Ross Cans 13 Cops For Racist Posts

Philadelphia Police Commissioner Richard Ross terminated 13 cops for racist post that were disclosed by the Plain View Project.

Rumor has it that many of the cops took vacation time when they were notified of the pending action.

We have identified Sergeant Joseph Przepiorka and Sergeant Mark Palma at this time who have been terminated.

Double Standards: Captain Jack Ryan

You know the old adage:  The Cover Up Is Worse Than The Crime!!

The cover-up is always worst than the crime.  Formerly assigned to Homicide, Captain Jack Ryan and Sergeant Paul Ablaza is finding this out the hard way.

Homicide Detective John Komorowski was literally caught with his pants down.  You see, Serpico News ace reporter, Andre Boyer, published a video with said Detective pulling his pants up.

Rumor has it that Sergeant Paul Ablaza, was the responding supervisor.   Komorowski was laid up in Jefferson Hospital allegedly with a punctured lung and multiple bruises (including his ego) and contusions, after calling a neighborhood activist the N-word.  To be more specific, “a white” N-word.

The activist was tired of people bringing prostitutes in this area to have sex.  The Ruth and Ontario area is notorious for this.

Komorowski was in this area getting serviced, when he was interrupted by the do-gooder.  As opposed to leaving, both quietly and humbly, as any normal person caught red-handed engaged in a crime, with the police vehicle, while you are supposed to be working allegedly, Komorowski decided to become aggressive.

Calling the do-gooder a “white”  n-word, even after being warned that he was going to be “put to sleep” if he called him a ” white” n-word again.  True to his word, the do-gooder put Komorowski to sleep.

Komorowski must have thought he was going to be tucked in but instead he was knocked out!

Komorowski ended up at Jefferson Hospital.  Beaten and bruised.  Komorowski drove himself to the hospital.

Now, the police vehicle had to be returned to Police Headquarters.

Here is where the cover-up comes in.  As opposed to a white paper being prepared with the facts and details of the incident, the incident would stay between supervisors in the 24th District and the Homicide Unit.

Rumor has it that as the responding supervisor, Ablaza may have attempted to erase the evidence.  Ablaza allegedly also ordered a district cop to drive the crime scene (the homicide pool car) back to Police Headquarters.

Poof!  No crime, no crime scene.  Now to send the offender, Komorowski to the Farm.  Detective Komorwoski allegedly has a drinking problem and went into rehab, or “The Farm” as it is affectionately referred to within the Police Department.

And you won’t find Ol’ McDonald at this farm.

The question becomes, when did someone decide to inform Commissioner Richard Ross about this incident?  Just saying, Ryan was transferred shortly after the film was exposed.  Pun intended.

Ryan did a fine job and was just a victim of the violence on the streets of Philadelphia and we thank him for his service, was the party line when he got bounced out of Homicide.  Ryan was part of a “shake-up” in the Police Department.

The Police Department did not “specify the reason for Ryan’s transfer, only saying that it is one of several command changes that have happened over the past few weeks.”

Uh……..yeah.

Now, you have a Homicide Detective, on film, using racial slurs.  I’m sure defense attorneys near and far will be reviewing any case Komorowski touched.  That same Homicide Detective allegedly stealing.  He is supposed to be working, as opposed to getting serviced by your friendly neighborhood working girl.

And, you can see the unsteady gait in the video, you can visibly see that Komorowski is under the influence.

Detective Komorowski, after hurling racial slurs, (after zipping up), then gets knocked the fuck out, and ends up hospitalized.

FOP President John McNesby is allegedly none too pleased about Komorowski being put to sleep.

However; if Komorowski was at work, in the city vehicle, doing police work, he would not have been knocked out.  But in any event, he is back at “The Farm”, getting help for the drinking problem that many have alleged about Komorowski.

Reportedly, this is a second time around at the rodeo for Komorowski.

Maybe Komorowski can join former resident racist Nazi tattoo wearing Police Officer Ian Lichterman at his new job with at the Navy Yard.  Apparently they have a penchant hiring cops with questionable past.  Including an alleged child pornographer.

Perhaps Komorowski can apply with the Defense Department and join the ranks of the elite Navy Yard police department.

Meanwhile, Ryan has made a soft landing in the Major Crimes Unit.

