Racist Posts By Cops Trigger Investigations, Transfers & Gun Confiscations

The Plain View Project published the findings and created a database of active and former Police Officers public Facebook posts and comments from Police Officers from several departments across the country.

The Departments were Philadelphia, PA, Dallas, TX, St. Louis, MO, Phoenix, AZ, York, PA, Twin Falls, ID, Denison, TX and Lake County, FL.  As a result, many of the departments are taking these officers off the street until an investigation is completed.

Phoenix Police Chief Jeri Williams took immediate action.  Commissioner Richard Ross apparently has followed suite taking decisive action against some of the worst offenders.

The findings of this report has given the Philadelphia Police Department another black eye in the national spotlight.

Philadelphia District Attorney Larry Krasner is allegedly compiling a new list, and checking it twice, to add this new wave of officers to the “Do Not Call” list.

Corporal Robert Pawlowski received discipline after famously referring to an African American Captain using the racial slur “Nigger” while at the Fraternal Order of Police.

Sergeant Mark Palma was kicked out of the Crime Scene Unit and his gun was taken along with Sergeant Joseph Przepiorka, reportedly put in the Auto Pound.  Przepiorka was none too happy about having his gun confiscated.

Officer Milord Celce had his gun yanked.  However; the list included Inspectors, Captains, Lieutenants, Sergeants and Corporals as well.  The assignments of some of these supervisors are just as disturbing as the comments.

Officer Reuban Ondarza and Kevin Lewis have also been yanked off the streets.

Inspector D.F. Pace is assigned to the Police Board of Inquiry (PBI).  The PBI is the disciplinary board responsible for making disciplinary decisions for officers accused of misconduct.  That’s really rich coming someone who sits in judgment of others while exercising extremely poor judgment himself.

A common theme for some of the Officers who were posting some of the offensive materials is a history of complaints.

Pace puts in his Linked In profile “As an attorney and Police Inspector in the nation’s fourth largest police department , D. F. Pace focuses on balancing constitutional protections and civil rights with public safety. He currently heads the Philadelphia Police Department’s Police Board of Inquiry.”

So the guess is that Pace is balancing his freedom of speech with the Philadelphia Police Departments’ mission and brand.

Captain Adam Friedman is a Captain in the 8th District.  Ironically, in an interview he states “We want to increase social media, too. We’re working on that, having a Facebook page and Twitter for the district.”  Apparently, he has attained this goal in his personal life.

Also included on the list is George Mullen, Frank Palumbo, Javier Rodriguez, Jarreau Thomas, and Edward Thompson.

A private law firm will be handling the investigation.

Reprieve For A Commander

Here we go.  So updates over the weekend concerning Captain Deshawn Beaufort, whom allegedly made inappropriate remarks resulting in an upcoming 30 day suspension.

The promotion for Beaufort is allegedly back on again.  However; the skipping of civil servants to the next rank in the Police Department is reportedly fourteen (14).  And the amazing part is that some police supervisors (Deputy Commissioner Dennis Wilson) seem to be irate about promotional candidates because it is very personal.  (This does not involve Beaufort)

Lieutenant Nashid Akil, hold onto your hat.  Wilson is a guy who has never had a hard day in his career.  Captain Greg Riley, for sure, should be forever grateful for going back to Internal Affairs (Impact) after getting demoted for malfeasance.

Resident racist Bob Pawlowski has to be hot under the collar about this reversal if Beaufort did make offensive remarks.  The irony cannot be lost on Pawlowski that the very people, whom he openly acknowledged his disdain and contempt, not only has his destiny in their hands, but gives a reprieve for a Commander, who happens to be black, who reportedly also made ignorant racist remarks.

Pawlowski must be infuriated that he had to cower in front of the very people, whom he openly spit racist comments about while giving it his best shot to recruit young officers into his world of ignorance and hatred.  The promotional interview for Pawlowski, “didn’t go very well”, according to sources from the racist himself.

Commissioner Richard Ross commented at the time, regarding the highly inflammatory remarks, which included use of the N-word, ““The alleged comments were extremely offensive, and not in any way reflective of how a police officer should conduct himself, on duty or off.”

His arrogance in attempting to side step his contemptuous and bigoted remarks at the FOP to other cops, was not lost on his diverse promotional board.  Imagine his horror, when he discovered on his board was “one of them” (really more than that).  Imagine his anger, if he believed a black officer received training “because he is a nigger”, if he believes Beaufort will be promoted because of the color of his skin and not the content of his character.

If it is true, as reported earlier, that Beaufort made racist remarks culminating with the recommendation of a 30 day suspension, Pawlowski should be outraged, and so should every other hard-working cop out there who knows that racist, misogynistic or homophobic comments are just wrong.  Inappropriate is too soft of a word, these comments are ignorant and plain wrong.

Yes, we must accept that there are some racist police officers. We must also acknowledge that the majority of cops are not racist.  The overwhelming majority honor the law enforcement profession.  However; when they do not, regardless of the color of their skin, they must be held accountable.

It is acknowledged that many of the problems of racism in policing continues because of the use of draconian operational systems and practices that allow structural racism to remain and spread.  This practice allows racists to operate with impunity.  It takes guts, like the hero cops at the FOP who reported the reprehensible remarks of Pawlowski.

But it has to be evenly distributed no matter who tries to inject racial vitriol in the culture of the Police Department.  There are many who believes that Beaufort, as a black cop, is getting preferential treatment because he is being viewed through the perspective of other black Commanders.

This is the same argument that many have about white cops, whom they believe enjoy “white privilege” both outside the department and within because of the long history of policing in America and the role police have played in embracing a culture of racial bias.  Too often the Police Department tries to either change, ignore or deny the truth.

However; enough is enough.   If Deshawn Beaufort made racial remarks that will result in him actually being suspended for 30 days, he should suffer the same consequence as Pawlowski.  They both should be treated equally.

Therefore; if there is a promotional ceremony celebrating Beaufort, if guilty of the same offense, Pawlowski should be standing on the same stage, hood and all.

