior, they are celebrated and protected.  However; when their co-workers report that behavior, they are maligned and targeted.

In this vein, one of the officers that is in the disciplinary paperwork regarding the LIHEAP theft, Officer Nadine Ector, is maintaining her innocence.   For the record, it was not asserted here that Ector was indicted, that’s the problem.  Anyone who was involved in this scheme, should have been.  If the disciplinary paperwork is to be believed, this matter should have been prosecuted.

There are many other formal disciplinary paperwork against Police Officers where the Police Department uses verbiage such as “defrauded”, “engaged in a series of conduct that resulted in your receiving XXXXXX dollars in which you were not entitled to receive”.  These words should never appear in formal disciplinary paperwork, but on a warrant for probable cause or an indictment.

Although Ector has violated city policy by sending personal messages through the City of Philadelphia email servers, this is a small transgression.  To be fair and objective please read Ector denial:

Name: Nadine Ector

Email: nadine.ector@phila.gov

I am contacting your website in reference to the “It’s Raining Double Standards/LIHEAP article posted May 18, 2016. It has a picture of me, my full name and it states, that I was one of the Officer involved in the LIHEAL case. I am not the Nadine that was involved in the case. I knew nothing of the LIHEAP case until I read the LIHEAP post. I downloaded the Grand jury investigation-#0003211-2007 and my name is not listed because I was never involved in the LIHEAP case. This post as caused someone to copy the picture, alter it with a PPN and the word SLUMBAG typed on it and reposted. I am not one of the Officer that was involved with the LIHEAP case and I am being defamed by your website post. Also, I did not give any written or oral permission for anyone to utilize my Facebook picture, especially not for a crime/criminal case that I was not involved with at all. I requesting that your website retract the post with my picture, name and any statement that involves me with the LIHEAP case expeditiously or I will seek Legal Actions this afternoon. To defame one’s character is grounds for legal actions Criminal or Civil. Please respond by12:00pm today”

Officer Ector has the right to assert her innocence.  While working in ex-Deputy Commissioner Kevin Bethel’s office, it is simply not plausible that Ector “knew nothing of the LIEAP case” until reading about it here.

However; if the disciplinary action was altered, to include Ector with the rest of the thieves, Secret Society would like to allow a police officer to deny their involvement on this forum.

Officer Ector may be a police officer, but apparently Ector know as little about the law as she  does about grammar, spelling and punctuation.  And even less about city policy regarding the use of city email.  This is unethical.  Even the time of the email is dubious.  Perhaps Ector was on lunch or break when she wrote the emails from the city email.

Secret Society welcomes any legal challenges Ector may assert.  Ector’s legal actions will bring more attention to the fact that some members of the Police Department was involved in collusion to prevent the prosecution of its’ members for the theft of federal funds.  The public has the right to know.  Defense attorney’s have the right to know in the event these cops are called to testify.  The other 18 people who were arrested and prosecuted has a right to know as well.  18 Arrested for LIHEAP thefts

The compelling thing about the arrests, is that none of the police officers were charged.  Grand Jury Indictment LiHEAP Thieves

Secret Society is not a forum to bash cops, but to bring to the light the double standards, such as in the LIHEAP case, to both, the Department of Justice and the public.

Ector isn’t the only officer who denies their involvement in the LIHEAP matter.  And that is her right.  A retired officer denied involvement and pled guilty because they were allegedly threatened.  There is a presumption of innocence in our justice system.

It is simply not believable that Ector worked in the Commissioner’s office and has never heard of this scandal, when cops in other jurisdictions have been talking about it.  Maybe working in the Commissioner’s office have made Ector comfortable enough to send an email from a city server of a personal nature, without thinking about the consequences.  But then again, that’s another calamity from working in certain positions.

Some cops have never performed one a day of real policing and have even less interest in real policing.  That kind of officer also believe their own hype, often believing they are untouchable.  But those fallacies must be dispelled.  That’s the purpose of this forum.

But  if that is the story Ector is telling, she should stick with it.  Secret Society would like to ensure her side of the story is told.

Secret Society would love to hear from Lieutenant Harold Lloyd and Lieutenant Raymond Murphy.  That should be very interesting.  Especially for the latter since we have the warrant.

It’s Raining Double Standards

Someone has littered Center City with flyers admonishing the Philadelphia Police Department and the Philadelphia District Attorney’s Office for their actions (or lack thereof), of the LIHEAP indictments 18 Charged in Theft of LIHEAP Funds and the PECO thefts.Man Charged In PECO theft in 5 Counties in PA

Just as someone did last month to expose the racist antics of Philadelphia Police Corporal Robert PawLOWski Racist Cop Disciplinary Action, to the citizens of the 24th and 25th districts, this time they went to the bastion of justice itself.  Racist Cop Rants Exposed

The flyers were distributed at 13th and Filbert Streets in front of the Criminal Justice Center.  The flyers depict just two of the numerous cops who allegedly stole federal funds from the Low Income Home Energy Assistance Program or LIHEAP as it is commonly known.  One of the flyers also depict the Lieutenant from the PECO theft.