 

 

 

 

 

Bigots with Badges: Officer Hung Nguyen

Philadelphia Police Officer Hung Nguyen is now under investigation for his racist blackface photos.  The officer who allegedly took the photo of himself in blackface and posted it on social media has been put in restrictive duty status.  Internal Affairs is investigating.  Officer Nguyen has on a Philadelphia Police Airport tee-shirt in the photo.

Officer Hung Nguyen, come on down!  You are the latest addition to the Racist Philly Cops Hall of Fame.

There have been Philly cops who tried converting good cops into racist ones (Corporal Robert Pawlowski), cops dressing in Nazi regalia (Philadelphia police Officer Ian Hans Lichterman), who also had Nazi tattoos who the FOP President thought wasn’t a big deal.  Detective Jimmy Crone who decided it was okay to write a racist note filled with racist connotations, who stated in his letter “you can’t blame a filthy savage for being a filthy savage.”  Kristine Gillespie Amato, with her racist tirade.  And Officer Michael Smerker who knows that all black teenagers automatically get an access card when they turn 18.  (Access card is a state issued card for people receiving public assistance benefits) . And Officer William Thrasher who said the citizens in the 22nd and 23rd are “fucking disgusting” to a student reporter.  Thrasher was fired and won his job back.  Officer Nguyen has to be added to the Philly Police Racist Hall of Fame.

Officer Nguyen was assigned to the Philadelphia Airport.  The Captain of the Airport, James Kimrey, has other problems.  Another Police Officer assigned to the Airport allegedly has been feeling up on female travelers.  That matter is under investigation.

Blackface: Officer Hung Nguyen thinks its okay at the Philadelphia Airport

Meghan Kelly said Blackface was okay.  Officer Hung Nguyen of the Philadelphia Police Department who is assigned to the Philadelphia International Airport agrees.  Not only is Officer Nguyen wearing his blackface, he is eating his fish and grits.

It is well known that racial stereotyping and institutional discrimination is destructive and hurtful.  The blackface caricatures represent this.  The black face caricatures were staples of Minstrelsy.  For those who don’t know, the old Minstrel shows where white men would paint their faces black and mimic their perception of stereotypical Southern slaves and poor blacks.  Think Mammy, Uncle Tom, Little Black Sambo and Jezebel. 

Blackface represents Jim Crow which refers to a large body of law and social custom which served to establish and maintain segregation of the races in the South following the end of Reconstruction and moving into the mid-twentieth century.

It is certain that Officer Nguyen doesn’t know this part of history, or maybe he does.  He can study his own Vietnamese history and find the same racist, stereotypical anti-Vietnamese sentiments here in America.  It was especially high during the Vietnam War.  Historically, China, Korea and Russia discriminated against the Vietnamese.

We don’t need that here in America.  We don’t need it in the Police Department.  Our resident racist Corporal Pawlowski is smarter than this.  Pawlowski sneakily tries to convert new blood to his racist vitriol.

Enough is enough.  America is currently a powder keg.  Nationally, with candidates running for office and attacking minority candidates about their race, not with dog whistles, but with bull horns.  Here in Philadelphia, we have a local case involving a fight between two hot-heads, one happened to be white and the other happened to be black.  One is dead, and one is on trial.  Yet, the issue of race is at the forefront.

Nguyen has to be transferred and disciplined.  He has to suffer the same fate as racist before him.  UPDATE:  A nurse in Missouri was FIRED for wearing Blackface.

Meanwhile, back at the ranch, the Captain at the Airport, James Kimrey has his hands full, both literally and figuratively with allegations of another Airport cop has been “handsy” with Airport travelers.  More to come on those allegations later.

Double Standards: Stealing is Stealing

Young Officer Bryan Turner was given 30 days with intent to dismiss today.  He was also arrested and charged with theft by deception, official oppression, unsworn falsification to authorities and official oppression.  It is alleged he fudged arrest paperwork to “hook-up” another officer who did not do anything in the arrest in an effort to get a court notice to generate overtime.   BryanTurner

Officer Bryan Turner was able to rid the department of Lieutenant Steve Arch, who for years, allegedly, spewed racial slurs, engaged in “creating a hostile work environment” and was bounced from district to district in spite of the compelling evidence that he was a liability.  Officer Turner successfully sued the Police Department for retaliation.  Lt. Arch resigned/retired shortly thereafter.