Double Standards: Promotions

There are many whispers in the Department about who’s getting promoted and who will be disappointed.

Double Standards never exist, but especially when it comes to promotions.  If you make vile, racist comments, you should not be promoted, period.

There was a recent study conducted by Stanford University that asserts that uncomfortable dialogue is a way to start to combat racism.  The researchers concluded that “you need to stop yelling ‘Racist!’ at anyone who doesn’t see the world exactly as you do. Somehow you need to find enough common ground for a real conversation about race. Very few people are stupid or irredeemably mean.”  We hope this last part is true.

However; rumor has it that Captain Deshawn Beaufort is expected to get 30 days allegedly, for racist remarks.  If true, he needs to join the ranks of Corporal Robert Pawlowski, who rumor has it, will not be promoted.

The Police Department is checking the list, and checking twice, they’re gonna find out who’s been naughty or nice.  There will be a lot of coal given out this season.

Lieutenant Daniel Ginion reportedly, who was fast and reckless with the rules, using the City vehicle to get his work-out on, and took said vehicle, out of the City.  The nemesis of Ginion, Lieutenant Marc Hayes may be added to the naughty list.

Lieutenant Marc Hayes, who reportedly used his cell phone to send inappropriate images to other cops.  Those images were seen by almost anyone who works in East Division.  Therefore, Hayes should be careful before lying to IAB investigators.

Lieutenant Marques Newsome, who reportedly was added to the list, for a litany of offenses, including one, which arguably, he was already punished by getting arrested and fired.   #MeToo is probably being applied because it was applied to Lieutenant Steve O’Brien.

O’Brien was fired for failing a drug test involving illegal steroid use, as O’Brien was involved in a federal investigation that nabbed other cops.  While O’Brien lost the unemployment case, he won his job back.  However; O’Brien was accused of domestic assault by an ex partner.  Either of these would be compelling reasons for O’Brien to be passed over for promotion.

In the charges of domestic assault against Newsome, it was reported that “Newsome allegedly pummeled the woman badly enough that she suffered a broken nose, orbital bone and jaw. She was left with black eyes and gashes that required stitches, and had to be taken to an area hospital by police for treatment”.    However; it has been reported, Newsome has some other issues that must be addressed.

There are allegedly a Sergeant and another Lieutenant who will probably be joining the naughty list.

It is a certainty that folks will bring up Michael Spicer, who was still promoted to the rank of Sergeant, and has still be able to further embarrass the department, even after being acquitted of a myriad of federal crimes.

It’s a head scratcher how Captain Anthony Ginaldi was promoted to Captain after his shenanigans at the Aviation Unit.  Oh yeah, he sued, and lost.  But Ginaldi considered himself a whistleblower, even though he got disciplined by then Captain Kenneth O’Brien, way before he ever hit the 35th.  Captain Mark Fisher was pissed off that Ginaldi, who was married and then 45 years old, was allegedly having an affair with his 23 year old daughter.

Lieutenant Jonathan Josey has alot of company.  Commissioner Richard Ross is not simply rubber stamping a promotion because of a civil service exam.  Ross demands better of his supervisory staff.

It’s a relief to many who have been singled out and retaliated against, and who do not have these kinds of accusations hanging over their head, that sometimes, the system tries to hold everyone to the same high standard.  And not the Double Standard that has been the norm.

Now, watch how these potential promotees become victims.  They’ll cry “wee wee wee” all the way to the FOP.

Double Standards: Promoted, Demoted and Terminated

This is the tale of promoted, demoted and terminated.  The DVIC is still ground zero for the folks who are under investigation, yet some folk who are assigned there, seems to feel pretty confident they know what the results of their investigations will yield.

Lieutenant Richard Frank has been recommended to be demoted to Sergeant because of his inability to concentrate because he is easily distracted by “looking at tits”, when interacting with his insubordinates.  This is never acceptable, but int he #MeToo environment, it is career suicide.  Frank has more disciplinary action pending that could lead to his termination.

Lieutenant Anthony Burton is pretty confident that his punishment for cheating, lying and committing fraud by submitted a fraudulent doctor’s note in order to cheat on the Captain’s test, will only result in the prohibition of his future test-taking.  While confidence is a great trait to have in a leader, lying, cheating and stealing are not.  The Philadelphia Police Department would be remiss to retain such a character in its ranks when there is compelling evidence to substantiate his malfeasance.

The Police Board of Inquiry (PBI) recommended a 45 day suspension for Burtons‘ misdeeds in a prior infraction last week.  The 45 days is indicative the Board thought his behavior was pretty awful, but they just couldn’t bring themselves to terminate him for his bad behavior, this time.

The allegations of his attempt at defrauding his fellow officers from a fair shot at competing on promotional exams is still under investigation.  Burton has been espousing that his only punishment will not be criminal charges but a five (5) year prohibition on taking civil service examinations.

Most likely, Burton came to this conclusion by reading Civil Service Regulations Section 9.1621 in the PENALTIES section of 9. Examinations:

9.16 –   PROHIBITED ACTS AND PENALTIES PERTAINING TO EXAMINATIONS.
9.161 –   PROHIBITED ACTS.  No person shall:
9.1611 –   Make any false statement, certificate, mark or report with regard to any test nor in any manner commit or attempt to commit any fraud or deception preventing or tending to prevent the fair and impartial execution of this Regulation governing examinations.
9.1612 –   Directly or indirectly, give, render, pay, offer, or accept any money or other valuable consideration in connection with the administration, scoring or results of an examination.
9.162 –   PENALTIES.  The penalty for violation of any of the sections of this Regulation 9 – Examinations shall be as follows:
9.1621 –   If the Director determines the violation was intentional, the violator shall for five years be barred from competing in any Civil Service examination and shall for that period be ineligible for appointment to or employment in any position in the Civil Service and such violator shall be removed forthwith from any position he may hold in the Civil Service.
9.1622 –   If the Director determines that the violation was not intentional, he may disqualify the violator from the examination(s) involved.
9.163 –   Any violation of the provisions of this Regulation 9 – Examinations shall be promptly reported to the Director, who shall be responsible for conducting a thorough investigation.  During the course of the investigation the accused shall be afforded the opportunity for a hearing before the Director who shall issue a written determination as to whether the violation occurred, the nature thereof and, if a culpable violation occurred, imposing the penalty, if any, he may decide to impose as provided by the Charter or these Regulations.  There shall be no right to appeal from the determination of the Director other than such as may be expressly conferred by the Charter.