According to the Mainline Media News, “Basically, the defendant was going to several businesses and homes and manipulating the meters and tampering with the meters so that the meters would read less, or at times nothing at all, and in return the homeowners and business owners would pay him to do so,” alleged Assistant District Attorney Sophia Polites.  This statement was made in reference to the guilty plea of the Philadelphia man,
Marcelino Cuadra Jr., 46, of Aramingo Avenue.

Cuadra pleaded guilty in Montgomery County Court to charges of corrupt organizations, theft of services and conspiracy to commit theft of services in connection with the meter tampering incidents that occurred in Montgomery, Chester, Bucks, Delaware and Philadelphia counties between December 2009 and October 2012.  Cuadra received probation and restitution to the tune of almost $350,000.00. Electric Thief Generates Probation and Restitution

One of those involved was Lieutenant Raymond Murphy of the Philadelphia Police Department.  Affidavit if Probable Cause

No one in the Philadelphia Police Department in the LIHEAP matter was criminally charged.  Officers received suspensions with Lieutenant Harold K. Lloyd receiving a twenty (20) day suspension.  They were required to make restitution to the Federal program.

Officer Tonetta Dawson and Nadine Ector along with Lieutenant Raymond Murphy are depicted on the fliers.  Retired Corporal Angie Brookins and Retired Lieutenant Stephen McCollom were involved as well.  All were allegedly departmentally charged as opposed to being criminally charged.  Officer Tonetta Dawson works in the office of Chief Inspector Dan McDonald and Nadine Ector worked for former Deputy Police Commissioner Kevin Bethel.  This is why they were surgically removed from the LIHEAP indictment.

It is apparent that the prosecution of the individuals in both indictments were carried out but glaringly missing are the police personnel involved in the schemes.  LIHEAP Indictment – Less Cops

These cases are poignant inasmuch they provide compelling evidence that the Philadelphia Police Department and the District Attorney’s Office cherry pick whom they decide to prosecute and/or fire.  Often protecting the corruption, misconduct and criminality of police officers.  When the corrupt officers work for high-ranking officials, it becomes more dubious when they aren’t criminally charged and held accountable for their criminal behavior.  Below is a paragraph in the LIHEAP information packet.

What do I do if I think someone is wrongly taking advantage of LIHEAP or breaking the rules?

The state, territory, or tribe’s main LIHEAP office should have a process for reporting cases of fraud, waster, and abuse.  If you don’t feel comfortable calling that office or if you want to report something suspicious happening at the main LIHEAP office, we have an anonymous Fraud Hotline.   You can call the hotline at (800) HHS-TIPS (800-447-8477) or submit a report online.  You can also fax or mail your complaint, or call a TTY number if you are hearing impaired.  That information is on the Fraud Hotline website.

IMG_20160428_220021419This kind of the blatant double standard causes mistrust in the criminal justice system and provides a deep mistrust between the police and the citizens they are entrusted to protect.

Double Standards: Lt. Harold Lloyd LIHEAP Thief

download

In our segment called Double Standards, we’d like to bring attention Lieutenant Harold Lloyd and his band of merry thieves, stole from the most vulnerable Philadelphians.  Those who are eligible for the Low Income Home Energy Assistance Program or as it is called, the LIHEAP program.

Lloyd and his crew stole thousands from the LIHEAP program.
The Low-Income Home Energy Assistance Program, also known as LIHEAP, is a federally funded program that helps low-income families pay their heating bills. LIHEAP is a grant that offers assistance in the form of a cash grant, sent directly to the utility company, or a crisis grant for households in immediate danger of being without heat.LIHEAPdownload (3)

How can police organizations, as in Philadelphia, in conjunction with the Philadelphia District Attorney’s office, decide that it is acceptable to arrest a large group city and state employees for theft of federal funds.  18 City & State Workers Charged With Theft of LIHEAP Funds   While the large number of Philadelphia Police officers and  and Philadelphia Police supervisors, are conveniently not prosecuted?  This allegedly happened in the Philadelphia Police Department.  Some says because many of the alleged involved officers and civilians work in the Philadelphia Police Commissioner’s circle on the 3rd Floor of Police Headquarters.  One of the officers, Tonetta Dawson works for then Captain Daniel McDonald, now Chief Inspector, and the other worked for ex-Deputy Commissioner Kevin Bethel, Nadine Ector.  Corporal Angie Brookins retired shortly afterwards.

Could this be why they were only departmentally disciplined.  Why were everyone else criminally charged and arrested. They also attend Commissioner Richard Ross’ church.   These were federal funds they stole.

Read the grand jury presentment against these individuals.  LiHeap Indictment Conveniently left out are all the Philadelphia Police officers and Philadelphia Police supervisors who benefited from the theft of federal funds.  One of the leaders,Philadelphia Police Lieutenant Harold Lloyd, or “Butchie” as he is known, received a $5,000.00 benefit, even though is made over $90,000.00 that year.  One of his relatives, “Precious Lloyd” is mentioned in the presentment.  Along with Lieutenant Lloyd, who was a liaison for other officers who stole these federal funds.  There should be federal charges for all these individuals, including the police officers.