Lieutenant Dave Bonk, attended pilot school while “working”.  An extensive Internal Affairs investigation revealed he racked up hundred of dollars through “theft by deception” in which he was supposed to be working, while attending many other activities as opposed to working in the Aviation Unit.  This landed Bonk on the infamous “do not testify” list.  Bonk wasn’t charged with falsifying the Daily Attendance Records or theft by deception.  Bonk hasn’t been charged with a crime.

The entire Vice squad unit, the leadership of Charlie Green, then a Lieutenant, was stealing overtime and not working when they were supposed to be working.  Their punishment, they were each “billed” by the City for amounts ranging from $1800 to $2700 which is to be deducted from their pensions when they retire.  Charlie Green goes on to get promoted to Captain, but after the investigation, he was transferred to Internal Affairs.  No one was charged with crime.  Their bill will become due upon their retirement.

Lieutenant Demetrios Pittaoulis, of Internal Affairs, sent phony court notices to a Police Officer from the 24th District (yes, that same 24th District where Lt. Pittaoulis has a wife who works there, Sgt. Lisa Pittaoulis as well as resident racist, Cpl. Bob Pawlowski), so that he could assist him with studying for the Sergeants exam.  Pittaoulis allegedly sent the phony court notices daily.

Even though the job was sustained by Internal Affairs, neither the Lieutenant, nor the officer were charged with a crime for falsifying official police records.  Pittaoulis was detailed out of IAB and is detailed to Audits and Inspection.  As of this writing, neither has been charged with a crime.

Assistant District Attorney Noel DeSantis sent phony court notices to Sergeant James Green, who worked in 17th District.  DeSantis would falsify court records so Sgt. Green could get overtime.  Sgt. Green would do favors for DeSantisSgt. Green was demoted and DeSantis was never disciplined.  Internal Affairs concluded they committed 38 counts of fraud, or stealing.  However; neither were arrested fired.  Neither were charged with a crime.

Sgt. Green left the Police Department after he was demoted and now works at LaSalle University security.

ADA DeSantis left the DA’s office prior to the new District Attorney, Larry Krasners arrival, and recently returned.  DeSantis or Sgt. Green were charged with a crime, in spite of the 38 counts of fraud listed in the Internal Affairs investigation.

Assistant Chief Lynn Nicols, who worked in the Philadelphia District Attorney’s Office, was arrested and charged with making false reports and obstruction of justice when she filed a false report of a stolen car.  Nicols was an Assistant Chief of the Homicide Unit.  Nicols was charged with a crime.

Nicols is African-American.  DeSantis is white.

Northwest Detectives, allegations were made that officers were only working four (4) hours and making overtime in spite of being on the Daily Attendance Sheet for a full eight (8) hours.  An extensive Internal Affairs investigation resulted in personnel being shuffled and the Warrant Unit being disbanded.  No one was charged with a crime.

Lest we forget, the East Detectives.  When allegations were made against members of East Detectives, who were accused of falsifying official police records by stealing time and overtime, and collecting monies they did not earn, they received disciplinary action and transfers.  Not one was charged with a crime.

Young Officer Turner also got into a heated argument with a Detective in East Detectives over Facebook posts.  Turner had a habit of engaging in off-duty banter about highly sensitive topics from race to the many different activist movements that are currently going on in the current political environment here in America.  Both Turner and the Detective received disciplinary action for the incident.

It is easy to see how inflammatory these images are.  Just as inflammatory as to some as Corporal Robert Pawlowski using the N-word at the FOP referring to African American cops.  Which, coincidentally, happens to work in the same 24th District to which young Officer Turner was assigned.  Just to refresh your memory, Pawlowski was trying to spread his hatred and vitriol and corrupt the minds of other officers in his attempt to divide cops on the racial lines.  Pawlowski is often called a “Bigot with a Badge”.

We also saw inflammatory images in which Officer Ian Lichterman was in full Nazi regalia.  Officer Ian Lichterman was a member of the same white supremacy group as the killer of Heather Heyer, (the young woman killed in Charlottesville)  Blood and Honour.

The tweet went viral, Internal Affairs completed its investigation and absolved Lichterman of any wrongdoing.  The Times of Israel reported on this despicable incident and reportedly Mayor Kenney was none too pleased.  John McNesby, President of the Fraternal Order of Police, reportedly responded the tattoos were “no big deal”.