Burton may not want to hang his hat on this provision in the Civil Service Regulations because he committed a crime by fraudulently submitting a forged doctor’s note.  Burton attempted to commit a fraud on everyone else who competing against him.  Burton lies and cheating are an embarrassment to the Philadelphia Police Department and shows compelling evidence of his lack of character and integrity.  Anyone who embarks upon this type of criminality is unqualified and unfit to be a Philadelphia Police Lieutenant.

Burton also apparently missed the part that said the violator will be ineligible for “employment in any position in the Civil Service” and such violator shall be removed forthwith from any position he may hold in the Civil Service”.

Burton has yet to face his pending disciplinary action, that will occur within his reckoning period which could lead to his termination.

This type of behavior prohibits Burton from being able to testify or carry out his duties as a Philadelphia Police Officer.  Cheating and lying, is a violation of the core values of the Philadelphia Police Department.  The Pennsylvania State Police fired 29 police recruits, at great expense, because they cheated on written test.

The state Municipal Police Officers Education and Training Commission had 15 Delaware County cops decertified because of cheating on the MPOTEC test.  Cheating, they found, and later upheld by the appellate court, is not okay.  Those officers are unable to be cops anywhere in Pennsylvania because they are unable to get certified as police officers in Pennsylvania.

Narcotics is represented in the DVIC with a bunch of supervisors who have been snared by their misdeeds along with Burton is Lieutenant Charlie Jackson, Sergeant Harold Toomer III, Sergeant Michael Kennedy (who was caught on film) and from the 25th District, Sergeant Wali Shabazz who worked in the NETS.  Burton, who has for many years been the subject of theft allegations, to hear him reportedly say it, Chief Inspector Anthony Boyle, with his assault on Captain Laverne Vann, has made him “teflon” because he is a co-plaintiff in the lawsuit filed against the Police Department for retaliation with Vann.  By the way, Burton wants to reportedly thank you Tony Boyle.

The promotions are on the horizon and rumor has it at least two people on the Captains list reportedly will not be promoted.  Lieutenant Daniel Ginion, who was reportedly caught on film by Internal Affairs using a City vehicle to go to a Bensalem gym to work on his muscles.  Instead, he should have been working out his BRAIN.  When you score #1 on the Captain’s list, you should be professional and polite to your fellow brethren, and follow all the rules and regulations, even if that isn’t your normal behavior.

Resident Racist Bob Pawlowski is also up to be promoted.  Pawlowski went on a crusade to indoctrinate other Police Officers at the Fraternal Order of Police Lodge 5 bar, against their minority partners, and minority Captain, then-Captain Robin WimberlyPawlowski referred to Wimberly as a “banana eating monkey”.  After suspending Pawlowski for 30 days for his racist tirade, Commissioner Ross stated “The alleged comments were extremely offensive, and not in any way reflective of how a police officer should conduct himself, on duty or off,”  Meanwhile Lieutenant Daniel Ginion is engaging in the crime of theft of services and using the city vehicle to carry out his misdeeds.

Ginion is now accused of theft of time, on many occasions, misuse of a city vehicle and falsifying the Daily Attendance Sheets (DARS).

Lieutenant Marc Hayes is also in hot water.  Hayes is accused of sending inappropriate images of a sexual nature to members of the 24th District.  In the environment of the #MeToo movement, clearly this guy hasn’t gotten the memo.

To add extra drama to this mix, Ginion and Hayes are allegedly beefing.  Each blaming the other for their misfortune.  And its getting pretty ugly and nasty.  You know the saying, there is no honor among thieves.

Lieutenant Jonathan Josey must be waiting with baited breath to see what Commissioner Richard Ross will do involving this dynamic duo.  Remember, Josey was skipped repeatedly (and sued and lost) for the “detrimental impact” as Chief Inspector Chris Flacco noted, for his abhorrent behavior had on the department’s relationship with the public.  The FOP fought vehemently to get Josey promoted.

In passing over Josey, Ross testified that “good judgment” is a “paramount factor” for anyone that he believes should promoted to the rank of Captain.  Clearly, neither Ginion nor Hayes have “good judgment”.  Either that, or they’re both arrogant as hell.

Then State Police Commissioner Tyree Blocker put it best when commenting on why he had to fire 29 cops in a single swoop.  Now Retired Commissioner Blocker stated “”We believe integrity is character in action. We are morally and ethically aware, resolute, and above reproach at all times regardless of our duty status.”  We agree.

Bigots with Badges: Officer Hung Nguyen

Philadelphia Police Officer Hung Nguyen is now under investigation for his racist blackface photos.  The officer who allegedly took the photo of himself in blackface and posted it on social media has been put in restrictive duty status.  Internal Affairs is investigating.  Officer Nguyen has on a Philadelphia Police Airport tee-shirt in the photo.

Officer Hung Nguyen, come on down!  You are the latest addition to the Racist Philly Cops Hall of Fame.

There have been Philly cops who tried converting good cops into racist ones (Corporal Robert Pawlowski), cops dressing in Nazi regalia (Philadelphia police Officer Ian Hans Lichterman), who also had Nazi tattoos who the FOP President thought wasn’t a big deal.  Detective Jimmy Crone who decided it was okay to write a racist note filled with racist connotations, who stated in his letter “you can’t blame a filthy savage for being a filthy savage.”  Kristine Gillespie Amato, with her racist tirade.  And Officer Michael Smerker who knows that all black teenagers automatically get an access card when they turn 18.  (Access card is a state issued card for people receiving public assistance benefits) . And Officer William Thrasher who said the citizens in the 22nd and 23rd are “fucking disgusting” to a student reporter.  Thrasher was fired and won his job back.  Officer Nguyen has to be added to the Philly Police Racist Hall of Fame.

