Double Standards: Perjurer Ex-Cop Chris Hulmes Arrested While in ARD Status

In Pennsylvania, there is a program for first offenders of certain offenses called the Accelerated Rehabilitation Disposition program.  If offenders successfully complete the program, without getting arrested again during the time you are on probation or in the program, your criminal record will be expunged.

If you are arrested within this period, you will be subjected to additional probation and a permanent criminal record if you are convicted.  Ex-Cop Chris Hulmes was arrested for a DUI in Bucks County and charged on October 4, 2016.

Former police officer Christopher Hulmes, who spent a number of years assigned to the Narcotics Bureau, was charged on April 23, 2015 with perjury and related charges.

Hulmes was given a sweetheart deal by ADA Terri Domsky.  Even after this Officer embarrassed the District Attorney’s Office DA’s Black Eye over One Lying Cop and the Police Department, the DA’s office took the “unusual” step of giving this liar a sweetheart deal.

This is the same ADA, Terri Domsky, who has prosecuted many other white cops, including former Officer Doug DiEmedio, among other, who all got sweetheart deals for stealing 10K worth of electricity. Domsky gave his a sweeheart deal.  Yet, the same prosecutor insisted on jail time for former Lieutenant Aisha Perry.  No jail time for Officer George Suarez, who was also charged with the same crime.

DiEmedio was caught on film stealing electricity.  While he was under investigation for theft of electricity, he was never taken off the streets.  He was simply transferred to the 18th District.  It was only after the DA’s office was notified DiEmedio was going to be charged for an insurance scam, was he even charged.  This was not the case in Perry and Suarez. One has to wonder why?  What is the commonality?  Prosecutors protect corrupt cops  Once again, it comes back to double standards.  This entire situation should be investigated.

The ARD program is meant for first time offenders, where the crime charged is relatively minor and does not involve a serious breach of the public trust.  What could be more a breach of the public trust, than lying on the bench while on-duty?  And since Domsky tried to defend this sweetheart deal at time, by pointing out that Hulmes could never be a Philly cop again, the DA’s office conceded, this provision only applied to Philadelphia.

This means that Hulmes could apply to any of the surrounding counties.  The Philadelphia Police Department also never notified the PA State Police of the arrest and conviction of Hulmes, as is required.  According to The Declaration, “Pennsylvania’s Municipal Police Officers Education and Training Commission can revoke the certificate of any officer convicted of an offense punishable by one year or longer in prison.

Perjury convictions certainly fall into this category. But a spokesperson for the Pennsylvania State Police, of which the Commission is a part, told The Declaration that completion of the ARD program does not count as a conviction.

The State Police spokesperson also claimed that the Commission never received notice from Philadelphia Police regarding Hulmes’ dismissal and arrest, even though Commission regulations require it.”

Hulmes admitted on the stand that he lied.  But he continued to be allowed to testify by the DA’s office until the DA was forced to take action after the expose’ of the City Paper.  Officer Arrested After City Paper Investigation  It was rumored that many other officers reported this cop to other law enforcement agencies for years, regarding this matter, to no avail.  It was finally taken to the media.

“An admitted crime by Police Officer Christopher Hulmes — perjury — and the apparent preference by District Attorney Seth Williams’ office to keep it hidden in plain sight.” Annie Fisher, Eastern Division Chief at the Defender Association of Philadelphia, decried the DA’s Office for coddling someone she says it should be prosecuting.

Assistant DA, AJ Thomson, who says he lost his job in the DA’s office because of it.  But Hulmes was allowed to continue with his lies and was allowed to continue making arrests and testifying in court.

This arrest should result in Hulmes being kicked out of the ARD program and his criminal conviction becoming a permanent part of his record.  But in light of the DA’s office doing it’s best to hide his criminal conduct in plain sight for years, and their reluctance to charge him at all, it is highly unlikely.

According to court records he was admitted into the ARD program by Terri Domsky on 6/17/2016 by no other than Judge Patrick Dugan.  Judge Dugan of the Lt. Jonathan Josey fame is married to a Philadelphia Police Officer.  See how all the pieces are neatly lining up.

The proper notification to the Probation Department should have been made by Hulmes. The Bucks County ADA who processed the DUI charges against Hulmes should have also notified Philadelphia.

As of this writing, a confirmation has not been obtained if that notification was made. Once Hulmes pleaded guilty to the DUI, which he did on March 16, 2017, that arrest should have immediately impacted his ARD terms.

Double Standards: Captain Joe Bologna

Here we go again.  Captain Joseph Bologna, the same Joseph Bologna, is set to be promoted when the promotions happen in the upcoming week.  This double standard is particularly disturbing because Bologna squeezed through the door of not being assigned to DPR with his entire squad while he was a Sergeant in Narcotics.

That’s right.  All of his employees, who were under investigation for five years, Officer Jeffrey Cudjik, Richard Cudjik, Thomas Tolstoy and Robert McDonnell were accused of all kinds of criminal activity and departmental violations, all who were pulled off the streets, EXCEPT, one then-Sergeant Joseph Bologna.  Bologna also had a guest role in the Philadelphia Daily News Pulitzer Prize winning series “Tainted Justice”.  Tainted Justice Wins Pulitzer Prize  It was touted as a story about “the renegade Narcotics cops and the snitch who snitched on them.”