The two narcotics officers, Officer Scott Schweitzer and Eric Dial were kicked out of Narcotics after two racist stickers were discovered after another officer noticed them plastered on their lockers.  One sticker said “White Power” and another depicted a Pawlowski looking man, half in uniform and half as a Klansman with the epitaph “Blue By Day – White By Night”.  Cops Suspended over Racist Materials at Work

All of these incidents have no place in the Police Department.  The FBI warned law enforcement ten (10) years ago about white supremacy groups and Neo-Nazis infiltrating police departments in the United States.

Regardless of Officer Turners social media postings, he should be treated in the same manner as his fellow brethren.  Stealing is stealing.  If  you simply get billed, invoice due upon retiring, or given a PBI and/or transfer, that standard should be applied across the board.  Therefore; Officer Turner should have received the same punishment as everyone else mentioned in this article.

These charges reek of retaliation.  Lieutenant Steven Arch was considered by many officers, as a source described him,  the “Grand Wizard”.  Arch had the “nigger beat” allegedly in the 35th District.  It was a beat which he specifically assigned African American cops who caught his ire.

Arch allegedly actually committed a battery on an officer according to the complaint filed by Turner.  Arch was finally bounced.  And not so coincidentally, today, Turner joined him.  Arch had over 30 EEOC complaints against him during his career.  Most of them sustained.

Unfortunately, when Internal Affairs want to set an example or retaliate, the officer is charged with a crime.   Turner was charged with a crime and put in the criminal justice system.

The Russians were smart enough to use the achilles heel of America, race, in order to try to divide us.  They used social media to inflame racial tension to divide America.  There is no room in policing for any of these incidents.

What’s the difference between Lieutenant Bonk, Lieutenant Pittoulous, Captain Charlie Green and his officers in Vice and ADA Noel DeSantis who all falsified official police reports.  Where are the charges?  These incidents seem to be more outrageous than the allegations against Turner.  In these instances, their criminal activities were ongoing.  It wasn’t a one shot deal, as is alleged against Officer Turner.

There should be fair and equal discipline and/or arrests applied across racial lines.  There should not be one standard for one, and that standard not applied to the other.

This young man did not know what he was up against.  This young man may not know of the many other cops who engaged in the same behavior that he is accused of.  In the case of ADA DeSantis and Sgt. Jimmy Green, there were 38 counts of fraud charged against Green at a PBI hearing.  He was demoted, but not fired nor charged.  DeSantis wasn’t fired or charged criminally either.

This young mans liberty was snatched, just because someone felt they could take it.

 

 

Commissioner Richard Ross: The Face of a Leader

Look at the face of Leader.  A man who didn’t hesitate to own a mistake.  A man who clearly was unaware of how Starbucks is a meeting place for many people, from students and business people, to artist, looking for somewhere to meet, relax and use their great WiFi.  Most of the time, people do make a purchase.  Sometimes, people do not.  Sometimes people meet there as a “safe” place to finalize online purchases.  There is a wide variety of people who meet at Starbucks for a wide variety of reasons and oftentimes, it doesn’t involve the yummy double mochas that are sold there.  This is the Starbucks business model.

Rashon Nelson and Donte Robinson were at a Starbucks in Philadelphia’s Rittenhouse Square location waiting for a business colleague when they were arrested for trespassing.  Commissioner Ross immediately issued a statement stating that the responding officers “did absolutely nothing wrong” and were following “policy”.  Nelson and Robinson accepted their fate and was peacefully taken out in handcuffs.

Nelson and Robinson requested to use the bathroom and were refused.  Two minutes later, the Manager called the Police, stating “a group” of men refused to make a purchase or leave.  The police quickly responded.  Nelson and Robinson were simply doing what people all over the country do in Starbucks everyday, waiting for a business associate and didn’t make a purchase.

Clearly, Commissioner Richard Ross was unaware of this.  And he was man enough to own it.  Commissioner Ross apologized for his words today.  Ross knows that words hurt.  Ross went a step further and owned the fact that his words exasperated the situation.

