Double Standards: Black Cop calls Cops and Is Disrespected: Cops calls cops on him

It has been emblazoned in our minds lately, white people calling the police on black people when they are where that are permitted to be and there have been no crime committed.  It is a way that white people are “weaponizing” the Police.

We have seen it in several high-profile incidents beginning with the  Starbucks coffee shop; the incident at a Waffle House; the two black men who went to LA Fitness to work out the a gym; the ex-White House staffer who moved into a new apartment at night; the five black women who were playing golf with friends;  the passenger sitting too close while flying on a crowded plane; the black family for having a barbecue at a park; the three black teens at Nordstroms while they shop for a prom outfit; the black man who was denied buy a money order to pay the rent because of fears of a baseless fraud; the black woman who was checking out of an Airbnb; or the black student who decided to take a nap while studying at their Ivy League college campus.

When the white woman called the cops on the black entrepreneurs, Police Commissioner Richard Ross apologized for his initial response to the incident.

It’s now a “thing”.  So what happens when a black cop, a Police Lieutenant calls the police because his girlfriend refuses to leave his house?  The cops, basically calls the cops on him.  Lieutenant Michael Mills called the Police, identified himself as a Lieutenant and requested police assistance because his girlfriend refused to leave.  So what happens?  The cops call the cops on the black cop.  The officers made a report to Internal Affairs.  Yup, they called the cops on the black cop.  Weaponizing the police against a fellow officer.

The Washington Post asserts “there is no consequence for the people who “weaponize” the police to use it as an “extension of their whiteness”.  In this instance, a Sergeant, who was being rude to a Lieutenant.  The Lieutenant called the Police because his girlfriend, who was visiting his home, refused to leave and caused a disturbance.

The Sergeant, Francis Detreux was allegedly rude and indifferent to the Lieutenant.  Sources state the purportedly beautiful home which was featured on a segment of HGTV, seemed to irk the responding Sergeant Detreux.

Afterwards Lieutenant Mills requested a supervisor to handle the rudeness of a lower ranking officer.  Many cops allege that Detreux is a piece of work in his own right.  He has had his share of incidents himself.  The irony is that when the Lieutenant who responded, Boyle, arrived, he was rude as well.

After a heated exchange with the Lieutenant, because the responding supervisor alleged that Lieutenant Mills failed to identify himself as a Police Officer, they did handle the disturbance.

The question becomes what is the Police Department going to do to these two officers for initiating an Internal Affairs investigation for the officer calling the police to quell a disturbance at his home.  This is different than a notification that the police responded to the home of a police officer because of a domestic incident, in which Lieutenant Mills was a victim.

Needless to mention here, there are people like Corporal Bob Pawlowski,  Police Officer Ian Lichterman, Officer Scott SchweitzerOfficer William Thrasher, and Captain Fred McQuiggan, father of the now shuttered racist website, Domelights.com are still in the Philadelphia Police Department.

It is the perpetuation of white people calling the cops on black people in an effort to “weaponize” the police isn’t acceptable in society, it certainly shouldn’t be acceptable within law enforcement.

Rudeness is never acceptable.  Rudeness to a superior officer, should result in disciplinary action against the offender.  The actions of Sergeant Francis Detreux should be investigated and if founded, he should be disciplined.  Lieutenant Mills is a superior officer to Sergeant Detreux and should be addressed and treated as such.

If a Police Lieutenant can be treated in this manner for a minor disturbance in his own home, how will the good citizens of Philadelphia fare?

Commissioner Ross really needed to initiate training on implicit bias.  And he needs to enforce the disciplinary code when it is proven this bias has resulted in the decision making skills (or lack thereof) in incidents such as this.

 

 

 

 

 

 

 

 

 

 

Racists, Neo-Nazis & Supremacy on PPD

In light of what is going on in the America after the tragedy in Charlottesville, in which we lost two law enforcement officers, Troopers, Lieutenant H. Jay Cullen, and Trooper Berke M. M. Bates of the Virginia State Police, as well as Heather Heyer, who were killed it may be time to revisit some of the racist, neo-nazis, white nationalists and white supremacist that are employed by the Philadelphia Police Department.

The “twitterverse” has begun a campaign to identify the marchers of Hate in Charlottesville, by asking neighbors, friends, co-workers and family members to identify these purveyors of hate.  Yes You’re a Racist is a twitter campaign that is the vessel being used to this end.  To that end, we invite those in the PPD who are working beside, with and know of these parasites.  Here’s a refresher course of what we have reported in the past.

Philadelphia Police Officer Ian Lichterman was a member of the same white supremacy group as the killer of Heather Heyer, Blood and Honour.  Blood and Honour has been identified as a skinhead racist extremist group by the Southern Poverty Law Center.

Lichterman’s affiliation was discovered after the database was hacked of neo-Nazi and white supremacist website users by One People’s Project in 2010.  On September 1, 2016, it was reported by a citizen by the name of Mindy Isser via twitter to the Police Commissioner, that she was offended by a visible “nazi tattoo” on his arm.

The tweet went viral, Internal Affairs completed its investigation and absolved Lichterman of any wrongdoing.  The Times of Israel reported on this despicable incident and reported Mayor Kenney was none too pleased.  John McNesby reportedly responded the tattoos were “no big deal”.

Where is Shomrim in all of this.  Staff Inspector Larry Nodiff has alot of other stuff on his mind these days, like getting indicted, but Nodiff, Inspector Ben Naish and others who are members of Shomrim should have called McNesby out for defending an officer because he was found to be a member of Blood and Honour, even if there was no policy on tattoos at the time.

The ancient beautiful religion of Judaism and the officers who who are Jewish are under assault by this hate.  It cannot be tolerated.  NEVER FORGET.   We have a DUTY to speak against hate and never be silenced.

So apparently, if you are a member of a known hate group, such as Blood and Honour, you can still be a cop in Philly.