The feds eventually declined to prosecute the officers.  Shortly thereafter, the District Attorney’s Office declined to prosecute stating they didn’t “want to duplicate” the effort. Bradley Bridge, of the Public Defender’s office stated at the time he was “surprised” they weren’t charged in light of the overwhelming evidence against the motley crew.  But their supervisor, Sergeant Joseph Bologna was never even taken off the streets.  Bologna, did, however; down the road, receive admonishment for “failure to supervise”.

The Philadelphia Daily News reported “In a move unrelated to the federal investigation, Capt. Joseph Bologna was found by the department to have failed to properly supervise Richard Cujdik because he was present when Cujdik searched the car, the sources said.”Narcotics Cops Won’t Be Prosecuted.

Sergeant Joseph Bologna was present as his cops guzzled hoagies and Little Debbie’s snacks while raiding the store.  According to the Daily News, “Then Sgt. Bologna looks up and waves his finger toward the ceiling: “Whaddya got, cameras over there? . . . Where are they hooked up to?”  And then, the wires were cut.  The complainants of at least 8 other stores says that was that squads modus operandi.  The complainant in this case, had a back-up hard drive that captured the officers illegal actions.  The complainant said $10,000 was missing that wasn’t put on property receipts and cartons of cigarettes were also missing.  Video Here

According to the Philadelphia Daily News, “After the series ran, dozens of lawsuits were filed, and 55 criminal cases were challenged by defense lawyers who questioned the officers’ credibility. In all, the city settled 33 lawsuits and paid settlements totaling $1.7 million.”  Lawsuit and Tossed Cases

Joe Bologna, who worked with FOP President John McNesby when he was a police officer assigned to the 24th District, has been spared and rewarded many times during his career. However; nothing could save him from the embarrassment the department received from the FBI Academy in Quantico, Virginia, who refused to allow Bologna to attend.  POW! SHOTS FIRED.

Bologna, who was promoted to the rank of Lieutenant, without a worry in the world, while his entire unit was sitting in DPR for alleged high crimes and misdemeanors, while Bologna continued to climb the ranks, with not a care in the world.  Once more, Bologna was promoted to the rank of Captain, only two days before the civil service promotional list for the rank of Captain was going to expire.  Once again, no problems for BOLOGNA.  The next day, the new civil service list for Captain was published and Joe Bologna was very last on the list.  But no problem for Joey.  He was promoted on the old civil service list.

Now, Bologna is set to be promoted to Staff Inspector and he is allegedly bragging about his new assignment, but supposedly, it’s a secret.  Many are betting he won’t be assigned to the duties of other Staff Inspector’s and won’t be confronted about his past in Narcotics, nor his ability to get a clearance to get into the FBI Academy.

Maybe the FBI wanted nothing to do with a guy who is present while his cops are lying on search warrants, cutting wires when he suspects he is being recorded, and his squad costs the city millions in lawsuits and at least 33 narcotics cases thrown out.  Yet his employer only charges him with “failure to supervise” while allowing him to continually ascend the rank.  The FBI politely declined to his appointment to the FBI Academy.  We agree.

On the same note, Lieutenant Javier Rodriguez, a past recipient of “Double Standards” is also set to be promoted to the rank of Captain.  Many are curious if he too, will be confronted about his unceremonious boot from the Narcotics Unit, with Corporal Reinaldo Peluzzo, after the two was given formal disciplinary action because of their misdeeds involving theft.  They both were booted from the Narcotics Unit.

Rodriguez was also assigned to the 24th District with Bologna and McNesby during the same era, as well as resident thief, Lieutenant Raymond Murphy. Many are betting odds that Murphy didn’t even attempt to take the Captain’s test.  Lieutenant Murphy is watching the clock tick and paying restitution to PECO.  Lieutenant Nicholas Schneider had no problem getting promoted to Lieutenant from Sergeant even though he allegedly falsified and Daily Attendance Record by carrying him as going to Municipal Police Officers training for almost 10 days, when the training was only 3 days.  Schneider also allegedly isn’t allowed to testify in court because of a lack of integrity.  Yet, he was still promoted.  His promotion was actually held up by a few days, but he was still promoted.

Apparently it pays to have worked with McNesby because each of these police officers  committed serious infractions and alleged criminal acts and yet they continue to ascend through the ranks of the Philadelphia Police Department.

Too bad resident woman slapper Lieutenant Jonathan Josey wasn’t assigned to the 24th District.  But hell, he did get a fund-raiser and a solid from District Attorney Seth Williams, who only charged him with the slap, as opposed to false arrest and a litany of other charges that would have been more difficult for a Judge to toss out.  But Josey still hasn’t been promoted.  And Josey is probably feeling pretty angry since the Police Department, rightfully so, has fought his promotion every inch of the way.  No Promotion For Cop Who Slapped Woman

In the interim, others who are on the civil service promotional list, are being interrogated and in at least one instance, having to deal with the humiliation of a flyer being posted around the district questioning his ability to be a supervisor.  Yet there isn’t an investigation of this dubious flyer.  It’s being passed around like some of the ADA’s at a FOP night at Lodge 5 Headquarters.