Officer Nguyen was assigned to the Philadelphia Airport.  The Captain of the Airport, James Kimrey, has other problems.  Another Police Officer assigned to the Airport allegedly has been feeling up on female travelers.  That matter is under investigation.

Double Standards: Stealing is Stealing

Young Officer Bryan Turner was given 30 days with intent to dismiss today.  He was also arrested and charged with theft by deception, official oppression, unsworn falsification to authorities and official oppression.  It is alleged he fudged arrest paperwork to “hook-up” another officer who did not do anything in the arrest in an effort to get a court notice to generate overtime.   BryanTurner

Officer Bryan Turner was able to rid the department of Lieutenant Steve Arch, who for years, allegedly, spewed racial slurs, engaged in “creating a hostile work environment” and was bounced from district to district in spite of the compelling evidence that he was a liability.  Officer Turner successfully sued the Police Department for retaliation.  Lt. Arch resigned/retired shortly thereafter.

Lieutenant Dave Bonk, attended pilot school while “working”.  An extensive Internal Affairs investigation revealed he racked up hundred of dollars through “theft by deception” in which he was supposed to be working, while attending many other activities as opposed to working in the Aviation Unit.  This landed Bonk on the infamous “do not testify” list.  Bonk wasn’t charged with falsifying the Daily Attendance Records or theft by deception.  Bonk hasn’t been charged with a crime.

The entire Vice squad unit, the leadership of Charlie Green, then a Lieutenant, was stealing overtime and not working when they were supposed to be working.  Their punishment, they were each “billed” by the City for amounts ranging from $1800 to $2700 which is to be deducted from their pensions when they retire.  Charlie Green goes on to get promoted to Captain, but after the investigation, he was transferred to Internal Affairs.  No one was charged with crime.  Their bill will become due upon their retirement.

Lieutenant Demetrios Pittaoulis, of Internal Affairs, sent phony court notices to a Police Officer from the 24th District (yes, that same 24th District where Lt. Pittaoulis has a wife who works there, Sgt. Lisa Pittaoulis as well as resident racist, Cpl. Bob Pawlowski), so that he could assist him with studying for the Sergeants exam.  Pittaoulis allegedly sent the phony court notices daily.

Even though the job was sustained by Internal Affairs, neither the Lieutenant, nor the officer were charged with a crime for falsifying official police records.  Pittaoulis was detailed out of IAB and is detailed to Audits and Inspection.  As of this writing, neither has been charged with a crime.

Assistant District Attorney Noel DeSantis sent phony court notices to Sergeant James Green, who worked in 17th District.  DeSantis would falsify court records so Sgt. Green could get overtime.  Sgt. Green would do favors for DeSantisSgt. Green was demoted and DeSantis was never disciplined.  Internal Affairs concluded they committed 38 counts of fraud, or stealing.  However; neither were arrested fired.  Neither were charged with a crime.

Sgt. Green left the Police Department after he was demoted and now works at LaSalle University security.

ADA DeSantis left the DA’s office prior to the new District Attorney, Larry Krasners arrival, and recently returned.  DeSantis or Sgt. Green were charged with a crime, in spite of the 38 counts of fraud listed in the Internal Affairs investigation.

Assistant Chief Lynn Nicols, who worked in the Philadelphia District Attorney’s Office, was arrested and charged with making false reports and obstruction of justice when she filed a false report of a stolen car.  Nicols was an Assistant Chief of the Homicide Unit.  Nicols was charged with a crime.

Nicols is African-American.  DeSantis is white.

Northwest Detectives, allegations were made that officers were only working four (4) hours and making overtime in spite of being on the Daily Attendance Sheet for a full eight (8) hours.  An extensive Internal Affairs investigation resulted in personnel being shuffled and the Warrant Unit being disbanded.  No one was charged with a crime.

Lest we forget, the East Detectives.  When allegations were made against members of East Detectives, who were accused of falsifying official police records by stealing time and overtime, and collecting monies they did not earn, they received disciplinary action and transfers.  Not one was charged with a crime.

Young Officer Turner also got into a heated argument with a Detective in East Detectives over Facebook posts.  Turner had a habit of engaging in off-duty banter about highly sensitive topics from race to the many different activist movements that are currently going on in the current political environment here in America.  Both Turner and the Detective received disciplinary action for the incident.

It is easy to see how inflammatory these images are.  Just as inflammatory as to some as Corporal Robert Pawlowski using the N-word at the FOP referring to African American cops.  Which, coincidentally, happens to work in the same 24th District to which young Officer Turner was assigned.  Just to refresh your memory, Pawlowski was trying to spread his hatred and vitriol and corrupt the minds of other officers in his attempt to divide cops on the racial lines.  Pawlowski is often called a “Bigot with a Badge”.

We also saw inflammatory images in which Officer Ian Lichterman was in full Nazi regalia.  Officer Ian Lichterman was a member of the same white supremacy group as the killer of Heather Heyer, (the young woman killed in Charlottesville)  Blood and Honour.

Lichterman’s affiliation was discovered after the database was hacked of neo-Nazi and white supremacist website users by One People’s Project in 2010.  On September 1, 2016, it was reported by a citizen by the name of Mindy Isser via twitter to the Police Commissioner, that she was offended by a visible “nazi tattoo” on his arm.

The tweet went viral, Internal Affairs completed its investigation and absolved Lichterman of any wrongdoing.  The Times of Israel reported on this despicable incident and reportedly Mayor Kenney was none too pleased.  John McNesby, President of the Fraternal Order of Police, reportedly responded the tattoos were “no big deal”.