Pawlowski would be Corporal Robert Pawlowski who, without fear, began throwing around the “N” word in an attempt to recruit other officers in the Fraternal Order of Police headquarters.  Pawlowski referred to black officers as “banana eating monkeys” and repeatedly used racist language about then Captain Robyn Wimberly.  Pawlowski received a 30 day suspension and a transfer to the 24th District.  A district that reportedly has a history of racism.  The same district where Schweizer and Dial was assigned after their racist activities.

But FOP President, John McNesby responded to a reporter for the Philadelphia Daily News that he’s seen the tattoo and “it’s no big deal”.

This sentiment is why the racist website, Domelights.com, which was operated by a Philadelphia Police Sergeant, (now Captain) Fred McQuiggan, without fear.  Domelights was dimmed by former Police Commissioner Charles Ramsey after a lawsuit initiated by the Guardian Civic League.  However; McQuiggan was never disciplined and continued to get promoted without consequence.  The Guardian Civic League extinguished domelights.  McQ, as he was known on the racist message board, was forced to shut down the racist site.

Police Officer Michael Kelly

A police officer, Michael Kelly who hung a black baby doll in mock hanging in Highway Headquarters, which resulted in a lawsuit by then Police Officer Lonnie Adams and Bryan James.  The lawsuit says the Police Department “failed to do anything about the matter,  they were never suspended despite a recommendation Police/Civilian Board of Inquiry that they be suspended.”  referring also to the Sergeant at the time, Sergeant Cray, who failed to take any action.

A former Police Sergeant who called former Commissioner Neal the “N” word at roll call.  It doesn’t seem to be getting any better.

Captain Drew Techner

Captain Drew Techner, formerly of the 18th District, allegedly went on a racist rant about Black Commanders in the Police Department.  After a two month hiatus at the 18th District, Techner was bounced to night command.  The blatant disrespect and dishonor he bought upon the Department in the 18th District operations room, was deplorable.

The irony wasn’t lost on the police officers assigned to the 18th District, who not so long ago, had to bear the racist rant about their then-Black Commander, Captain Robyn Wimberly.  Wimberly was called a “banana eating monkey” by Corporal Robert Pawlowski.

Two narcotics officers, Officer Scott Schweitzer and Eric Dial were kicked out of Narcotics after two racist stickers were discovered after another officer noticed them plastered on their lockers.  One sticker said “White Power” and another depicted a Pawlowski looking man, half in uniform and half as a Klansman with the epitaph “Blue By Day – White By Night”.  Cops Suspended over Racist Materials at Work

Officer William Thrasher, of the 22nd District, and a 2-year veteran, conducted a ride-a-along with a Temple University student journalist. During that ride-a-along, it was alleged that Officer Thrasher made racial comments and slurs, which were posted on Temple University School of Communications and Theater website. The Philadelphia Police Internal Affairs Division investigated the allegations and Thrasher was charged with departmental violations for his conduct. Commissioner Ramsey has given Thrasher thirty days suspension with the intent to dismiss for his conduct.

Officer William Thrasher, of Tacony of all places, said to a student report “These people are fucking disgusting, it’s like they’re animals.” referring to black residents who live in the district which he patrols.  He also told the reporter about “TNS”, which he described as “typical nigger shit”.  Racist Philadelphia Officer Thrasher  Thrasher was re-instated by an arbitrator who stated the reporter refused to  turn over her notes to Internal Affairs. Racist Cop Reinstated

There is a problem in our country.  There were people from all walks of life in Charlottesville Virginia.  “The only thing necessary for the triumph of evil is for good men to do nothing.”   Edmund Burke.

There has to be a conversation about the racism that has been emboldened in our society.  We should be capable of having this contentious, but necessary conversation.

Racist Cop Alert – Ian Lichtermann

The Philadelphia Daily News reported that Officer Ian Hans Lichtermann, was snapped by a Philly resident by the name of Mindy Isser who questioned the Police Department’s Police Commissioner, Richard Ross why does one of his employees have a nazi tattoo on him.  Mindy Isser says he has the words “fatherland” under the Nazi symbol.  PPD Nazi Story Here  Lichtermann is purportedly assigned to the 2nd District in Northeast Philadelphia.

We’ve been down this road before. But the story in the Daily News is incomplete.  It fails to mention that this guy was outed by hackers as a member of Blood & Honour, a white supremacy skinhead group and declared a hate group by the Southern Poverty Law Center.  Alleged Neo-Nazi Cop Back On-Duty  and Nazi Tattoo On Philly Cop Investigated

A website called One People’s Project, which has a great sub-heading, “hate has consequences”, a site that is devoted to exposing Neo-Nazi’s and other hate groups.  When they discover individuals who are members of hate groups, they do background and expose them.  In exposing Lichtermann One People’s Project writes “The names of a decorated Philadelphia police officer, Ian Lichterman as well as officers from New York and military personel have also reportedly been discovered. Philadelphia Police Public Affairs office told One People’s Project that the matter would have to be investigated before any statement is made on their part.”

The names of some of the officers in the past who were accused of being either involved in a hate group, or have went on racial tirades, or have racist and hate filled material in or on city property follows a pattern.

Maybe McNesby feels he can justify any of the many recent reports of cops engaging in racist behaviors involving symbols, speech and literature because so far none of the minority officers have challenged him.  When is it enough?

This is what happens when you have cops who are involved in hate.  Their arrests are tainted.  This is taken by the website of a law firm who used the hate of the officers to mitigate the charges against his client.  DA tries to hide info from Defense Attorney is alleged

Shortly before opening arguments, the DA asked whether I had planned on introducing any evidence of the officer’s past (without ever mentioning what that consisted of).

When told I was going to use the KKK material as impeachment evidence to show the officer’s bias towards my black client, the DA complained to the judge that it should not be admitted because she wasn’t provided notice of my plan to use it!

However, Rule 404(b) only requires the Commonwealth to file notice of intent to use prior acts evidence, and it appears the DA’s Office had previous knowledge about acts of its own officer. This lead me to ask a few questions:

  • Why did I have to get this information on my own?
  • Why didn’t the DA provide it to me?
  • And was the DA hoping I didn’t know about it

Too quickly, does the FOP dismiss any allegations of racism by police officers or racist acts.  Corporal Pawlowski had the temerity to attempt to recruit inside FOP headquarters.  He did so while the group of black officers whom he referred to as “banana eating monkeys” was only a few feet away.