There also isn’t an investigation into how some people tend to get promoted, in spite of an obvious lack of integrity and in Bologna’s instance, a “failure to supervise” charge.  That’s a pretty serious charge for someone who is now going to supervise even more people.

Double Standards should have no room in the Philadelphia Police Department.  Cops who constantly misbehave and continually to move up in the ranks is disturbing.  Inspector Carl Holmes, who committed pretty bad acts, under his own admission, was still demoted. Captain Joe Bologna received no such action. Apparently the more you act up, allegedly break laws and outright steal, you have little or nothing to worry about when it comes time for a promotion.

In summary, Captain Joseph Bologna isn’t accepted at the FBI Academy, has disciplinary action for “failure to supervise”, but knows he will be getting promoted and even what he will do doing.  Bologna has nothing to worry about. Oh, except for the FBI not wanting him anywhere near their grounds.

There are other officers who are brow-beat at these “interviews”, for a civil service promotion and have to endure rumors and innuendo about minor infractions or, simply rumors.   But these are the very ones that get promoted, despite pretty bad records or accusations.  Some cops because of their misdeeds don’t deserve to be promoted.   We say that is B-O-L-O-G-N-A.

Meanwhile, the beat goes on for other officers, who have relatively minor blemishes or have no disciplinary action at all, sit and wonder if they will be promoted because of rumors, or flyers being distributed throughout the department without a whiff of an investigation as to the culprits who authored the flyer or distributed it.  This certainly sends a message.

Whistleblowers and minority officers………….BEWARE.   Or simply, need not apply.

State Police Will Not Investigate Philadelphia Police Shootings

The plans were axed to have the State Police independently investigate all officer involved shootings by the Philadelphia Police Department.

Former Police Commissioner Charles Ramsey had announced last year that he was working on an agreement with the State Police to investigate all police involved shootings in Philadelphia.

According to The Declaration, the Philadelphia Police Department has backed out of that agreement. In a statement, Philadelphia Police said that “the investigations surrounding officer involved shootings are one of the remaining reform measures that we are working to accomplish; however, the attempt to create a system with the PA State Police didn’t come to fruition as originally suggested.”

The Declaration states in a statement issued by the Philadelphia Police Department, “the efforts to create this type of system faced a few challenges such as overcoming the collective bargaining issues raised by the union as well as some logistical issues for the State Police.”

The department is now “moving forward in pursuing other measures to create a bifurcated process within the department to investigate officer involved shootings.”

Commissioner Richard Ross, who has risen in the ranks in the department, is less inclined to take on the FOP.  Taking on the FOP was one of Ramsey’s biggest challenges while he was in Philadelphia.  Ramsey’s Battle with the FOP

So for now, the citizens of Philadelphia will have to rely on Internal Affairs.  So don’t expect any different results from the same old problematic unit.

Seth Williams-Do as I Say, Not As I Do!

When District Attorney Seth Williams charged Louise Williams Bishop with criminal conspiracy and accepting money in return for political influence, he said he anguished over his decision.  He then provided these words, when he decided to charge Bishop with the crimes that she entered a plea of no contest.  The Associated Press quoted him as saying:

“You don’t get a pass just because you are a friend, or a member of my political party, or race,” District Attorney Seth Williams said this week. “I’ve known and looked up to Rev. Bishop almost my entire life. I’ve been to her home often. My mother listened to her gospel radio show. Mrs. Bishop thought all of that would save her in the end, that I wouldn’t prosecute her. That is what she told many people. But it can’t. That’s the nature of my oath — to do my job. We had to follow the evidence.”

But, he has given himself a pass.  The old adage, “Do as I say, not as I do.”

Williams also charged former State Reps. Ronald G. Waters, Vanessa Lowery Brown, Michelle Brownlee, Harold James and former Traffic Court Judge Thomasine Tynes.  So far, the body count is:

• Thomasine Tynes, former President Judge of the Philadelphia Traffic Court, pleaded on Dec. 15, 2014 to conflict of interest and conspiracy charges. She was ordered to serve 11½ to 23 months in prison and pay $2,500 in prosecution costs.

• Former state Rep. Harold James pleaded on June 1, 2015, to one count of conflict of interest. He was ordered to pay $750 in restitution and $2,000 in prosecution costs, resign from office and was placed on 12 months of reporting probation.

• Former state Rep. Michelle Brownlee pleaded on June 1, 2015, to one count of conflict of interest. She was ordered to pay $2,000 in restitution and $3,500 in prosecution costs, resign from office and was placed on 18 months of reporting probation.

• Former state Rep. Ronald Waters pleaded on June 1, 2015, to nine counts of conflict of interest. He was ordered to pay $8,750 in restitution and $5,000 in prosecution costs, resign from office and was placed on 23 months of reporting probation.

Lowery-Brown is awaiting a trial date.

Williams decided they were to charged after former Attorney General Kathleen Kane decided not to charge the group because she said the sting was predicated on racism, whom she believes was at the hands of Frank Fina, a former Attorney General prosecutor and then Assistant District Attorney before he resigned in disgrace after homophobic, sexist and racist emails were released.