“I’m here to discuss the unfortunate incident that has been in the news about this great city — an incident that I fully acknowledge that I played a significant role in making worse,” said Commissioner Richard Ross at a press conference held Thursday. “For starters, I should have said the officers acted within the scope of the law, and not that they didn’t do anything wrong,” he said.  Wow.
Commissioner Ross apologized for his poor choice of words and for not being aware of the exactly what Starbucks business model is or the “well known fact that people spend long hours at Starbucks and are not necessarily expected to make a purchase.”  He added that it was also “reasonable” to believe that the officers didn’t know it either”.
While many may find it hard to believe that “everyone” doesn’t know this about Starbucks, we have to stop thinking that what we may believe is “common” knowledge is really “common” knowledge.
Being a leader doesn’t mean that you’re always right or that you won’t err. What being a leader does mean is airing the reasons for why you did something and then making yourself accountable for the result.  Ross did this.  He accepted his responsibility in the escalation of this incident.  That’s how you truly sow the seeds of engagement.
This incidents should have been handled very differently.  Police Officers have discretion and can apply common sense into how they respond to incidents such as this.  “Acting within the scope of the law” is ironically the language used in litigation when police officers are accused of misconduct.  How ironic is that.
CEO Kevin Johnson just passed his biggest leadership test ever, asserted Bloomberg in praising him for his extraordinary handling of this controversy.  Let’s not forget Commissioner Ross in this controversy.  Unfortunately, too many leaders allow their egos and hidden agendas to stand in the way of doing what is best for the people and organizations they serve.
Managing mistakes is much like leading change management. Everyone is in search of the clarity and understanding to minimize risk and discover the short and long term rewards of change.

 

This apology will earn Commissioner Ross more respect and a higher national profile.  He made a mistake, owned it, and learned from it.

 

Well done, Sir.  Well done.

Racists, Neo-Nazis & Supremacy on PPD

In light of what is going on in the America after the tragedy in Charlottesville, in which we lost two law enforcement officers, Troopers, Lieutenant H. Jay Cullen, and Trooper Berke M. M. Bates of the Virginia State Police, as well as Heather Heyer, who were killed it may be time to revisit some of the racist, neo-nazis, white nationalists and white supremacist that are employed by the Philadelphia Police Department.

The “twitterverse” has begun a campaign to identify the marchers of Hate in Charlottesville, by asking neighbors, friends, co-workers and family members to identify these purveyors of hate.  Yes You’re a Racist is a twitter campaign that is the vessel being used to this end.  To that end, we invite those in the PPD who are working beside, with and know of these parasites.  Here’s a refresher course of what we have reported in the past.

Philadelphia Police Officer Ian Lichterman was a member of the same white supremacy group as the killer of Heather Heyer, Blood and Honour.  Blood and Honour has been identified as a skinhead racist extremist group by the Southern Poverty Law Center.

Where is Shomrim in all of this.  Staff Inspector Larry Nodiff has alot of other stuff on his mind these days, like getting indicted, but Nodiff, Inspector Ben Naish and others who are members of Shomrim should have called McNesby out for defending an officer because he was found to be a member of Blood and Honour, even if there was no policy on tattoos at the time.

The ancient beautiful religion of Judaism and the officers who who are Jewish are under assault by this hate.  It cannot be tolerated.  NEVER FORGET.   We have a DUTY to speak against hate and never be silenced.

So apparently, if you are a member of a known hate group, such as Blood and Honour, you can still be a cop in Philly.

Corporal Robert Pawloski

Pawlowski would be Corporal Robert Pawlowski who, without fear, began throwing around the “N” word in an attempt to recruit other officers in the Fraternal Order of Police headquarters.  Pawlowski referred to black officers as “banana eating monkeys” and repeatedly used racist language about then Captain Robyn Wimberly.  Pawlowski received a 30 day suspension and a transfer to the 24th District.  A district that reportedly has a history of racism.  The same district where Schweizer and Dial was assigned after their racist activities.

But FOP President, John McNesby responded to a reporter for the Philadelphia Daily News that he’s seen the tattoo and “it’s no big deal”.

This sentiment is why the racist website, Domelights.com, which was operated by a Philadelphia Police Sergeant, (now Captain) Fred McQuiggan, without fear.  Domelights was dimmed by former Police Commissioner Charles Ramsey after a lawsuit initiated by the Guardian Civic League.  However; McQuiggan was never disciplined and continued to get promoted without consequence.  The Guardian Civic League extinguished domelights.  McQ, as he was known on the racist message board, was forced to shut down the racist site.