A police officer, Joseph Kelly who hung a black baby doll in mock hanging in Highway Headquarters, which resulted in a lawsuit by then Police Officer Lonnie Adams.  A former Police Sergeant who called former Commissioner Neal the “N” word at roll call.  It doesn’t seem to be getting any better.

These kinds of cops have  the ability to influence and indoctrinate new cops coming into the police department.  Something has to be done.

Although this incident happened a few year ago, that tattoo is still there.  It will probably be a court battle if that officer is ordered to cover that symbol of hate up while he is working, but I have faith in the public.

Six million people of Jewish descent was killed by the Nazis.  Six million people were part of the “final solution” of a mad man.  The mantra “Never Again” certainly applies here.

This cop cannot credibly testify in court at this point.  His credibility will always be challenged because of his affiliation with a hate group as exposed by the hackers on the One People’s Project website.  Just as defense attorney’s did in the Narcotics cops case.

Shout out to One People’s Project.  Keep exposing the racist that live among us and insist on having job in which they are able to exert authority over people of color.  Racist are always attracted to policing jobs and military jobs where they hope to oppress the people they are supposed to serve and cause nightmares for people they work with by getting promoted and moving up through the ranks so they can cause as much damage as possible to people of color.

Racism has no place in PPD or Jefferson Hospital

Jefferson Hospital fired a Jefferson Health employee for a racist, hate filled post that went viral.  The employee was identified as Diane Amoratis.  A Jefferson spokesperson said the employee was not a nurse, but declined to identify her job duties.Jefferson fires employee over racist rant.

Diane Amoratis 53, of Bridesburg,  an area of with a history racism in the City of Philadelphia, didn’t bite her tongue.  Now it has cost her a job.   Bridesburg was one of the areas in the past where minorities were unable to peaceably walk through without being assaulted.  Racism in Bridesburg.

Amoratis wrote the inflammatory Facebook post following Saturday night’s Black Lives Matter protest in North Philadelphia in front of the 24th and 25th Districts.  This is where resident racist Corporal Robert Pawlowski is currently assigned.

Amoratis stated she is proud to white and wants black people to get an “honest job”.  Well now she needs a job.

According to the Philadelphia Daily News, “The diatribe, which also praised police restraint at the protest, smoldered unnoticed for a day before it was shared tens of thousands of times by outraged Facebook users across the nation. Many who read the post directed their anger at Jefferson, demanding Amoratis be fired.”  And Jefferson obliged.

Jefferson posted on it’s Facebook page “”Hate speech of any kind is unacceptable at Jefferson and is not consistent with our values, policies and the culture of inclusiveness, dignity and respect we continue to build here.”

Dr. Brian H. Williams, the trauma surgeon who tried in vain to save some of the five police officers who died after the hate crime perpetrated against them by Micah Johnson.

Dr. Williams, who was visibly upset lamented “Hate speech of any kind is unacceptable at Jefferson and is not consistent with our values, policies and the culture of inclusiveness, dignity and respect we continue to build here”, he expressed to CNN’s Don Lemon.

Amoratis has since deleted her racist Facebook diatribe.   There is another screenshot where another person who says she also called  black people moneys and animals.

There is a pattern here.  Frank Fina, Pat Blessington and Mark Costanzo also posted racist, homophobic emails that morphed into what became known as “Porngate”.  It should have more appropriately be monikered, “Hategate”.

Two of the racist procecutors, Pat Blessington and Mark Costanzo are still with the Philadelphia District Attorney’s Office, while a third, Frank Fina, recently resigned.  Racist Prosecutors Transferred by DA.

The announcement only came after a Philadelphia City Council resolution passed on calling for Frank Fina, Mark Costanzo and Pat Blessington to be fired.  District Attorney Seth Williams have steadfastly supported the three prosecutors.  Defying numerous groups, besides Philadelphia City Council, demanding their ouster.  The Pennsylvania National Organization for Women sent to open letter to Williams who still refused to terminate the trio.  Calls for an independent prosecutor to look into the racist, homophobic and sexist emails went unheeded by Williams.  threefreaksimages

Porngate bought down two Pennsylvania Supreme Court Justices, Seamus McCaffery, who was once a Philadelphia Police Officer and J. Michael Eakin who resigned after the emails, which included ridiculing African Americans, women and homosexuals.

Philadelphia has big problems.  And when you have individuals who hold the positions such as Judges, Police Officers and Health care professionals, there is little wonder why the minority communities are suspicious of law enforcement.

In America, African Americans are more likely to have people in these positions making life and death decisions concerning them.

Enough is enough.  Jefferson Hospital ensured this person will have no power over black people who may come across her in their hospital.  Although Jefferson has stated Amoratis is not a nurse, allnurses.com has identified her as a nurse.  Amoratis, Nurse or Not a Nurse.  A LinkedIn profile also lists a Diane Amoratis as a Registered Nurse whose specialty is critical care.  A scary thought, especially since black police officers who are shot in that area could end up requiring her help.

Thank you Jefferson Health.  Continuing your position as a world class hospital and employer.

The baffling part is a racist website used by Philadelphia Police officer, moderated by a white Philadelphia Police supervisor, Fredric McQuiggan was allowed to exist for years without the supervisor being disciplined, nor any attempt to stop it by a sitting black police commissioner.

Three white prosecutors, who left the State Attorney General’s Office under dubious circumstances, was hired by a black sitting District Attorney.  The District Attorney then protected the prosecutors even when it the offensive racist emails were disclosed.  This is the public sector.  Fortunately, the private sector, had no such qualms and terminated the racist poster.

Racist Police, racist Prosecutors, racist Judges, racist medical professionals, documented incident after documented incident, but many whites get upset and calls out anyone who is bold enough to challenge the ways things are, “race baiters”.    In Philadelphia, and in Pennsylvania, it is rearing its ugly head, thanks to the advent of cellphone and social media, more than ever.  It can no longer be denied.