Williams fought diligently to keep Fina with the DA’s office, and only sent Fina to sensitivity training after a group of City Council persons insisted Fina, and two other former Attorney General Office employees, Pat Blessington and Mark Costanzo, be fired.

In light of the Johnny-come-lately financial disclosures, in which Williams disclosed his acceptance of money, jewelry and free gifts from individuals, specifically, a lawyer who tries many cases in Court, it reeks of hypocrisy.

Williams quickly made the disclosures in light of the air of investigation by the FBI. A first year law student would know these kinds of alliances are just wrong.   Conflict of Interest/Red Flags  Williams have been arrogant about accepting “freebies”, while holding others accountable for doing the same thing.

Could Kathleen Kane, who was convicted of perjury on Monday and is awaiting sentencing for exposing several prosecutors, (Fina being named as her arch-enemy), and two Supreme Court Justices, actually stand to see karma as far as Williams is concerned?

Kane certainly exposed the “Legion of Doom”, but she is no longer one of the “Super-Friends”.

The FBI is investigating the financial dealings of Williams according to the mainstream media.  Feds Eye Seth Williams  The Feds will have a lot to investigate.  Maybe while they’re looking, some of the people who say morale is lower than it’s ever been in the DA’s office will reveal what they know.

Meanwhile, Williams continue to surround himself with people in similar financial hardships as himself.  Williams, who once had a lien placed on his home for not paying a PGW bill, recently appointed Tariq El-Shabazz to his staff.  El-Shabazz has a history of not paying his bills and have several liens and judgments against him.

El-Shabazz private practice, was recently taken to landlord tenant court for non-payment of rent.

Williams, who have yet to prosecute some cops, where there is compelling evidence they have committed crimes, as in the case of Lieutenant Raymond Murphy, and did nothing to protect Whistleblower AJ Thomson, have a lot to be concerned about.

Maybe after seeing what happened to Kathleen Kane, he will be reluctant to retaliate against those who know where the bones are buried.

Sneaky the way Williams delivered the thick packet that proves his poor decision-making skills, by dropping off the “forgotten” disclosures of goodies involving everything from a $45,000.00 free roof repair, to a $6500.00 Rolex watch, to office of the Board of Ethics.  Yes, there is such thing.  Unfortunately, our highest law enforcement officials seem to have a lack of them.

For some reason, Wiliams felt compelled to report staying at the Florida vacation home of the defense attorney, Richard Hoy, whom he said was a friend.  I guess he must have remembered that not reporting “gifts” from “friends”, is what former Congressman Chaka Fattah charged and convicted.  Fattah is scheduled to be sentenced in October.

But for all his wheeling and dealing, and disregarding his behavior which are a clear conflict of office for anyone in his position, he said, according to his attorney, Samuel C. Street, he made a mistake.  “He “wasn’t paying attention,” his lawyer said. He didn’t realize he had to because he didn’t see most of them as gifts, Samuel C. Stretton said, but rather as nice things his close friends gave him.”

Sounds alot like Herbert Vederman and Fattah.

Another attorney, now a Common Court Pleas Judge, Scott DiClaudio, who gave Williams $6,000.00 in gifts that included sports tickets and $1500.00 in Visa cards, said he only did so “completely out of the friendship we have enjoyed for three decades.” Forgotten List of Questionable “Gifts”

DiClaudio has a colorful past of his own.  He was not recommended by the Bar Association for the election to the bench.  According to the Philadelphia Inquirer, despite not being recommended by the Bar Association, U.S. Rep. Robert Brady, Chairman of the city Democratic Party, state “at the time that the party backed DiClaudio because Williams had vouched for him.”

Prior to his winning a seat on the bench, DiClaudio was admonished by the state Supreme Court for “serial misconduct” in his work as a defense attorney. The Inquirer reported that “Williams defended his friend in a statement as having “provided top-notch legal services” for many clients.”

Once again, Federman and Fattah.  How did they make out with that argument?

Maybe Seth needed a vacation, because it is very hot in the kitchen.  It isn’t difficult to see that the kitchen is going to get a lot hotter before all is said and done.  Seth may go from the hot kitchen, into the frying pan.

“We have to end all this” cries Trauma Surgeon

This is the quote from Dr. Brian Williams of Parkland Hospital in Dallas Texas.  Yes, that Parkland Hospital.  The same one where President John F. Kennedy died after being assassinated on November 22, 1963.

Dr. Williams is a Trauma Surgeon.  Dr. Williams tried in vain to save the lives of the five Dallas Police Officers who were killed by Micah Johnson on July 8, 2016.

Dr. Williams is a black man.  Dr. Williams broke down in tears as he begged for an end to racial violence.  At a news conference on Monday afternoon he declared “This killing, it has to stop”.  He went to state that “black men are dying and being forgotten.  People retaliating against the people that are sworn to defend us.  We have to come together and end all of this.”

Dr. Williams expressed pain at the killing of Alton Sterling and Philando Castile in Louisiana and Minnesota earlier in the week.  However; he was further sickened by the killings of the cops in his city.  Cops he tried in vain to save.