Police Officer Michael Kelly

A police officer, Michael Kelly who hung a black baby doll in mock hanging in Highway Headquarters, which resulted in a lawsuit by then Police Officer Lonnie Adams and Bryan James.  The lawsuit says the Police Department “failed to do anything about the matter,  they were never suspended despite a recommendation Police/Civilian Board of Inquiry that they be suspended.”  referring also to the Sergeant at the time, Sergeant Cray, who failed to take any action.

A former Police Sergeant who called former Commissioner Neal the “N” word at roll call.  It doesn’t seem to be getting any better.

Captain Drew Techner, formerly of the 18th District, allegedly went on a racist rant about Black Commanders in the Police Department.  After a two month hiatus at the 18th District, Techner was bounced to night command.  The blatant disrespect and dishonor he bought upon the Department in the 18th District operations room, was deplorable.

The irony wasn’t lost on the police officers assigned to the 18th District, who not so long ago, had to bear the racist rant about their then-Black Commander, Captain Robyn Wimberly.  Wimberly was called a “banana eating monkey” by Corporal Robert Pawlowski.

Officer William Thrasher, of the 22nd District, and a 2-year veteran, conducted a ride-a-along with a Temple University student journalist. During that ride-a-along, it was alleged that Officer Thrasher made racial comments and slurs, which were posted on Temple University School of Communications and Theater website. The Philadelphia Police Internal Affairs Division investigated the allegations and Thrasher was charged with departmental violations for his conduct. Commissioner Ramsey has given Thrasher thirty days suspension with the intent to dismiss for his conduct.

Officer William Thrasher, of Tacony of all places, said to a student report “These people are fucking disgusting, it’s like they’re animals.” referring to black residents who live in the district which he patrols.  He also told the reporter about “TNS”, which he described as “typical nigger shit”.  Racist Philadelphia Officer Thrasher  Thrasher was re-instated by an arbitrator who stated the reporter refused to  turn over her notes to Internal Affairs. Racist Cop Reinstated

There has to be a conversation about the racism that has been emboldened in our society.  We should be capable of having this contentious, but necessary conversation.

Update: Captain Techner Racist Tirade

As reported earlier, the now former Captain of the 18th District, Drew Techner, has been reassigned to Night Command.

The decision to remove Techner after his alleged racial rant in the 18th District, comes on the heels of the 18th District community leaders, penning a letter to him regarding two officers involved in a shooting that resulted in a record 4.4 million dollar payout.

Dear Captain Techner:
According to recent news reports, Officer Mitchell Farrell and Officer Kevin Hanvey are back on street patrol within the 18th District. Cedar Park Neighbors, Cobbs Creek Neighbors, Walnut Hill Community Association, and Garden Court Community Association are four registered community organizations representing residents and businesses in the 18th District. Together, we are extremely concerned about this development. As you know, these two officers shot at Philippe Holland fourteen times on April 22, 2014 after Mr. Holland delivered food to a residence at 51st and Willows Avenue in the Cedar Park neighborhood. According to several eye witnesses including neighborhood residents, the officers never identified themselves before shooting at Mr. Holland’s moving vehicle. Mr. Holland was reportedly hit three times, twice in the leg and once through the cheek. Commissioner Ramsey met with Mr. Holland in the hospital and is said to have apologized. Later, the Philadelphia Police Department paid a record $4.4 million settlement to Mr. Holland. We do not understand why these two officers are still with the Philadelphia Police Department. We are astounded that the Police Department is willing to allow these two officers to patrol our neighborhoods. We are very uncomfortable and frightened that these two officers are on our streets. They have demonstrated that they are not good police and must be held accountable. If the Philadelphia Police Department is unwilling to terminate its employment of Officer Farrell and Officer Hanvey, we respectfully request that they be permanently assigned positions with no public contact with the residents and businesses of our communities or with any other Philadelphia neighborhood.

Techner allegedly had a problem with people on this promotional list.  The irony is that Techner is widely described by his colleagues as incompetent, weird or both.
The public also requests that Techner ” respectfully request that they be permanently assigned positions with no public contact with the residents and businesses of our communities or with any other Philadelphia neighborhood.”.  How is this sentence in reference to the two 18th District cops, so ironic and applies to Techner as well.