The two narcotics officers, Officer Scott Schweitzer and Eric Dial were kicked out of Narcotics after two racist stickers were discovered after another officer noticed them plastered on their lockers.  One sticker said “White Power” and another depicted a Pawlowski looking man, half in uniform and half as a Klansman with the epitaph “Blue By Day – White By Night”.  Cops Suspended over Racist Materials at Work

All of these incidents have no place in the Police Department.  The FBI warned law enforcement ten (10) years ago about white supremacy groups and Neo-Nazis infiltrating police departments in the United States.

Regardless of Officer Turners social media postings, he should be treated in the same manner as his fellow brethren.  Stealing is stealing.  If  you simply get billed, invoice due upon retiring, or given a PBI and/or transfer, that standard should be applied across the board.  Therefore; Officer Turner should have received the same punishment as everyone else mentioned in this article.

These charges reek of retaliation.  Lieutenant Steven Arch was considered by many officers, as a source described him,  the “Grand Wizard”.  Arch had the “nigger beat” allegedly in the 35th District.  It was a beat which he specifically assigned African American cops who caught his ire.

Arch allegedly actually committed a battery on an officer according to the complaint filed by Turner.  Arch was finally bounced.  And not so coincidentally, today, Turner joined him.  Arch had over 30 EEOC complaints against him during his career.  Most of them sustained.

Unfortunately, when Internal Affairs want to set an example or retaliate, the officer is charged with a crime.   Turner was charged with a crime and put in the criminal justice system.

The Russians were smart enough to use the achilles heel of America, race, in order to try to divide us.  They used social media to inflame racial tension to divide America.  There is no room in policing for any of these incidents.

What’s the difference between Lieutenant Bonk, Lieutenant Pittoulous, Captain Charlie Green and his officers in Vice and ADA Noel DeSantis who all falsified official police reports.  Where are the charges?  These incidents seem to be more outrageous than the allegations against Turner.  In these instances, their criminal activities were ongoing.  It wasn’t a one shot deal, as is alleged against Officer Turner.

There should be fair and equal discipline and/or arrests applied across racial lines.  There should not be one standard for one, and that standard not applied to the other.

This young man did not know what he was up against.  This young man may not know of the many other cops who engaged in the same behavior that he is accused of.  In the case of ADA DeSantis and Sgt. Jimmy Green, there were 38 counts of fraud charged against Green at a PBI hearing.  He was demoted, but not fired nor charged.  DeSantis wasn’t fired or charged criminally either.

This young mans liberty was snatched, just because someone felt they could take it.

 

 

Double Standards: Black Cop calls Cops and Is Disrespected: Cops calls cops on him

It has been emblazoned in our minds lately, white people calling the police on black people when they are where that are permitted to be and there have been no crime committed.  It is a way that white people are “weaponizing” the Police.

We have seen it in several high-profile incidents beginning with the  Starbucks coffee shop; the incident at a Waffle House; the two black men who went to LA Fitness to work out the a gym; the ex-White House staffer who moved into a new apartment at night; the five black women who were playing golf with friends;  the passenger sitting too close while flying on a crowded plane; the black family for having a barbecue at a park; the three black teens at Nordstroms while they shop for a prom outfit; the black man who was denied buy a money order to pay the rent because of fears of a baseless fraud; the black woman who was checking out of an Airbnb; or the black student who decided to take a nap while studying at their Ivy League college campus.

When the white woman called the cops on the black entrepreneurs, Police Commissioner Richard Ross apologized for his initial response to the incident.

It’s now a “thing”.  So what happens when a black cop, a Police Lieutenant calls the police because his girlfriend refuses to leave his house?  The cops, basically calls the cops on him.  Lieutenant Michael Mills called the Police, identified himself as a Lieutenant and requested police assistance because his girlfriend refused to leave.  So what happens?  The cops call the cops on the black cop.  The officers made a report to Internal Affairs.  Yup, they called the cops on the black cop.  Weaponizing the police against a fellow officer.

The Washington Post asserts “there is no consequence for the people who “weaponize” the police to use it as an “extension of their whiteness”.  In this instance, a Sergeant, who was being rude to a Lieutenant.  The Lieutenant called the Police because his girlfriend, who was visiting his home, refused to leave and caused a disturbance.

The Sergeant, Francis Detreux was allegedly rude and indifferent to the Lieutenant.  Sources state the purportedly beautiful home which was featured on a segment of HGTV, seemed to irk the responding Sergeant Detreux.

Afterwards Lieutenant Mills requested a supervisor to handle the rudeness of a lower ranking officer.  Many cops allege that Detreux is a piece of work in his own right.  He has had his share of incidents himself.  The irony is that when the Lieutenant who responded, Boyle, arrived, he was rude as well.

After a heated exchange with the Lieutenant, because the responding supervisor alleged that Lieutenant Mills failed to identify himself as a Police Officer, they did handle the disturbance.

The question becomes what is the Police Department going to do to these two officers for initiating an Internal Affairs investigation for the officer calling the police to quell a disturbance at his home.  This is different than a notification that the police responded to the home of a police officer because of a domestic incident, in which Lieutenant Mills was a victim.

Needless to mention here, there are people like Corporal Bob Pawlowski,  Police Officer Ian Lichterman, Officer Scott SchweitzerOfficer William Thrasher, and Captain Fred McQuiggan, father of the now shuttered racist website, Domelights.com are still in the Philadelphia Police Department.

It is the perpetuation of white people calling the cops on black people in an effort to “weaponize” the police isn’t acceptable in society, it certainly shouldn’t be acceptable within law enforcement.

Rudeness is never acceptable.  Rudeness to a superior officer, should result in disciplinary action against the offender.  The actions of Sergeant Francis Detreux should be investigated and if founded, he should be disciplined.  Lieutenant Mills is a superior officer to Sergeant Detreux and should be addressed and treated as such.

If a Police Lieutenant can be treated in this manner for a minor disturbance in his own home, how will the good citizens of Philadelphia fare?

Commissioner Ross really needed to initiate training on implicit bias.  And he needs to enforce the disciplinary code when it is proven this bias has resulted in the decision making skills (or lack thereof) in incidents such as this.