Dr. Williams stated that he “understand the anger and the frustration and distrust of law enforcement, but they are not the problem,” his voice quivering.  He believed “the problem is open discussions about the impact of race relations in this country”.  Williams declared also that “black men dying at the hands of police officers affected me.  I fit that demographic of individuals.  But I abhor what has been done to these officers and I grieve with their families.”

Dr. Williams said he has a young daughter is is teaching her how to interact with the police.  He says he often pick up the tab when he sees cops in restaurants and want his daughter to see a different purview of the police than he did.

“I want my daughter to see me interacting with police that way so she doesn’t grow up with the same burden that I carry”.

Dr. Williams advised the Dallas police to as a black man, he supports them.  However; it “doesn’t mean that I do not fear you.”  He further stated he would worry about his personal safety and have a “visceral reaction” and fear if he is approached by the police.

The problem is that an open dialogue about race has to happen.  It cannot be hampered by whites infusing “race baiting” and the “race card” into the equation.  Nor can it be hampered by blacks infusing the “victim” mentality and “all police shootings upon black men are bad shootings”.

This experience also exists within the ranks.  There are double standards.  It is apparent when it comes to discipline.  It is apparent when a cop perceives mistreatment in a district or unit.  It is apparent that black cops and black supervisors are not supported, by and large.  It is apparent that when an accusation is made against a black supervisor, the FOP immediately respond to the complaints made by officers.  However; when multiple complaints are made against supervisors who are a non-minority, the same service isn’t as swift.

There is less respect and more of a conspiracy, almost a “mutiny” mentality when it comes to black supervisors.  Especially when they are tasked to supervise in the less than minority friendly districts.

Double standards are pervasive.  And it has no place in policing.  There isn’t a justification for allowing cops who have committed crimes, like Lieutenant Raymond Murphy, where there is compelling evidence to suggest that he committed a crime, to remain in his position and not be accordingly charged.  Nor when you have groups of Police Officers committing other crimes and are only disciplined internally as opposed to being charged with theft of services.

Conversely, a black former police officer, Andre Boyer, who has been adamantly gathering and releasing compelling evidence to prove the theft, is now, according to Boyer’s writings, is getting attacked by the Fraternal Order of Police, or more specifically, according to Boyer, the Vice President of the FOP, John McGrody.

Boyer had been fired under dubious circumstances and is now suing the Fraternal Order of Police and it’s Vice President John McGrody, as was former Sergeant Tyrone Cook.

Meanwhile, Corporal Robert PawLOWski, makes offensive and racist comments at the FOP Lodge 5 headquarters, and are reported by other officers, there is no public rebuke of the behavior by police union.

When you have a police officer with the mentality of Corporal Robert Pawlowski, who was recruiting other officers to adopt his racist beliefs as exhibited by his racist behavior, in, of all places, the Fraternal Order of Police lodge, it has to end.Police Corporal Make Racial Slurs At FOP

Double standards when you can have a black supervisor, Sergeant Tyrone Cook, fired and loses his arbitration for being less than 15 minutes late.  Double standards when you have Police Officer John Hargraves, who was charged and his charges dismissed, but he loses his arbitration.  If this only involved John Hargraves, who is black, it wouldn’t raise any red flags.  But there are many officers who are alleging that black cops are losing their arbitration hearings and having to wait for a much longer time than white officers.

The standard many black officers have been using is Officers Thomas Liciardello, Brian Reynolds, Michael Spicer, Perry Betts, Linwood Norman, and John Speiser, who, after being acquitted of serious charges, are alleged to have received their jobs back and arbitration dates, at warp neck speed.  Ironically, one of them, former Officer Perry Betts, failed the drug test, and was promptly fired again.  One of Narcotics Six To Be Fired Again For Failing Drug Test

When you have cops having racist and offensive KKK related stickers on their lockers “Blue by Day, White by Night” and “White Power” and the Officers, Scott Schweizer and Eric Dial(now deceased), get suspended, but they land back in the 24th District.  A district where resident racist Corporal Robert PawLOWski, also landed after his 30 day suspension.  A district that is allegedly one of the most racist in the department.  A district where perhaps they will feel comfortable with their overt racist actions.

These kinds of double standards within departments, which isn’t exclusive to Philadelphia, contributes to the distrust in police.  The scandal plagued San Francisco Police Department has recently been found by a report as having “institutionalized” bias. When racist website are allowed to exist, until a black police civic association sues, there is a problem.  Black Police Sue Over Racist Website  The white supervisor who was the “moderator” then-Sergeant Fredric McQuiggan was never disciplined.  McQuiggan continually was promoted with no fan-fare.  Yet a black supervisor, now Lieutenant Nashid Akil, made headlines over his promotion, because he was fired before.Once Fired Cop to be Promoted.  The media should have been notified of the promotion of Fred McQuiggan on at least two occasions.

Double standards when you have Charlie Green, then a Lieutenant, get disciplined for an entire squad of police officers assigned to the Vice Unit, stealing from the city, and he is transferred to Internal Affairs, of all places.  Green is then promoted and put in the Range.  No mainstream media coverage, no outrage.  Nothing.

Greg Riley, a white supervisor, is found guilty of egregious, arguably, crimes, and demoted, but sent back to the Impact Unit, and is summarily re-promoted.  Yet a black Lieutenant, Jamil Taylor, is skipped.