Racism: A Problem in Policing

A little less than a month after Corporal Robert Pawlowski was served disciplinary action for his racist rhetoric at the FOP headquarters in Northeast Philadelphia, the racist text scandal in San Francisco resulted in yet another arrest.

The arrest of former Lieutenant Curtis Liu, came just days after the racist and homophobic text were revealed between former Officer Jason Lai and several officers in the SFPD.   Liu was arrested and charged with obstruction of justice, for his part in covering up and obstructing the arrest of Jason Lai for a rape allegation.  Lai was not charged with rape, according to authorities, because of the actions of Curtis Liu.  Racist Cops Lieutenant Arrested

An attorney for Curtis Liu, Tony Bass, acknowledge that Liu engaged in behavior that he should not have engaged in and therefore, retired from the department.  Bass also confirmed that Liu received many racist text and although he did not respond to them, he failed to report the offensive text.  He further confirmed that Liu lied to police investigators regarding the rape case against Jason Lai and he gave the racist ex-cop a heads up of the rape allegation and falsified the police report by not putting Jason Lai’s name on the report as a defendant.

San Francisco Police Chief Greg Suhr, apologized to the public in a press conference one day prior to the arrest of ex-Lieutenant Curtis Liu.  Suhr said he was “sickened” by the racist text.

The SFPD is engulfed in the texting scandal, which comes on the heels of his officers falsely arresting a Public Defender in the hallway of the Courthouse after the attorney came to the defense of two black men she had represented after she witnessed a police Sergeant and a uniformed officer taking pictures of her client with their cell phones.

Public Defender Jamie Tillotson was arrested and humiliated outside the courtroom where she practiced law.  Chief Suhr apologized for the illegal arrest and charges were immediately dropped.  The officers involved, has not been disciplined as of this writing.  Tillotson has filed a federal right lawsuit.

Sounds familiar?  It should, a similar thing happened right here in Philadelphia to a Public Defender in the hallway of the Criminal Justice Center.  People in San Francisco had the same question people in Philadelphia had, if this can happen in the halls of Justice, is the public safe from the people empowered to protect them?

The problem with racism in policing, is that the actions of people who believe their white privilege allows them to engage in objectifying people by making illegal arrests, lying, cheating and denying the public and their co-workers the benefit of being treated fairly.

Corporal Robert Pawlowski wasn’t too pleased with the passing out of leaflets in the community exposing his racist rhetoric.  You see, racist, like their comrades, roaches and rats, like to operate in the dark.  Sort of like the former site moderator of the now-defunct Domelights.com, Fred McQuiggan.

Domelights was a forum where racist and offensive material about cops and the public was posted for years.  The moderator worked in the Computer Unit of the Police Department.  McQuiggan failed to “moderate” racist post and allowed cops to put rumor and innuendo on the site.  It was so bad, that many supervisors, it was alleged, began their day by reading this blatantly racist site.

McQuiggan felt his white privilege would protect him in a city where the Police Commissioner, Sylvester Johnson, and Mayor at the time, John Street, were black.   Enter; Chuck Ramsey and lawsuit from the Guardian Civic League.

It was former Commissioner Charles Ramsey, who finally restricted the website from police computers.  But Fred McQuiggan was allowed to remain in the unit.  Ramsey Dims Domelights On Police Computers   Ramsey also is same Commish who put an end to another cop who felt comfortable enough to spew racist remarks to a Temple student who was doing a ride-along.  Cop Spews Racist Remarks to Temple Student

The lawsuit against the Police Department and Fred McQuiggan resulted in a settlement and the site being shut down.  Racist Website Lawsuit Settled  McQuiggan suffered no discipline as a result of accessing the site from city computers.  He wasn’t even transferred to the 24th District.  In fact, Fred McQuiggan was recently promoted to the rank of Captain, and once again, absent a logistical officer, remained in the Computer Unit.  Yup, still in the Computer Unit.

Corporal Pawlowski can feel right at home in the 24th district, where it seems is there is a soft landing after racist whites, who are accused of promoting racial strife in the department are assigned.

Then Officer Lonnie Adams and Brian James, complained when Officer Michael Kelly was observed with a black baby doll hanging from a ladder owned by Officer Kelly, in what appeared to be a “lynching”, according to a federal lawsuit filed by the duo.  Racist Cop Lynches Black Baby Doll  This guy had the temerity to display this where every police officer who worked in Highway Patrol would be sure to see it.  When the officers reported it to their immediate supervisor, he did nothing.  The officers were retaliated against and endured a years long legal battle.