 

 

 

 

 

 

 

 

 

 

Racists, Neo-Nazis & Supremacy on PPD

In light of what is going on in the America after the tragedy in Charlottesville, in which we lost two law enforcement officers, Troopers, Lieutenant H. Jay Cullen, and Trooper Berke M. M. Bates of the Virginia State Police, as well as Heather Heyer, who were killed it may be time to revisit some of the racist, neo-nazis, white nationalists and white supremacist that are employed by the Philadelphia Police Department.

The “twitterverse” has begun a campaign to identify the marchers of Hate in Charlottesville, by asking neighbors, friends, co-workers and family members to identify these purveyors of hate.  Yes You’re a Racist is a twitter campaign that is the vessel being used to this end.  To that end, we invite those in the PPD who are working beside, with and know of these parasites.  Here’s a refresher course of what we have reported in the past.

Philadelphia Police Officer Ian Lichterman was a member of the same white supremacy group as the killer of Heather Heyer, Blood and Honour.  Blood and Honour has been identified as a skinhead racist extremist group by the Southern Poverty Law Center.

Lichterman’s affiliation was discovered after the database was hacked of neo-Nazi and white supremacist website users by One People’s Project in 2010.  On September 1, 2016, it was reported by a citizen by the name of Mindy Isser via twitter to the Police Commissioner, that she was offended by a visible “nazi tattoo” on his arm.

The tweet went viral, Internal Affairs completed its investigation and absolved Lichterman of any wrongdoing.  The Times of Israel reported on this despicable incident and reported Mayor Kenney was none too pleased.  John McNesby reportedly responded the tattoos were “no big deal”.

Where is Shomrim in all of this.  Staff Inspector Larry Nodiff has alot of other stuff on his mind these days, like getting indicted, but Nodiff, Inspector Ben Naish and others who are members of Shomrim should have called McNesby out for defending an officer because he was found to be a member of Blood and Honour, even if there was no policy on tattoos at the time.

The ancient beautiful religion of Judaism and the officers who who are Jewish are under assault by this hate.  It cannot be tolerated.  NEVER FORGET.   We have a DUTY to speak against hate and never be silenced.

So apparently, if you are a member of a known hate group, such as Blood and Honour, you can still be a cop in Philly.

Corporal Robert Pawloski

Pawlowski would be Corporal Robert Pawlowski who, without fear, began throwing around the “N” word in an attempt to recruit other officers in the Fraternal Order of Police headquarters.  Pawlowski referred to black officers as “banana eating monkeys” and repeatedly used racist language about then Captain Robyn Wimberly.  Pawlowski received a 30 day suspension and a transfer to the 24th District.  A district that reportedly has a history of racism.  The same district where Schweizer and Dial was assigned after their racist activities.

But FOP President, John McNesby responded to a reporter for the Philadelphia Daily News that he’s seen the tattoo and “it’s no big deal”.

This sentiment is why the racist website, Domelights.com, which was operated by a Philadelphia Police Sergeant, (now Captain) Fred McQuiggan, without fear.  Domelights was dimmed by former Police Commissioner Charles Ramsey after a lawsuit initiated by the Guardian Civic League.  However; McQuiggan was never disciplined and continued to get promoted without consequence.  The Guardian Civic League extinguished domelights.  McQ, as he was known on the racist message board, was forced to shut down the racist site.

Police Officer Michael Kelly

A police officer, Michael Kelly who hung a black baby doll in mock hanging in Highway Headquarters, which resulted in a lawsuit by then Police Officer Lonnie Adams and Bryan James.  The lawsuit says the Police Department “failed to do anything about the matter,  they were never suspended despite a recommendation Police/Civilian Board of Inquiry that they be suspended.”  referring also to the Sergeant at the time, Sergeant Cray, who failed to take any action.

A former Police Sergeant who called former Commissioner Neal the “N” word at roll call.  It doesn’t seem to be getting any better.

Two narcotics officers, Officer Scott Schweitzer and Eric Dial were kicked out of Narcotics after two racist stickers were discovered after another officer noticed them plastered on their lockers.  One sticker said “White Power” and another depicted a Pawlowski looking man, half in uniform and half as a Klansman with the epitaph “Blue By Day – White By Night”.  Cops Suspended over Racist Materials at Work

Officer William Thrasher, of the 22nd District, and a 2-year veteran, conducted a ride-a-along with a Temple University student journalist. During that ride-a-along, it was alleged that Officer Thrasher made racial comments and slurs, which were posted on Temple University School of Communications and Theater website. The Philadelphia Police Internal Affairs Division investigated the allegations and Thrasher was charged with departmental violations for his conduct. Commissioner Ramsey has given Thrasher thirty days suspension with the intent to dismiss for his conduct.

Officer William Thrasher, of Tacony of all places, said to a student report “These people are fucking disgusting, it’s like they’re animals.” referring to black residents who live in the district which he patrols.  He also told the reporter about “TNS”, which he described as “typical nigger shit”.  Racist Philadelphia Officer Thrasher  Thrasher was re-instated by an arbitrator who stated the reporter refused to  turn over her notes to Internal Affairs. Racist Cop Reinstated

There is a problem in our country.  There were people from all walks of life in Charlottesville Virginia.  “The only thing necessary for the triumph of evil is for good men to do nothing.”   Edmund Burke.

There has to be a conversation about the racism that has been emboldened in our society.  We should be capable of having this contentious, but necessary conversation.
Racism has no place in policing.

Captain Drew Techner Racist Tirade

Captain Drew Techner, formerly of the 18th District, allegedly went on a racist rant about Black Commanders in the Police Department.  After a two month hiatus at the 18th District, Techner was bounced to night command.  The blatant disrespect and dishonor he bought upon the Department in the 18th District operations room, was deplorable.

The irony wasn’t lost on the police officers assigned to the 18th District, who not so long ago, had to bear the racist rant about their then-Black Commander, Captain Robyn Wimberly.  Wimberly was called a “banana eating monkey” by Corporal Robert Pawlowski.

