Demotions, Promotions, and Retirements

Lieutenant Richard Frank, facing demotion, and then termination after a 2nd set of discipline pending, Frank took a Regulation 17 on 11/7/2018.  So Frank is out of here.

Frank couldn’t help himself.  Frank was unable to listen to what the female officer was saying to him because he couldn’t hear her because he was too busy “staring” at her “tits.”

Lieutenant Anthony Burton, reportedly will be demoted.  Burton has a second set of discipline coming also.  This second set of discipline, if he is found guilty, could result in termination.  ‘

Police Commissioner Richard Ross was at the Guardian Civic League tonight and even weighed in on the goings on in the department.  One of the things he conceded was that “Lieutenant Burton was lucky he still had a job.”  He further stated it is no secret who is father was.  However; Ross was clear that people will be held responsible for their behavior.

There must be something true in that assertion.  Who else could survive numerous complaints about stealing, lying, cheating to get on a promotional list and faking cancer and still remain on the city’s payroll.  Burton has survived, thus far.  But there is no way this guy can be called to testify.

Burton doesn’t have the character needed to remain a police officer, if any one of the allegations against him are true.  Much less the numerous allegations.  If you can’t testify, you really can’t be a cop.

And, as in the rest of the nation, racial tensions are running a little high within the department according to some of the complaints.  Chief Inspector Anthony Boyle’s ears should have been burning.

Allegations of cops in black-face and the possibility of a supervisor who tried in vain to spread hate at the FOP for his “blood and honour” (Corporal Robert Pawlowski).   Pawlowski  happened to spew his hatred toward Deputy Commissioner Robyn Wimberly.

Name calling is a lot less invasive than putting your hands on a fellow officer as Boyle has been accused of by Captain Laverne Vann.  Vann and three other officers had previously filed a lawsuit against Boyle.

So, racist, woman beaters, thieves (money or time), sexual harassers,  cheaters and those who are determined they will engage in various corruption, beware.  And if the huge amount of number of cops who will be reportedly skipped on the promotional lists is any indication, you are forewarned.

You will be demoted, not promoted, forced to retire or dismissed.

  1. As all gangs do, the Philadelphia Police Department covers up the shootings by its members. Literally 1,000 straight on-duty Philly police shootings were cleared. But this year, a Philadelphia cop was finally arrested for a bad shooting. Officer Ryan Pownall broke the streak and was arrested, but only because he was caught on video fatally shooting an unarmed black man in the back from about 30 feet away (I saw the video). Naturally, Pownall and his partners in slime lied about the circumstances but unlike Philadelphia police officers, videos do not lie. Philadelphia’s cops refuse to use body cameras and dash cams, which suggests that they have something to hide. But on rare occasions, videos of their vile felonies are provided by honorable third parties. One study suggests that as many as half of all police shootings are unjustified, so what does that say about the validity of the rubber stamping of 1,000 consecutive Philadelphia police shootings?

    “The blue wall of silence is a real thing. Cops protect other cops AUTOMATICALLY, without question, and cops who don’t immediately start clearing up accusations against other cops get threatened by any and every other cop on the scene.
    How do I know this?
    I was married to a philly cop for 20 years. I believe he never did anything outright corrupt himself, but he certainly went along with protecting his brothers and sisters in blue- his REAL family.
    He was a really good guy who was turned into a total out of control piece of shit due to the pressure and stress of being a philly cop.
    The first 18 years were fine. The 19th and 20 years of our marraige wells filled with too many incidents where I was thinking “holy shit is this fucker going to hit me?” Eventually he did.
    I should’ve known better, but I called 911 and then his LT. I just wanted proof of what happened but, since it was a 20 year marraige that had never had domestic violence til that day, wasn’t sure if I was going to ultimately divorce him. But I wanted that incident documented in case I did or in case it happened again if I DIDN’T divorce him.
    Instead what happened was my ex met his buddies out front where my entire future was decided. I later learned (bc ex bragged about it, still does) that his buddies asked him if he wanted in or out of the marraige and if he wanted out they would make it happen, if he wanted to stay they would keep me quiet, if he wasn’t sure they would handle it however he wanted.
    He said he wanted out, that he didn’t want to risk his pension over my big mouth, then his cop buddies did the clean up and cover up.
    I was confused at first what was going on but once I realised I knew I could be in real big trouble. They told me since my husband is a cop they weren’t going to arrest ME, ME-NOT HIM- for domestic abuse then explained to me how all the laws work.
    I can’t go into any more details wo making it obvious who o am and who my shit head ex is, but everything I just mentioned happens ALL THE TIME to wives who get beat by thier cop husbands and then try to do something about it.
    Philly cops are 100% criminals protected by more criminals.
    Don’t even get me started on the fop. Talk about gangsters. Davis’ stock answers werw fed to her by fop lawyers, I’ve seen and heard fop lawyers say “if you don’t like the question, say you don’t remember and reference the report”. David didn’t want to testify bc she was scared her answers, even “I dont remember” would either a-lead to her own investigation or b-a conviction and if I did other cops would go after her. I could careless if there’s a million replies saying bullshit- it’s a fact and I know it.
    This cop this article about is the norm in Phillys law enforcement. I know of cops who have HELD a suspect while his partner shot and killed him, who shot his girlfriend in the face w his service pistol and sd it was a suicide when officers showed up, and cops who only hand over half the drugs and half the money then pocket the other half the cash and then use or sell the other half of the drugs- that’s A LOT. If a suspect has a minor offense but a ton of cash, cops take the cash and let them go, and NO COP arrests cute hot young women for dui, well no male cops, no matter how drunk they are. Statistically speaking, there are more hot young women drunk driving on ANY given night, but seemingly only balding white accountants and ANY black man gets arrested for it.
    There is no such thing as justice in this city, it’s a joke.
    Best advice is to just keep your head down at all times lest some PHILLY cop in a bad mood notices you.”

To evidence the claims made in my December 1 post, 40% of all police officers criminally assault their household members, according to two studies (source: “Police Family Violence Fact Sheet, womenandpolicing). Curiously, said studies also suggest that merely 10% of non-cops perpetrate such offenses. Because cops are sworn to uphold the law, should not they be LESS likely to assault their housemates? How could this odd juxtaposition be, unless law enforcement officers are ironically more likely to be criminals?

    I suspect that the police domestic abuse problem is even worse in Philadelphia than elsewhere because its cops are far less likely to be held accountable. Something needs to be done. How about establishing an independent police advisory board that has the actual authority to fire crooked cops, unlike that powerless joke called the Police Advisory Commission?