How can black and brown people trust a system where some of its members either verbally, or write their racist views or share racist views?  There is a problem right here in Philadelphia City.  It resonates with the song from the Music Man called “Ya Got Trouble”.  The song goes, ”

Well, either you’re closing your eyes
To a situation you do now wish to acknowledge
Or you are not aware of the caliber of disaster indicated
By the presence of racist in your community . Well, ya got trouble, my friend, right here,
I say, trouble right here in Philadelphia City.
Yup.  Anyone who has ever seen the play the Music Man, can see where the words have been altered to point out the issue in this story.

Gawker magazine was questioning if Philadelphia was the most racist city in America.  Philadelphia: Most Racist City in America?  Hopefully not.

There has to be a dialogue in America regarding race.  The first thing that has to happen occur is the acceptance there is a problem.  Especially in policing, where racism can cost lives.

 

“We have to end all this” cries Trauma Surgeon

This is the quote from Dr. Brian Williams of Parkland Hospital in Dallas Texas.  Yes, that Parkland Hospital.  The same one where President John F. Kennedy died after being assassinated on November 22, 1963.

Dr. Williams is a Trauma Surgeon.  Dr. Williams tried in vain to save the lives of the five Dallas Police Officers who were killed by Micah Johnson on July 8, 2016.

Dr. Williams is a black man.  Dr. Williams broke down in tears as he begged for an end to racial violence.  At a news conference on Monday afternoon he declared “This killing, it has to stop”.  He went to state that “black men are dying and being forgotten.  People retaliating against the people that are sworn to defend us.  We have to come together and end all of this.”

Dr. Williams expressed pain at the killing of Alton Sterling and Philando Castile in Louisiana and Minnesota earlier in the week.  However; he was further sickened by the killings of the cops in his city.  Cops he tried in vain to save.

Dr. Williams stated that he “understand the anger and the frustration and distrust of law enforcement, but they are not the problem,” his voice quivering.  He believed “the problem is open discussions about the impact of race relations in this country”.  Williams declared also that “black men dying at the hands of police officers affected me.  I fit that demographic of individuals.  But I abhor what has been done to these officers and I grieve with their families.”

Dr. Williams said he has a young daughter is is teaching her how to interact with the police.  He says he often pick up the tab when he sees cops in restaurants and want his daughter to see a different purview of the police than he did.

“I want my daughter to see me interacting with police that way so she doesn’t grow up with the same burden that I carry”.

Dr. Williams advised the Dallas police to as a black man, he supports them.  However; it “doesn’t mean that I do not fear you.”  He further stated he would worry about his personal safety and have a “visceral reaction” and fear if he is approached by the police.

The problem is that an open dialogue about race has to happen.  It cannot be hampered by whites infusing “race baiting” and the “race card” into the equation.  Nor can it be hampered by blacks infusing the “victim” mentality and “all police shootings upon black men are bad shootings”.

This experience also exists within the ranks.  There are double standards.  It is apparent when it comes to discipline.  It is apparent when a cop perceives mistreatment in a district or unit.  It is apparent that black cops and black supervisors are not supported, by and large.  It is apparent that when an accusation is made against a black supervisor, the FOP immediately respond to the complaints made by officers.  However; when multiple complaints are made against supervisors who are a non-minority, the same service isn’t as swift.

There is less respect and more of a conspiracy, almost a “mutiny” mentality when it comes to black supervisors.  Especially when they are tasked to supervise in the less than minority friendly districts.

Double standards are pervasive.  And it has no place in policing.  There isn’t a justification for allowing cops who have committed crimes, like Lieutenant Raymond Murphy, where there is compelling evidence to suggest that he committed a crime, to remain in his position and not be accordingly charged.  Nor when you have groups of Police Officers committing other crimes and are only disciplined internally as opposed to being charged with theft of services.

Conversely, a black former police officer, Andre Boyer, who has been adamantly gathering and releasing compelling evidence to prove the theft, is now, according to Boyer’s writings, is getting attacked by the Fraternal Order of Police, or more specifically, according to Boyer, the Vice President of the FOP, John McGrody.

Boyer had been fired under dubious circumstances and is now suing the Fraternal Order of Police and it’s Vice President John McGrody, as was former Sergeant Tyrone Cook.

Meanwhile, Corporal Robert PawLOWski, makes offensive and racist comments at the FOP Lodge 5 headquarters, and are reported by other officers, there is no public rebuke of the behavior by police union.

Double standards when you can have a black supervisor, Sergeant Tyrone Cook, fired and loses his arbitration for being less than 15 minutes late.  Double standards when you have Police Officer John Hargraves, who was charged and his charges dismissed, but he loses his arbitration.  If this only involved John Hargraves, who is black, it wouldn’t raise any red flags.  But there are many officers who are alleging that black cops are losing their arbitration hearings and having to wait for a much longer time than white officers.

The standard many black officers have been using is Officers Thomas Liciardello, Brian Reynolds, Michael Spicer, Perry Betts, Linwood Norman, and John Speiser, who, after being acquitted of serious charges, are alleged to have received their jobs back and arbitration dates, at warp neck speed.  Ironically, one of them, former Officer Perry Betts, failed the drug test, and was promptly fired again.  One of Narcotics Six To Be Fired Again For Failing Drug Test

Then DA Lynne Abraham said the victim didn’t lie, “she didn’t have enough evidence to give us.”  Yet, Evers went on to be in the national spotlight by being given a police spokesman position, and was involved in a highly publicized bar fight in Avalon.  Even though the video surveillance, didn’t back up his version of the events in Avalon, he was never disciplined for his less than stellar behavior according to the cops in that jurisdiction.  Ray Evers Avalon Brawl

When you have cops having racist and offensive KKK related stickers on their lockers “Blue by Day, White by Night” and “White Power” and the Officers, Scott Schweizer and Eric Dial(now deceased), get suspended, but they land back in the 24th District.  A district where resident racist Corporal Robert PawLOWski, also landed after his 30 day suspension.  A district that is allegedly one of the most racist in the department.  A district where perhaps they will feel comfortable with their overt racist actions.