The vile assault was made inside the FOP Lodge 5, where a group of police officers were gathered.  Pawlowski was annoyed by the fact that white officers and black officers were engaged.  Pawlowski, whose brother was killed in the line of duty in 2009, decided to let the white officer know he was doing something wrong in his view.  Pawlowski asked the white officer “why are you over there” and “they don’t like you”.

By all accounts, Pawlowski was not inebriated.  Undeterred by the officer moving away, Pawlowski approached the officer again and told him not to trust his partner because “he is one of them”.  When the officer told Pawlowski that he trusted his partner with his life, Pawlowski told him the only reason he was receiving certain perks, like training, is because “he is a nigger” (referring to his partner).

The officer reported the racist vile conduct of the Corporal.  As a result, he was suspended for 30 days and transferred to the 24th District.

In the current environment in our country, we are more divided than ever.  No one should be subjected to a Police Captain, feeling comfortable enough to allegedly make racist remarks in an operations room of any district, much less a district sitting in a predominately black community.  Leaders set the tone.  A leader who knows the recent history in that district, still felt comfortable enough to make racist comments is appalling.  How can the community feel comfortable in meetings and other interactions with someone of his ilk.

Among his colleagues in the Police Department, he is considered incompetent, weird or both. Many of his colleagues have openly wondered how he got promoted to the rank of Captain in the first place.

Techner has a dubious background concerning taking civil service test while ascending the ranks within the department.  Techner, who is also  Lieutenant Colonel in the United States Army Reserves, has strategically been able to take test, because he was performing his military service.  To be clear, our hero’s in the military should be given every opportunity to not be punished because of their honorable service to our great country. However;  the test given should be different, both oral and written examinations.

As a Lieutenant Colonel, he has the ability to modify his schedule in the reserves.  It would be very easy for a ranking officer to change his schedule to “conveniently” have military duty on the weekend of the civil service test.  This is a loophole that should be remedied by producing a totally different test so the Techner’s of the world isn’t given an unfair advantage.

It’s not a great feat, to take a test a month or two later than everyone else, and manage to score high enough to get promoted when soon after the test, everyone who was tested is talking about the test.  This seems like an unfair advantage.  And in the case of Techner, it seems awfully convenient.  Ironically, Techner is a “certified fraud examiner”.

Techner was also disciplined when he was assigned to Northeast Detectives for being outrageously insubordinate to his supervisor.  Clearly, the charge of insubordination didn’t prevent him from easily moving between ranks, most of the time, by himself.

Techner participates in the Veteran’s ceremonies, much to his credit, and again, we thank him for his service, but he can keep his racist views to himself.  It’s almost an affront to see pictures of Techner with the same Black Commanders whom he obviously does not respect or value.

It’s even worst for his minority subordinates to know their Captain feels this way.  Imagine the three hero cops feelings having to work with this guy. That has to be extremely awkward.

The Divided States Of America, which is how many people are referring to our country, should not apply to our law enforcement agencies.  The remarks allegedly made by Techner were polarizing and serves no useful purpose.

Sources close to Techner revealed his “affinity” for Fenway Park and the Boston Red Sox. They speculated what his position would be concerning the fan who called Baltimore outfielder Adam Jones a racial slur during a recent game there.  Techner is allegedly a rabid Red Sox fan and is known to go to games at Fenway Park.

Good for Commissioner Richard Ross for promptly taking action.  And Civil Service need to take another look at how and what kinds of exams are given to people who cannot take the civil service examinations when they are scheduled for everyone else.

Techner cannot be trusted to interact with the general public.  Techner should be in an assignment where his chances of interacting with the public is significantly reduced.  The military should also be made aware of his behavior.  There are places Techner could be assigned where his offensive comments, and incompetence will have the least impact on the general public and on his fellow officers.  The Police Department can ill-afford to have the likes of him, cause them another black eye.  No pun intended.

Double Standards: Captain Joe Bologna

Here we go again.  Captain Joseph Bologna, the same Joseph Bologna, is set to be promoted when the promotions happen in the upcoming week.  This double standard is particularly disturbing because Bologna squeezed through the door of not being assigned to DPR with his entire squad while he was a Sergeant in Narcotics.

That’s right.  All of his employees, who were under investigation for five years, Officer Jeffrey Cudjik, Richard Cudjik, Thomas Tolstoy and Robert McDonnell were accused of all kinds of criminal activity and departmental violations, all who were pulled off the streets, EXCEPT, one then-Sergeant Joseph Bologna.  Bologna also had a guest role in the Philadelphia Daily News Pulitzer Prize winning series “Tainted Justice”.  Tainted Justice Wins Pulitzer Prize  It was touted as a story about “the renegade Narcotics cops and the snitch who snitched on them.”

The feds eventually declined to prosecute the officers.  Shortly thereafter, the District Attorney’s Office declined to prosecute stating they didn’t “want to duplicate” the effort. All the officers were eventually disiplined, including Bologna, who received a three-day suspension.  Narcotics Cops Including Supervisor Suspended-One Fired

Bradley Bridge, of the Public Defender’s office stated at the time he was “surprised” they weren’t charged in light of the overwhelming evidence against the motley crew.  But their supervisor, Sergeant Joseph Bologna was never even taken off the streets.  Bologna, did, however; down the road, receive admonishment for “failure to supervise”.

The Philadelphia Daily News reported “In a move unrelated to the federal investigation, Capt. Joseph Bologna was found by the department to have failed to properly supervise Richard Cujdik because he was present when Cujdik searched the car, the sources said.”Narcotics Cops Won’t Be Prosecuted.