The District Attorney’s Office meticulously removed all the Police Department employees from the indictment.  This is why the State Attorney General’s Office must prosecute this case.

According to the city records, none of these individuals meet this criteria.  And they each paid Lt. Lloyd a “kick-back” for the hook-up.

Lieutenant Harold Lloyd received a 20 day suspension for the theft.  Twenty days, yet not charged with a crime for the theft of federal funds. All the others in the indictment were criminally charged with the exception of the several police officers.   I bet the others in the indictment wish they were so lucky.

Crooked Timber
Harold K. Lloyd  More Info

Lloyd, who is an aspiring novelist, named his book “Crooked Timber”, maybe it should be “Crooked Cops”.

Lieutenant Raymond Murphy, the electric thief, also still enjoys employment after stealing electricity in part of a grand scheme in which everyone else in Bucks County, including the ring leader were arrested.  I bet Aisha Perry wishes she were so lucky. And Aisha Perry denied stealing anything, Lloyd plead guilty to his departmental charges and Murphy is paying back PECO.  The others in his scheme received criminal records.  Raymond Murphy Co-Conspirator Arrested

Marcelino Cuadra Jr., 46, of Aramingo Avenue, pleaded guilty in Montgomery County Court on Monday to charges of corrupt organizations, theft of services and conspiracy to commit theft of services in connection with the meter tampering incidents that occurred in Montgomery, Chester, Bucks, Delaware and Philadelphia counties between December 2009 and October 2012.  Cuadra and every customer in Montgomery and Bucks County were charged.

You decide.  How could the Police investigate and refer for prosecution, this case, while selectively leaving out their own?  This is why an outside agency should have handled this matter.

The Life of a Whistleblower-Theft by Lt. Harold Lloyd

Being a whistleblower is not for the faint of heart.  It is not for the weak or timid.  Your life will be turned upside down.  To put it simply, whistleblowers just don’t fare well.

They are treated as pariahs.  They often lose their family and jobs.  They often face financial and personal ruin.  But in studies reveal if they had to do it over again, 87% would report misconduct again, keeping their moral compass in tact.

This is common, not only in the Philadelphia Police Department, but in departments all over.

In Policing, being a whistleblower has its own inherent risks.  Being a “rat”, is the lowest of the low.  Not being “part of the team” of a “team player”, especially in smaller units, where this culture allows corruption to flourish, is especially problematic.

When supervisors are either actively involved, or tacitly approve theft, physical abuse or entire units not reporting for work and getting paid for it, it’s especially tough on those who want no part of it.  Making it more problematic, is when police officers are involved in intimate relationships, and I’m using that term to be nice, with Assistant District Attorneys, the problem grows exponentially.

In Philadelphia, the coupling of these problems, allowed the the numerous complaints against certain cops, to be ignored.  The ADA’s have a vested interest to protect their “boyfriends” and the cops get a “heads up” for anything coming down the line.

Even honest ADA’s, like A.J. Thomson, are not exempt.  Whistleblower ADA

There’s a double standard of disciplinary action as well.  When Internal Affairs use their powers to exact revenge on whistleblowers, while the corrupt are allowed to carry on with complete impunity.  Ignored Complaints

After numerous reports by private citizens are ignored by Internal Affairs, it is left to the whistleblower to get outside help, to put an end to those who believe their behavior is acceptable, and it is the whistleblower who it a “troublemaker”. Blue Omerta

How can police organizations, as in Philadelphia, in conjunction with the Philadelphia District Attorney’s office, decide that it is acceptable to arrest a large group city and state employees for theft of federal funds, while the large number of Philadelphia Police officers and  and Philadelphia Police supervisors, are conveniently not prosecuted?  This happened in the Philadelphia Police Department.  Some says because many of the involved officers and civilians work in the Philadelphia Police Commissioner’s circle on the 3rd Floor of Police Headquarters.

Read the grand jury presentment against these individuals.  LiHeap Indictment  Conveniently left out are all the Philadelphia Police officers and Philadelphia Police supervisors who benefited from the theft of federal funds.  One of the leaders, Philadelphia Police Lieutenant Harold Lloyd, or “Butchie” as he is known, received a $5,000.00 benefit, even though is made over $90,000.00 that year.  One of his relatives, allegedly, “Precious Lloyd” is mentioned in the presentment.  Along with Lieutenant Lloyd, who was a liaison for other officers who stole these federal funds.

Lieutenant Harold Lloyd received a 20 day suspension for the theft.  Twenty days, yet not charged with a crime for the theft of federal funds.  I bet the others in the indictment wish they were so lucky.

You decide.  How could the Police investigate and refer for prosecution, this case, while selectively leaving out their own?  This is why an outside agency should have handled this matter.