Simply put, this case reeks of a double standard,  white supervisor protects white cops, black supervisors are punished and an attempt is made to cover up the crime.  Cop Protected: Bosses Cover Up

These kinds of double standards within departments, which isn’t exclusive to Philadelphia, contributes to the distrust in police.  The scandal plagued San Francisco Police Department has recently been found by a report as having “institutionalized” bias. When racist website are allowed to exist, until a black police civic association sues, there is a problem.  Black Police Sue Over Racist Website  The white supervisor who was the “moderator” then-Sergeant Fredric McQuiggan was never disciplined.  McQuiggan continually was promoted with no fan-fare.  Yet a black supervisor, now Lieutenant Nashid Akil, made headlines over his promotion, because he was fired before.Once Fired Cop to be Promoted.  The media should have been notified of the promotion of Fred McQuiggan on at least two occasions.

Double standards when you have Charlie Green, then a Lieutenant, get disciplined for an entire squad of police officers assigned to the Vice Unit, stealing from the city, and he is transferred to Internal Affairs, of all places.  Green is then promoted and put in the Range.  No mainstream media coverage, no outrage.  Nothing.

Greg Riley, a white supervisor, is found guilty of egregious, arguably, crimes, and demoted, but sent back to the Impact Unit, and is summarily re-promoted.  Yet a black Lieutenant, Jamil Taylor, is skipped.

Former Police Officer Christopher Hulmes, was charged with perjury.  It took years, and the efforts of an ADA AJ Thomson, who stood up, and many concerned cops to continually report Hulmes lying in open court and admitting it.  Lying Cop Charged.

The Philadelphia District Attorney’s Office was well aware of the perjury, yet they continued to call Hulmes to testify.  And all the while, never notifying the defense attorney’s of his background, even though they had previous knowledge about his lack of credibility.  This is a violation of the Brady rule.  Defense attorney’s had to find this information out on their own, well, with the assistance of a few whistle blowers.

In Brady, The United States Supreme Court placed a duty on prosecutors to turn over all evidence favorable to the accused in a criminal trial. Yet his was given a perjury pass by the Assistant District Attorney Terri Domsky.  ADA gives Lying COP ARD  Moreover; no one challenged Hulmes getting his pension.  Under civil service regulations, his crime occurred while he was working, thus, his pension should be forfeited.

We have to end all this.  Both inside the department and it will have a ripple effect outside the department.  If minorities have to live by double standards within police organizations, there is little wonder why they are doomed to live by double standards outside of them.

Everyone weeps when a police officer is killed in the line of duty.  It is at that time when police organizations become one.  There is a deep pain in the hearts of everyone about the heroes in Dallas.  It really hit home for us as a nation.  Americans were also outraged at the aftermath shooting of Philandro Castile that was streamed live by his girlfriend.  It was in our living rooms, like television did during the Vietnam War and radio did for World War II.  It was inescapable.

There is a travel advisory for Caribbean people visiting the United States because of these series of events.  The Bahamas, a Caribbean nation where most people identify as being of African heritage, issued this warning to it’s citizens on Friday to be careful when visiting U.S. cities rocked by “shootings of young black males by police officers.”  Scary.

As President Obama exclaimed today in Dallas, “our righteous anger can be transformed into more justice” and more peace.  But we have to begin by having real meaningful dialogue.  Acknowledge there is a problem.  And begin to administer the same standard to all cops, regardless of their color, gender or creed.

Philadelphia Police Inferno Affairs

Things are heating up in Internal Affairs.  It has been reported for years about the goings on in the unit that is supposed to oversee the Philadelphia Police Department.

It has been reported that there will be a major shake-up within “Inept Affairs”.  Inept Affairs has always had a reputation for protecting bad cops, and retaliating against whistleblowers who make their job more difficult.

Unfortunately for the good cops who work there, they have often been transferred and end up being disciplined for not going along with the official “conclusion”, or story that Internal Affairs higher-ups designate for each case.  If the officer doesn’t want to go with the “official” story, then he or she will have pay the price.

Bad cops in Philadelphia know there is little chance of being bought to justice by Internal Affairs.  They have enjoyed solitude and silence from the Bureau.  The cases of Thomas Liciardello and his crew, Jeffrey Cudjik Cujdik Fired-Not Charged and his crew, Harold Lloyd and his crew, Christopher Hulmes Hulmes Arrested Jeopardizes Numerous Narcotics Cases and Raymond Murphy is proof of this.

The cases of Liciardello, Cudjik and Lloyd, in which IA had received many complaints about their misdeeds, and basically failed to take action.  In the matter of the latter, Lloyd did receive a suspension for the LIHEAP theft.   Christopher Hulmes was only prosecuted many years after his crime of perjury, after a whistleblower bought his criminal conduct to the attention of the mainstream media.  Internal Affairs Knew About Allegations Against Narcotics Cops

Liciardello and his five co-defendant were acquitted by Federal Jury.  Cudjik was reinstated to the Police Department by an arbitrator as was Liciardello and four of his co-defendants.  Perry Betts, the sixth, was fired again because, according to sources, failed the drug test to be re-hired by the department.  Acquitted Cop To Be Fired Again

As of this writing, despite compelling evidence against Raymond Murphy, he has yet to be charged with theft of services for the money he stole from PECO.  Unlike Aisha Perry at her private residence, Murphy had a device on his meter.  Also unlike Aisha Perry, who has maintained her innocence and provided her PECO bills as evidence, Murphy had single digit bills, while Perry had higher than normal bills.

What is the difference?  This is proof Inept Affairs protect the crooked and persecute whistleblowers.  Perry had been known to report misconduct.

Murphy and Lloyd haven’t been prosecuted, despite Lloyd’s guilty plea on his disciplinary charges.  Murphy continues to work as if nothing happened.  It should be noted that the ADA in the Hulmes case and Doug DiEmido case had the same prosecutor, Terri Domsky, as Aisha Perry.  The contrasts in the outcomes of the cases are startling.  DiEmedio was subsequently charged in a multi-million dollar insurance scam.  DiEmedio was given probation in the PECO theft, in which PECO had him on film stealing electricity.  DiEmedio Arrested Again For Insurance Scam

Officer Edward Sawicki was immediately charged for having an argument off-duty that allegedly had a racial component to it.Cop Charged with Terrorist Threats  One has to wonder why?