Former Police Officer Christopher Hulmes, was charged with perjury.  It took years, and the efforts of an ADA AJ Thomson, who stood up, and many concerned cops to continually report Hulmes lying in open court and admitting it.  Lying Cop Charged.

The Philadelphia District Attorney’s Office was well aware of the perjury, yet they continued to call Hulmes to testify.  And all the while, never notifying the defense attorney’s of his background, even though they had previous knowledge about his lack of credibility.  This is a violation of the Brady rule.  Defense attorney’s had to find this information out on their own, well, with the assistance of a few whistle blowers.

In Brady, The United States Supreme Court placed a duty on prosecutors to turn over all evidence favorable to the accused in a criminal trial. Yet his was given a perjury pass by the Assistant District Attorney Terri Domsky.  ADA gives Lying COP ARD  Moreover; no one challenged Hulmes getting his pension.  Under civil service regulations, his crime occurred while he was working, thus, his pension should be forfeited.

We have to end all this.  Both inside the department and it will have a ripple effect outside the department.  If minorities have to live by double standards within police organizations, there is little wonder why they are doomed to live by double standards outside of them.

Everyone weeps when a police officer is killed in the line of duty.  It is at that time when police organizations become one.  There is a deep pain in the hearts of everyone about the heroes in Dallas.  It really hit home for us as a nation.  Americans were also outraged at the aftermath shooting of Philandro Castile that was streamed live by his girlfriend.  It was in our living rooms, like television did during the Vietnam War and radio did for World War II.  It was inescapable.

There is a travel advisory for Caribbean people visiting the United States because of these series of events.  The Bahamas, a Caribbean nation where most people identify as being of African heritage, issued this warning to it’s citizens on Friday to be careful when visiting U.S. cities rocked by “shootings of young black males by police officers.”  Scary.

As President Obama exclaimed today in Dallas, “our righteous anger can be transformed into more justice” and more peace.  But we have to begin by having real meaningful dialogue.  Acknowledge there is a problem.  And begin to administer the same standard to all cops, regardless of their color, gender or creed.

Philadelphia Police Inferno Affairs

Things are heating up in Internal Affairs.  It has been reported for years about the goings on in the unit that is supposed to oversee the Philadelphia Police Department.

It has been reported that there will be a major shake-up within “Inept Affairs”.  Inept Affairs has always had a reputation for protecting bad cops, and retaliating against whistleblowers who make their job more difficult.

Unfortunately for the good cops who work there, they have often been transferred and end up being disciplined for not going along with the official “conclusion”, or story that Internal Affairs higher-ups designate for each case.  If the officer doesn’t want to go with the “official” story, then he or she will have pay the price.

Bad cops in Philadelphia know there is little chance of being bought to justice by Internal Affairs.  They have enjoyed solitude and silence from the Bureau.  The cases of Thomas Liciardello and his crew, Jeffrey Cudjik Cujdik Fired-Not Charged and his crew, Harold Lloyd and his crew, Christopher Hulmes Hulmes Arrested Jeopardizes Numerous Narcotics Cases and Raymond Murphy is proof of this.

The cases of Liciardello, Cudjik and Lloyd, in which IA had received many complaints about their misdeeds, and basically failed to take action.  In the matter of the latter, Lloyd did receive a suspension for the LIHEAP theft.   Christopher Hulmes was only prosecuted many years after his crime of perjury, after a whistleblower bought his criminal conduct to the attention of the mainstream media.  Internal Affairs Knew About Allegations Against Narcotics Cops

As of this writing, despite compelling evidence against Raymond Murphy, he has yet to be charged with theft of services for the money he stole from PECO.  Unlike Aisha Perry at her private residence, Murphy had a device on his meter.  Also unlike Aisha Perry, who has maintained her innocence and provided her PECO bills as evidence, Murphy had single digit bills, while Perry had higher than normal bills.

What is the difference?  This is proof Inept Affairs protect the crooked and persecute whistleblowers.  Perry had been known to report misconduct.

Officer Edward Sawicki was immediately charged for having an argument off-duty that allegedly had a racial component to it.Cop Charged with Terrorist Threats  One has to wonder why?

Cops get into off-duty arguments everyday and even if he did call someone a name,  should he be arrested for it?  Adding insult to injury, it was just decided last week, he would not be retried.  Resident Racist John Pawlowski wasn’t prosecuted, and shouldn’t have been either, but he should have been fired.  But Sawicki was charged and fired.  A Common Pleas jury acquitted the officer earlier this year.  Cop Acquitted

The irony in the Testa case is the boldness in which he used his rank to intimidate anyone who even thought about reporting the stolen gun parts that Magsam had taken, and was later found in his home after a search warrant was issued.  Magsam was subsequently charged, despite IA’s refusal to charge him.Cop Arrested For Gun Parts Theft

It took years.  And during the investigation, even after Testa embarrassed the Police Department, he was merely kicked out of the Firearms Unit and put in  a district.  He was only put in DPR after six years, when his arrest was imminent.  Testa took the easy way out, he killed himself.  Testa Commits Suicide

One has to wonder what Sawicki did to deserve such treatment for an off-duty argument.  At least his life will not be further interrupted and he can return to his job.  Maybe Sawicki should have started a “love” affair with the amorous city prosecutors.