Officer Michael Kelly is the brother of Officer Joseph Kelly, formerly of Northwest detectives.  It’s obvious these two grew up under the same guiding principles of a whole lot of racism.  Former Officer Joseph Kelly, challenged a black supervisor, former Sergeant Tyrone Cook, after he refused to turn down a loud radio in the operations room in Northwest Detectives.  After the Sergeant turned it down, Kelly turned it back up, which resulted in an order not to touch the radio again.  Kelly engaged in a loud argument with the Sergeant.  Unbelievably, they both were disciplined for “fighting on duty”.  Since when does a Sergeant “fight” with a subordinate when the subordinate refuses an order and then engages in a bunch name calling towards the Sergeant such as “you piece of shit”, and refusing any and all orders.  Sergeant Cook is black, and Kelly is white.

Kelly later engaged in physical fight with a co-worker that resulted in Kelly going to the hospital and getting multiple stitches after he got his ass whipped.  Northwest Detectives looked like a crime scene.  Yet neither cop, both white, were charged.  When confronted about the battle, after the custodian notified supervisors of a “crime scene” in the operations room, Kelly lied about the entire incident.  There were many reports of Kelly engaging in overt racist acts while assigned to Northeast Detectives.

Racism in policing is a problem.  Former Commissioner Ramsey wasn’t shy about getting rid of problematic cops.  Bob Pawlowski has to go.  He is a walking, talking liability to the department.  He is a black-eye waiting to happen to the Police Department.

A sad footnote to this story.  Sources report that an Administrative Lieutenant in the 24th District engaged in his “freedom of speech” and defended the freedom of speech of Bob Pawlowski.  NEWSFLASH Lieutenant:  you don’t have freedom of speech in the operation room to express your bias opinions in front of other cops.  You are creating a hostile work environment.

Hate speech, which attacks people on the basis of race, ethnicity or religion, which may incite violence or prejudice against a protected class is illegal.  In a place where alcohol is being served, makes it more dangerous.  All it would take is one other idiot to engage this bigoted bully in his racist rhetoric and who knows what the group of “black supervisors” that he was urging white officer to stay away from, was a bit of alcohol and hot heads. Thank God these hero cops did not engage.   Keep your opinion Lieutenant, like your service to department, at a minimum.

Divisive hateful speech has no place in a first class department.  Cops who cover up and try to justify, defend or rationalize bad behavior or criminal activity of other cops should be fired or arrested when warranted.  That is a systemic problem in policing.  America as a society have a duty to reverse this cycle. As Americans we have to acknowledge there is implicit bias in all of us, you can be racist, but your racism cannot be used to deprive anyone of their liberty, or used to try to make a racial divide in the Philadelphia Police Department.

Racist Cop Alert: Racist Cop Transferred

Racist Cop Alert:  Corporal Robert Pawlowski was transferred to the 24th District.  Where he will join his co-horts in racism:  Officer Scott Schweitzer and Eric Dial.  Why not put a Nazi Flag outside that building and make it official.  As the latter two officers saw it:  Blue By Day, KKK by night.  KKK Cops

Pawlowski will be welcomed home, with his fellow racist.  Unleashed on an unsuspecting neighborhood and minority officers who will have to tolerate his racist rhetoric.

Seems there’s no logistical unit in the Police Department to make appropriate transfers.  Logistically, this is the last district this racist cop should be assigned.

In 2008, two narcotics officer, Officer Scott Schweizer and Eric Dial were kicked out of Narcotics after two racist stickers were discovered after another officer noticed them plastered on their lockers.  One sticker said “White Power” and another depicted a Pawlowski looking man, half in uniform and half as a Klansman with the epitaph “Blue By Day – White By Night”.

There’s a problem when racist are allowed to all be put in the same district.  A division where a Police Sergeant, Gregory Hauck, felt comfortable enough call the Police Commissioner a “nigger” at roll call as reported by another whistleblower.  Sergeant Suspended for Calling Commissioner Nigger at Roll Call

Hopefully, demotion will be forthcoming as well.  A transfer to be among more of your fellow racist cops, is not harsh enough.