Cops get into off-duty arguments everyday and even if he did call someone a name,  should he be arrested for it?  Adding insult to injury, it was just decided last week, he would not be retried.  Resident Racist John Pawlowski wasn’t prosecuted, and shouldn’t have been either, but he should have been fired.  But Sawicki was charged and fired.  A Common Pleas jury acquitted the officer earlier this year.  Cop Acquitted

Vincent Testa, who recently committed suicide one day before he was allegedly to be arrested and in which Officer Anthony Magsam was arrested, enjoyed the protection of IA.  Once again, whistleblowers, who went outside the department, bought these two alleged crimes to light.  But Leonard Logan and Andrew Little paid a steep price.  They have filed a whistleblower lawsuit.  Top Cops Punish Whistleblowers

The irony in the Testa case is the boldness in which he used his rank to intimidate anyone who even thought about reporting the stolen gun parts that Magsam had taken, and was later found in his home after a search warrant was issued.  Magsam was subsequently charged, despite IA’s refusal to charge him.Cop Arrested For Gun Parts Theft

It took years.  And during the investigation, even after Testa embarrassed the Police Department, he was merely kicked out of the Firearms Unit and put in  a district.  He was only put in DPR after six years, when his arrest was imminent.  Testa took the easy way out, he killed himself.  Testa Commits Suicide

One has to wonder what Sawicki did to deserve such treatment for an off-duty argument.  At least his life will not be further interrupted and he can return to his job.  Maybe Sawicki should have started a “love” affair with the amorous city prosecutors.

Under the previous administrations of John Norris, Steve Johnson and Pat Fox, it had long be rumored bad cops were taken care of.  Norris and Fox it was rumored, actually went out of their way to get cops they disliked, while Johnson was called “Nero”, because he did nothing to stop it. From most sources, Johnson was a genuine nice guy.  Maybe too nice.

Rumor has it that toward the end of Johnson’s reign at the helm of IA, the facade began to disintegrate.  Johnson began to see what was going on around him and the last days at IA was uncomfortable.  Allegedly, Fox had an all out war with Denise Turpin.  Turpin was constantly being disrespected by Mark Everitt, who, as only a Captain, allegedly decided he could disrespect Turpin because she didn’t count.  It was reported that Johnson, who told Turpin he would not remove Everitt from her command, lost the battle.  Sources in IA has reported their opinion is that Everitt is a racist and it is alleged he has a long history of being confrontational with minority officers.  Under that guise, it is apparent why he experienced difficulty working under Turpin and wanted to get away.

Shortly thereafter;  Fox moved Everitt to another squad, even after Johnson promised the move wouldn’t occur.  Johnson was reportedly furious, but failed to stop the move.  Ouch!

Therefore; Laverne Vann should understand how George Fuchs felt comfortable enough to become confrontational with her.  If a subordinate, as in the case of Everitt and Turpin, could blatantly disrespect a superior officer, understandably, peer-to-peer, all bets are off.  Professionalism is out the window.  White male ego supersede common sense and professionalism.

It was a big story when now Lieutenant Nashid Akil was promoted in the media.  Controversial Cop Gets Promotion.  Where was the media story when Charlie Green, who was disciplined after several cops in the Vice Unit stole thousands of dollars from the city and was disciplined, not charged, and ordered the repay the stolen money to the city from their pension plans.  Green was transferred to Internal Affairs after his misdeed and then promoted to Captain.  There was no mainstream media coverage.

What is amazing about Patricia Giorgio-Fox, she sat in judgment of cops and never worked the streets and knew nothing about policing, according to many sources.  Yet she was never stopped.fox

Philadelphia police officers used to eagerly type into their keyboards, racist, sexist, xenophobic and rage against their co-workers, the public and their supervisors.  This was done on a website called domelights.com.  It was moderated by McQ, who was identified at the time as Sergeant Fred McQuiggan.  Black Cops seek ban on Racist Website

McQuiggan remained in the same position throughout promotions from Sergeant to Captain.  The media didn’t report his promotion in a headline grabbing feature as it did when Lieutenant Nashid Akil was promoted.

McQuiggan has gone on to continue his career in the post-Domelights era, unscathed. Even our resident racist, Corporal Robert PawLOWski received a 30 day suspension.  It took the Guardian Civic League to shut down the racist site.

McQuiggan was the moderator of Domelights.com, it was alleged a racially divisive vehicle used by cops to attack minority police officers and the minority community. Cops use Racist Website to attack black cop   The FOP remained silent on the site.

The website was finally shut down after the Guardian Civic League filed a lawsuit and a request for an injunction against McQuiggan and the site in July 2009.  Domelights go Dark

Frederic McQuiggan was extinguished by cops using the court system to put an end to a such a racially divisive site.  The irony here is the media attention that the promotion of Nashid Akil received and the absence of any mention of McQuiggan’s promotion.

This is the problem with double standards.  What is applied to one group of individuals, should be applied equally to the other group of individuals.  Another cop without any “street cred”, who have always been inside behind a desk, shows the rules doesn’t apply to him.

Maybe by the time Lieutenant Nashid Akil attains the rank of Captain, some fairness will be adopted.

The best thing that can be accomplished at this point is that when and if McQuiggan decides to seek employment with another employer in the future, they can google his name and discover this dark chapter in his career.

LI-HEAP Thefts

The disciplinary action received by a band of police officers who stole federal funds from the Li-Heap program is heating up.  Pun intended.

As is the worst kept secret in the Philadelphia Police Department, disciplinary action was issued to police officers for the theft of federal funds that was earmarked for the neediest of citizens.

The disciplinary action for the involved officers is well documented.  There were many arrests made as a result of the theft, yet Police Officers were never charged criminally. This has been in the case in many theft cases where police officers have committed various thefts and have not been prosecuted.