Under the previous administrations of John Norris, Steve Johnson and Pat Fox, it had long be rumored bad cops were taken care of.  Norris and Fox it was rumored, actually went out of their way to get cops they disliked, while Johnson was called “Nero”, because he did nothing to stop it. From most sources, Johnson was a genuine nice guy.  Maybe too nice.

Rumor has it that toward the end of Johnson’s reign at the helm of IA, the facade began to disintegrate.  Johnson began to see what was going on around him and the last days at IA was uncomfortable.  Allegedly, Fox had an all out war with Denise Turpin.  Turpin was constantly being disrespected by Mark Everitt, who, as only a Captain, allegedly decided he could disrespect Turpin because she didn’t count.  It was reported that Johnson, who told Turpin he would not remove Everitt from her command, lost the battle.  Sources in IA has reported their opinion is that Everitt is a racist and it is alleged he has a long history of being confrontational with minority officers.  Under that guise, it is apparent why he experienced difficulty working under Turpin and wanted to get away.

Shortly thereafter;  Fox moved Everitt to another squad, even after Johnson promised the move wouldn’t occur.  Johnson was reportedly furious, but failed to stop the move.  Ouch!

Therefore; Laverne Vann should understand how George Fuchs felt comfortable enough to become confrontational with her.  If a subordinate, as in the case of Everitt and Turpin, could blatantly disrespect a superior officer, understandably, peer-to-peer, all bets are off.  Professionalism is out the window.  White male ego supersede common sense and professionalism.

It was a big story when now Lieutenant Nashid Akil was promoted in the media.  Controversial Cop Gets Promotion.  Where was the media story when Charlie Green, who was disciplined after several cops in the Vice Unit stole thousands of dollars from the city and was disciplined, not charged, and ordered the repay the stolen money to the city from their pension plans.  Green was transferred to Internal Affairs after his misdeed and then promoted to Captain.  There was no mainstream media coverage.

What is amazing about Patricia Giorgio-Fox, she sat in judgment of cops and never worked the streets and knew nothing about policing, according to many sources.  Yet she was never stopped.fox

Admitted Liar Christopher Hulmes Gets A Deal

Admitted perjurer former Officer Christopher Hulmes has been the sweetheart deal of the century.  Since when does the District Attorney’s Officer offer the first time offender program to people charged with felonies?  And when is a first time offender still a first time offender, even though Hulmes was arrested for DUI earlier in the year.  This is outrageous.

As a result of his arrest, hundreds of cases are in jeopardy of being tossed.  Lying Cop Could Void Arrests  This guy denied being a liar to the end.  Hulmes Insists he was truthfulHulmes, who admitted in open court to a sitting judge, that he falsified paperwork, continued working on the street for many months after the transgression.  This case, which resulted in another black eye for the Philadelphia District Attorney’s Office after Philadelphia City Paper did a series that exposed the facts the DA’s office continually called the cop to testify, after knowing he was a liar.  Furthermore, the Police Department failed to remove him from the street.  Cop admitted to Lying in Open Court

Even after this Officer embarrassed the District Attorney’s Office DA’s Black Eye over One Lying Cop and the Police Department, the DA’s office took the “unusual” step of giving this liar a sweetheart deal.

This officer was only arrested after the expose’ of the City Paper.  Officer Arrested After City Paper Investigation  It was rumored that many other officers reported this cop to other law enforcement agencies for years, regarding this matter, to no avail.  It was finally taken to the media.

An honest former ADA, AJ Thomson, was terminated because he was suddenly producing substandard work after refusing to put this lying cop on the stand and questioning the reasoning behind the DA’s office continuing to call him to testify.  DA vs Lying Cop  Thomson really did battle with his then supervisor, ADA Jackie McCauley, who also happened to be married to a Narcotics Officer, Joseph McCauley,  who was friends with Hulmes.  Many have asserted that Hulmes was very confident, almost cocky about the outcome of this criminal case.

The problem is this officer, like many others who have been similarly situated, allegedly has had multiple affairs with various ADA’s.  One has to wonder if this is why this guy gets the break of the century.  Especially considering he has been arrested multiple times in the last year.  Isn’t it the “first time” offenders program?  Unless DUI’s don’t count.

This is the same ADA, Terri Domsky, who has prosecuted many other white cops, including former Officer Doug DiEmedio, among other, who all got sweetheart deals.  One has to wonder why?  What is the commonality?  Prosecutors protect corrupt cops  Once again, it comes back to double standards.  This entire situation should be investigated.

FRANK FINA RESIGNS

It has been rumored that Frank Fina, the racist, sexist, homophobic email sending prosecutor in the Philadelphia District Attorney’s office, has resigned.

Seth Williams, who probably couldn’t be elected dog catcher in Philadelphia, has yet to publicly announce the resignation.

Fina the Freak, as he is often referred to, is one of the three who left the Attorney General’s office and came to the Philadelphia District Attorney’s Office.