Last time we checked, Officer Christopher Hulmes was finally fired and charged for lying on a warrant.  Price Of Lying Narcotics Cop  But it was only after a long battle with Hulmes being reported by an honest ADA, AJ Thomson, who eventually lost his job.  DA Reports Lying Narcotics Cop

Sergeant Joseph Bologna was present as his cops guzzled hoagies and Little Debbie’s snacks while raiding the store.  According to the Daily News, “Then Sgt. Bologna looks up and waves his finger toward the ceiling: “Whaddya got, cameras over there? . . . Where are they hooked up to?”  And then, the wires were cut.  The complainants of at least 8 other stores says that was that squads modus operandi.  The complainant in this case, had a back-up hard drive that captured the officers illegal actions.  The complainant said $10,000 was missing that wasn’t put on property receipts and cartons of cigarettes were also missing.  Video Here

According to the Philadelphia Daily News, “After the series ran, dozens of lawsuits were filed, and 55 criminal cases were challenged by defense lawyers who questioned the officers’ credibility. In all, the city settled 33 lawsuits and paid settlements totaling $1.7 million.”  Lawsuit and Tossed Cases

Joe Bologna, who worked with FOP President John McNesby when he was a police officer assigned to the 24th District, has been spared and rewarded many times during his career. However; nothing could save him from the embarrassment the department received from the FBI Academy in Quantico, Virginia, who refused to allow Bologna to attend.  POW! SHOTS FIRED.

Bologna, who was promoted to the rank of Lieutenant, without a worry in the world, while his entire unit was sitting in DPR for alleged high crimes and misdemeanors, while Bologna continued to climb the ranks, with not a care in the world.  Once more, Bologna was promoted to the rank of Captain, only two days before the civil service promotional list for the rank of Captain was going to expire.  Once again, no problems for BOLOGNA.  The next day, the new civil service list for Captain was published and Joe Bologna was very last on the list.  But no problem for Joey.  He was promoted on the old civil service list.

Now, Bologna is set to be promoted to Staff Inspector and he is allegedly bragging about his new assignment, but supposedly, it’s a secret.  Many are betting he won’t be assigned to the duties of other Staff Inspector’s and won’t be confronted about his past in Narcotics, nor his ability to get a clearance to get into the FBI Academy.

Maybe the FBI wanted nothing to do with a guy who is present while his cops are lying on search warrants, cutting wires when he suspects he is being recorded, and his squad costs the city millions in lawsuits and at least 33 narcotics cases thrown out.  Yet his employer only charges him with “failure to supervise” while allowing him to continually ascend the rank.  The FBI politely declined to his appointment to the FBI Academy.  We agree.

On the same note, Lieutenant Javier Rodriguez, a past recipient of “Double Standards” is also set to be promoted to the rank of Captain.  Many are curious if he too, will be confronted about his unceremonious boot from the Narcotics Unit, with Corporal Reinaldo Peluzzo, after the two was given formal disciplinary action because of their misdeeds involving theft.  They both were booted from the Narcotics Unit.

Rodriguez was also assigned to the 24th District with Bologna and McNesby during the same era, as well as resident thief, Lieutenant Raymond Murphy. Murphy was the only one who wasn’t charged with stealing electricity after a ring of thieves were arrested in Bucks County.  PECO Thieves  The same 24th District where resident racist Corporal Robert Pawlowski is currently assigned.  Police Officer Suspended for Making Racial Slurs At FOP

Many are betting odds that Murphy didn’t even attempt to take the Captain’s test.  Lieutenant Murphy is watching the clock tick and paying restitution to PECO.  Lieutenant Nicholas Schneider had no problem getting promoted to Lieutenant from Sergeant even though he allegedly falsified and Daily Attendance Record by carrying him as going to Municipal Police Officers training for almost 10 days, when the training was only 3 days.  Schneider also allegedly isn’t allowed to testify in court because of a lack of integrity.  Yet, he was still promoted.  His promotion was actually held up by a few days, but he was still promoted.

Apparently it pays to have worked with McNesby because each of these police officers  committed serious infractions and alleged criminal acts and yet they continue to ascend through the ranks of the Philadelphia Police Department.

Too bad resident woman slapper Lieutenant Jonathan Josey wasn’t assigned to the 24th District.  But hell, he did get a fund-raiser and a solid from District Attorney Seth Williams, who only charged him with the slap, as opposed to false arrest and a litany of other charges that would have been more difficult for a Judge to toss out.  But Josey still hasn’t been promoted.  And Josey is probably feeling pretty angry since the Police Department, rightfully so, has fought his promotion every inch of the way.  No Promotion For Cop Who Slapped Woman

In the interim, others who are on the civil service promotional list, are being interrogated and in at least one instance, having to deal with the humiliation of a flyer being posted around the district questioning his ability to be a supervisor.  Yet there isn’t an investigation of this dubious flyer.  It’s being passed around like some of the ADA’s at a FOP night at Lodge 5 Headquarters.

There also isn’t an investigation into how some people tend to get promoted, in spite of an obvious lack of integrity and in Bologna’s instance, a “failure to supervise” charge.  That’s a pretty serious charge for someone who is now going to supervise even more people.

Double Standards should have no room in the Philadelphia Police Department.  Cops who constantly misbehave and continually to move up in the ranks is disturbing.  Inspector Carl Holmes, who committed pretty bad acts, under his own admission, was still demoted. Captain Joe Bologna received no such action. Apparently the more you act up, allegedly break laws and outright steal, you have little or nothing to worry about when it comes time for a promotion.

In summary, Captain Joseph Bologna isn’t accepted at the FBI Academy, has disciplinary action for “failure to supervise”, but knows he will be getting promoted and even what he will do doing.  Bologna has nothing to worry about. Oh, except for the FBI not wanting him anywhere near their grounds.

There are other officers who are brow-beat at these “interviews”, for a civil service promotion and have to endure rumors and innuendo about minor infractions or, simply rumors.   But these are the very ones that get promoted, despite pretty bad records or accusations.  Some cops because of their misdeeds don’t deserve to be promoted.   We say that is B-O-L-O-G-N-A.

Meanwhile, the beat goes on for other officers, who have relatively minor blemishes or have no disciplinary action at all, sit and wonder if they will be promoted because of rumors, or flyers being distributed throughout the department without a whiff of an investigation as to the culprits who authored the flyer or distributed it.  This certainly sends a message.

Whistleblowers and minority officers………….BEWARE.   Or simply, need not apply.