Secret Society believes there should be justice evenly distributed.  If any of the officers deny their involvement, it is our duty to relay this information as well.

Policing, as in all professions, have a subculture.  That subculture often is permissive of certain cops engaging in misconduct and corruption.  In the current environment, it is foolish for cops to continue to engage in behaviors that is corrupt and/or unethical.  Part of the problem is that when certain cops engage in unethical behavior, they are celebrated and protected.  However; when their co-workers report that behavior, they are maligned and targeted.

In this vein, one of the officers that is in the disciplinary paperwork regarding the LIHEAP theft, Officer Nadine Ector, is maintaining her innocence.   For the record, it was not asserted here that Ector was indicted, that’s the problem.  Anyone who was involved in this scheme, should have been.  If the disciplinary paperwork is to be believed, this matter should have been prosecuted.

There are many other formal disciplinary paperwork against Police Officers where the Police Department uses verbiage such as “defrauded”, “engaged in a series of conduct that resulted in your receiving XXXXXX dollars in which you were not entitled to receive”.  These words should never appear in formal disciplinary paperwork, but on a warrant for probable cause or an indictment.

Although Ector has violated city policy by sending personal messages through the City of Philadelphia email servers, this is a small transgression.  To be fair and objective please read Ector denial:

Officer Ector has the right to assert her innocence.  While working in ex-Deputy Commissioner Kevin Bethel’s office, it is simply not plausible that Ector “knew nothing of the LIEAP case” until reading about it here.

However; if the disciplinary action was altered, to include Ector with the rest of the thieves, Secret Society would like to allow a police officer to deny their involvement on this forum.

Officer Ector may be a police officer, but apparently Ector know as little about the law as she  does about grammar, spelling and punctuation.  And even less about city policy regarding the use of city email.  This is unethical.  Even the time of the email is dubious.  Perhaps Ector was on lunch or break when she wrote the emails from the city email.

Secret Society welcomes any legal challenges Ector may assert.  Ector’s legal actions will bring more attention to the fact that some members of the Police Department was involved in collusion to prevent the prosecution of its’ members for the theft of federal funds.  The public has the right to know.  Defense attorney’s have the right to know in the event these cops are called to testify.  The other 18 people who were arrested and prosecuted has a right to know as well.  18 Arrested for LIHEAP thefts

Secret Society is not a forum to bash cops, but to bring to the light the double standards, such as in the LIHEAP case, to both, the Department of Justice and the public.

Ector isn’t the only officer who denies their involvement in the LIHEAP matter.  And that is her right.  A retired officer denied involvement and pled guilty because they were allegedly threatened.  There is a presumption of innocence in our justice system.

It is simply not believable that Ector worked in the Commissioner’s office and has never heard of this scandal, when cops in other jurisdictions have been talking about it.  Maybe working in the Commissioner’s office have made Ector comfortable enough to send an email from a city server of a personal nature, without thinking about the consequences.  But then again, that’s another calamity from working in certain positions.

Some cops have never performed one a day of real policing and have even less interest in real policing.  That kind of officer also believe their own hype, often believing they are untouchable.  But those fallacies must be dispelled.  That’s the purpose of this forum.

But  if that is the story Ector is telling, she should stick with it.  Secret Society would like to ensure her side of the story is told.

Secret Society would love to hear from Lieutenant Harold Lloyd and Lieutenant Raymond Murphy.  That should be very interesting.  Especially for the latter since we have the warrant.

 

 

Promotions: The Double Standard

The promotional list is the eagerly anticipated proof that one has supposedly studied hard and subsequently placed on the civil service list of the next rank.  It is gossiped about in all districts and units.  You hear whispers of “how did (fill in the blank) pass the test”, or “oh I know I’m going to study now because I can’t let (fill in the blank) out rank me”.

The problem is that when it comes to actually getting promoted, there is a double standard.  Why is it that folks who commit heinous infractions, are simply promoted to the next rank with little or no fan fare.  Conversely, folks who have the either no disciplinary action, or a simple infraction, or in some instances, are “under investigation”, are not promoted.  What’s worst, in recent times, the background of the individual is leaked to the media.  Once Fired Sergeant To Be Promoted

The case of the double standard comes into play when the subject of the above article, recently promoted Lieutenant Akil Nashid, was skipped on multiple occasions to the rank of Lieutenant.  That wasn’t reported.  It wasn’t reported that the reason for his “skip” was not revealed.  It was only speculation from others.  Conversely, we have the odd case of one now-Captain Charles Green.  This guy always lands on his feet.

Charles Green supervises an entire unit, City Wide Vice, where their members decides that it is alright to steal money from the City.  In the spirit of Lieutenant Richard Brown Creative Cop Stealing Overtime and Detective Kenneth RossiterTheft of Overtime, they felt entitled to the money.  Rossiter, who wasn’t charged criminally, (believe it or not), won his job back through arbitration.  He then sues the City for, wait for it:  not getting due process. Rossiter Sues City

Brown was allowed to quietly retire,however; he was not criminally charged.  Two police officers who reported his “creative” bookkeeping were retaliated against and sued the city.

Yet, then-Lieutenant Charles Green was disciplined for Neglect of Duty, because it had been determined that City Wide Vice unit personnel engaged in theft of services and they believed as a whole “there was little to no likelihood of this behavior being discovered.”  This incident never made the media.

Green received a reprimand and was transferred to Internal Affairs.  Shortly thereafter; he was promoted to the rank of Captain and sent to the Range.  Huh?  This promotion never made the media.

Lieutenant Greg Riley, was demoted over an incident in which a subordinate beat a prisoner over the head with a police radio.   Although he was demoted and transferred, he was transferred back to the Impact Unit.  You know Impact, the unit that investigates criminal activity by cops.  Once again, no logistical officer.  Or simply a “solid”.  There are plenty of cops without any disciplinary action, that would love to be transferred to this unit.