Fina is in the middle of “Porngate”.  It has long been questioned as to why Fina didn’t resign and the light must have finally turned on for the racist, sexist Prosecutor.  Why Doesn’t Fina Quit?

Williams, who has been under pressure to fire the three prosecutors has steadfastly refused to do so, and finally announced he did give the prosectors “sensitivity” training.  It seems that the entire crew who came from the Attorney General’s office, including one Claude Thompson, whom Williams recently appointed Chief County Detective for the District Attorney’s Office, was problematic.  Claude Thompson Promotion

Someone needs to tell this guy, that if you stop a car in Philadelphia, you must comply with documenting that car stop.  Ol Claude probably didn’t appreciate Chief Inspector Joseph Sullivan making him look foolish.  This guy deserved a promotion in the District Attorney’s Office though.

Seth Williams Probed By Feds

Philadelphia District Attorney Seth Williams is being probed by the feds.  FBI agents visited a landlord of Seth Williams ex-wife, Sonita Williams, over a sweetheart rental deal.  According to the Philadelphia Inquirer, FBI agents visited Robert Herdelin, who owns a property that he owns in Drexel Hill and is renting to Sonita Williams.  Feds Probe Seth Williams over Shady Rent for Ex

Herdelin admitted the property could easily rent for $2500.00 a month, but agreed to rent it to Sonita Williams for $1,000.00 a month.

The FBI has been sniffing around his campaign “Friends of Seth Williams” for the last year.  Rumor has it there is a grand jury working in conjunction with the FBI and the IRS.

Seth Williams has long been a target about his messiness regarding his finances.  Williams, it was reported closed down “Friends of Seth Williams”.

Shortly after the FBI visited Herdelin, he immediately raised rent to the market rate of $2500.00 and the financially challenged ex-wife of Williams, immediately moved out.

Someone has littered Center City with flyers admonishing the Philadelphia Police Department and the Philadelphia District Attorney’s Office for their actions (or lack thereof), of the LIHEAP indictments 18 Charged in Theft of LIHEAP Funds and the PECO thefts.Man Charged In PECO theft in 5 Counties in PA

Just as someone did last month to expose the racist antics of Philadelphia Police Corporal Robert PawLOWski Racist Cop Disciplinary Action, to the citizens of the 24th and 25th districts, this time they went to the bastion of justice itself.  Racist Cop Rants Exposed

The flyers were distributed at 13th and Filbert Streets in front of the Criminal Justice Center.  The flyers depict just two of the numerous cops who allegedly stole federal funds from the Low Income Home Energy Assistance Program or LIHEAP as it is commonly known.  One of the flyers also depict the Lieutenant from the PECO theft.

According to the Mainline Media News, “Basically, the defendant was going to several businesses and homes and manipulating the meters and tampering with the meters so that the meters would read less, or at times nothing at all, and in return the homeowners and business owners would pay him to do so,” alleged Assistant District Attorney Sophia Polites.  This statement was made in reference to the guilty plea of the Philadelphia man,
Marcelino Cuadra Jr., 46, of Aramingo Avenue.

Cuadra pleaded guilty in Montgomery County Court to charges of corrupt organizations, theft of services and conspiracy to commit theft of services in connection with the meter tampering incidents that occurred in Montgomery, Chester, Bucks, Delaware and Philadelphia counties between December 2009 and October 2012.  Cuadra received probation and restitution to the tune of almost $350,000.00. One of those involved was Lieutenant Raymond Murphy of the Philadelphia Police Department.  Affidavit if Probable Cause

No one in the Philadelphia Police Department in the LIHEAP matter was criminally charged.  Officers received suspensions with Lieutenant Harold K. Lloyd receiving a twenty (20) day suspension.  They were required to make restitution to the Federal program.

Officer Tonetta Dawson and Nadine Ector along with Lieutenant Raymond Murphy are depicted on the fliers.  Retired Corporal Angie Brookins and Retired Lieutenant Stephen McCollom were involved as well.  All were allegedly departmentally charged as opposed to being criminally charged.  Officer Tonetta Dawson works in the office of Chief Inspector Dan McDonald and Nadine Ector worked for former Deputy Police Commissioner Kevin Bethel.  This is why they were surgically removed from the LIHEAP indictment.

It is apparent that the prosecution of the individuals in both indictments were carried out but glaringly missing are the police personnel involved in the schemes.  LIHEAP Indictment – Less Cops

These cases are poignant inasmuch they provide compelling evidence that the Philadelphia Police Department and the District Attorney’s Office cherry pick whom they decide to prosecute and/or fire.  Often protecting the corruption, misconduct and criminality of police officers.  When the corrupt officers work for high-ranking officials, it becomes more dubious when they aren’t criminally charged and held accountable for their criminal behavior.  Below is a paragraph in the LIHEAP information packet.

The state, territory, or tribe’s main LIHEAP office should have a process for reporting cases of fraud, waster, and abuse.  If you don’t feel comfortable calling that office or if you want to report something suspicious happening at the main LIHEAP office, we have an anonymous Fraud Hotline.   You can call the hotline at (800) HHS-TIPS (800-447-8477) or submit a report online.  You can also fax or mail your complaint, or call a TTY number if you are hearing impaired.  That information is on the Fraud Hotline website.