The cover-up, Riley engaged in, was worst than the crime.  The same with recently deceased Lieutenant Vincent Testa, the cover-up was worst than the crime.   Testa, according to official police documents, told other personnel who were present when Magsam admitted to the thefts, and admitted he had hidden more stolen gun parts around the unit, stated to his staff,we’re going to handle this “in-house”.  He also said he didn’t want to “embarass Officer Magsam’s step-father (Chief Inspector Feeney) and if the incident got out, they would shut the unit down.”  He further ordered that no one talk about the theft outside the unit.   There’s a pattern in the Police Department where certain supervisors decide to cover-up their subordinates criminal acts.

None of the people involved in the Riley incident were charged with a crime.  Testa committed suicide and former Officer Anthony Magsam was arrested the next day.  Cop Arrested for Theft of Gun Parts  It should be noted that it took years, and whistleblowers working outside the department, to ensure they were bought to justice.  Testa was simply transferred to the 39th District and received 30 days suspension.  He was never considered to be put in DPR until the Police Department was put on notice that criminal charges were pending in the matter.

Recently promoted Captain Jamil Taylor was skipped.  Based on an “investigation”.  The investigation did not involve anything criminal, or theft.  But Green was promoted without delay.  No problem.  No one complained.

Lieutenant Javier Rodriguez received a suspension and a transfer after he falsified records and “defrauded the City of Philadelphia” by theft of overtime.  Internal Affairs established that Rodriguez violated the Home Rule Charter 10-108 Unlawful Acts Pertaining to Civil Service which 10-108 (4) states:

(4) Any person who violates any of the provisions of this section shall upon conviction, in addition to any penalties and punishment provided for hereafter, for a period of five years be ineligible for appointment to or employment in any position under the City.

The wording “defrauded” was used, however; Rodriguez was not charged with theft of services.  Rossiter was not charged with theft of services.  Brown was not charged with theft of services.  Brown was upset because the stolen funds was deducted from his retirement pay.  The FOP tried to intervene, to no avail.

In fact, FOP Vice President John McGrody wrote a letter to the City requesting documents related to the money withheld from Brown’s terminal leave payment.  The City’s position was “it is our position that the FOP does not represent retired employees”, yet the documents were turned over to McGrody.  The writer of that correspondence, John J. Gaittens, hired by the FOP to a position in the Law Enforcement Health Benefits.  (LEHB).  It follows a pattern if you know what I mean.

Nicholas Schneider, who now holds the rank of Lieutenant, was delayed by only a few days, but still promoted, after he falsified the DARS and defrauded the city by entering himself as in MPO,while not actually in MPO.  Schneider is also not allowed to testify in court.  After Schneider’s misdeeds were discovered, he was angry about being “snitched” out by other supervisors.   Schneider wasn’t charged with theft of services, nor perjury.

Schneider was promoted to the rank of Lieutenant, on the heels of the theft of services.  This was not a story in the media, as Lieutenant Nashid’s promotion was blared in the paper.

Captain Fred McQuiggan was the “moderator” of a racist website for years.  Racist Website/PPD Response  He “moderated” this website, allegedly, on city computers, on city time.  He was sued.  Black Cops Sue Over Racist Website

Fred McQuiggan has worked consistently in the Computer Unit throughout his ranks.  McQuiggan never had an issue getting promoted.  McQuiggan was promoted to the rank of Lieutenant, no problem.  McQuiggan was promoted to the rank of Captain, no problem.  McQuiggan has never hit the streets during his promotions.  McQuiggan is not some invaluable employee in the Computer Unit.  There are alot more qualified and officers who have more recent training in the IT world, than McQuiggan.

Having McQuiggan stay in the same unit is a slap in the face of every cop in the department.  Especially those who have been skipped, denied transfers or fired on a lot less.

The reality is that all these people have been promoted with serious charges against them.  Most were charged departmentally with fraud, and received suspensions and one only received a reprimand.

None of these individuals were charged criminally with theft.  They were all promoted. Akil Nashid was skipped on multiple occasions.  Jamil Taylor was skipped.

One has to wonder what the FOP does in these cases.  Maybe that’s why they’re being sued by so many of their members.

Maybe it’s time for more cops to get on board.  Maybe it’s time for those who are skipped on these promotional lists, those who are fired and/or charged with crimes, and those who are not transferred while watching lesser qualified, and people with less time, are transferred into special units.

You should educate yourself about Civil Service Regulations, the Home Rule Charter and the Pennsylvania Statutes regarding theft.

Top LA Official Resigns Over Racist Text

Here we go again.  This time, in the Los Angeles County Sheriff’s Department.  It is the largest Sheriff’s office in the county.  This time, an apology and a reprimand didn’t work.  The New York Times reports there was a change of heart a day later.

Sheriff Jim McDonnell failed to take the racist emails and text seriously at first.  McDonnell said the emails were “divisive and unproductive’ but refused to discipline  Tom Angel, the second in charge in the Los Angeles Sheriff’s Department.

Two days later, the department issued a statement to the media outlining that Angel issued a “profuse and sincere” apology for the racist emails.

According to CNN, McDonnell went on to state “Chief Angel’s decision-making and actions in his long prior career with the Sheriff’s Department and since his return in 2015 reveal more about his actual character and typical good judgment than the instances from four years prior currently reported in the media.”  But then a change of heart.LA Sheriff’s County 2nd In Charge resigns over Racist Messages

On Sunday, Sheriff McDonnell announced he accepted the resignation of Chief Angel.

Sheriff McDonnell then released an updated statement “Despite the Sheriff’s Department many recent efforts to fortify public trust and enhance internal and external accountability and transparency, this incident reminds us that we and other law enforcement agencies still have work to do.”  Great quote!

Racist behavior by Philadelphia Police Corporal Robert Pawlowski must be re-visited.  This situation follows the resignation of a San Francisco police Lieutenant and several officers after the release of racist and homophobic text messages.  There is a problem.

Perhaps Mayor Kenney will get involved like his predecessor, Mayor John Street, when Commissioner John Timoney issued lightweight discipline to two cops who were accused of wrong-doing.

The 30 day suspension is too lenient for a Police Corporal who was actively recruiting to infect other officers with his harmful brand of racism.  This undermines the trust of the public.IMG_20160426_071731061
